IIT-R expels 5 for assault on Dhanbad student, 2 others suspended for 1 year
1 2 Roorkee: IIT-Roorkee has expelled five students and suspended two others for one year after they assaulted a fellow student near the campus in March, leaving him hospitalised with serious head injuries. The action was taken on June 18 following an internal probe but was kept confidential by the institute to avoid campus unrest and media attention. It confirmed the decision only after repeated queries from TOI. The five accused students named in the FIR have been absconding for over four months. On the night of Mar 23, Kishan Singh Kesari, a final-year student of the five-year integrated MTech geology technology programme and resident of Dhanbad, went to meet a senior at a hotel near the campus. A group of intoxicated students allegedly passed inappropriate comments at him while he waited at the reception. When Kesari objected, they attacked him, hitting his head multiple times with glass bottles before fleeing the spot, leaving him unconscious. Kesari was taken to the institute hospital with injuries to his head, face, eyes and nose. His father, Ajit Kumar, a hotelier, later brought him back home, where he has continued treatment and recovery. On Mar 26, police registered a case under BNS sections 109 (attempt to murder), 191-2 (rioting), and 191-3 (rioting with deadly weapons) against Vaibhav Singh (5-year integrated MTech geology technology) from Mirzapur, UP; Vipin Kumar (final-year BTech civil engineering) from Badhwana, Charkhi Dadri in Haryana; Utkarsh Gautam (final-year BTech mechanical) from Bijuri, MP; Anmol Raj (third-year BTech civil engineering) from Aliganj, Bihar; and Nitin Pratap Singh (final-year BArch) from Ghaziabad. Based on a complaint by Kesari's father, the institute initiated an internal inquiry and referred the case to the executive committee of the students' affairs council (SAC). The SAC found seven students guilty. On its recommendation, IIT-Roorkee expelled the five students named in the FIR and suspended two others — Dhairya Raniwal and Amod, both first-year BTech students — for one year. "One of the accused, Nitin Pratap Singh, had earlier been suspended for unruly behaviour on campus," Ajit said. A preliminary probe suggested that the assault stemmed from long-standing animosity linked to student union elections. Sources said tensions had built up over time before erupting into the violent attack. Before the assault, Kesari had informed institute authorities that he was facing threats from the same group of students. The institute provided a security guard for two days but took no long-term preventive steps. Though the institute initially kept the disciplinary action confidential, it confirmed the decision only after TOI's persistent inquiries. "The students have been expelled and suspended," Sonika Srivastava, head of the institute's media cell, told TOI. The disciplinary action has left parents of the penalised students anxious. They have urged the institute to reconsider the expulsions and suspensions and allow re-admission through a mercy plea. "I am a farmer. I have two children. My daughter is younger. We had great hopes for our son, but now everything feels shattered. We appeal to the institute and Kesari's family to consider our situation and reduce the punishment," said Dharmendra Kushwaha, father of Anmol Raj. Ajit said doctors in Dehradun advised Kesari to continue head medication for at least one to two years. "He cannot work on a laptop for more than two to three hours at a stretch due to changes in his eye power. Since May, he has been attending online psychological counselling once a month and has been prescribed antidepressants and anti-anxiety drugs." He added, "Kishan started working from home this month for a US-based software company that placed him in Jan 2025. GOF Seizes Cannabis Flowers Worth RM690,000 In Padang Besar
KANGAR, July 21 (Bernama) -- The General Operations Force (GOF) seized 23 kilogrammes (kg) of cannabis flowers believed to be smuggled into the country with an estimated value of RM690,000 at the Malaysia-Thailand border area in Padang Besar at 5 am today. GOF North Brigade Commander SAC Shahrum Hashim said the seizure was made by a GOF team who managed to detect movement based on infromation gleaned from closed circuit television camera (CCTV) footage. "Checks of the surrounding areas led to the discovery of a colourful sack containing dried leaves believed to be cannabis flowers,' he said in a statement today, adding that the sack was handed over to the Padang Besar district police headquarters narcotics crime investigation department for further investigation under Section 39B of the Dangerous Drugs Act 1952.

Rhayader camping pods finally approved by Powys Council
PLANS for tourist accommodation just south of Rhayader have been given the go-ahead by Powys councillors. The application was in front of councillors at a meeting of Powys County Council's planning, taxi licensing and rights of way scrutiny committee on Thursday, July 17 as one of the applicants is Angela Davies, the Liberal Democrat councillor for Rhayader. Cllr Davies and her husband Tony Davies lodged the application for four pods in a field at Cae Henfron off the A470 in March 2021. The pods will each have one bedroom, and the proposal includes access and associated works which is partly retrospective. Car parking spaces for each pod are also included. Dealing with the application has been a slow process due 'interim' phosphate standards placed on river Special Areas for Conservation (SACs) in Wales since 2021. Any proposed development within the SAC catchments that might increase the phosphate levels in a river, potentially increasing pollution, needs to be screened. The River Wye flows nearby meaning the application - like some others in the county - has been blocked by these interim standards which have now been updated by Welsh Government environment body Natural Resources Wales. Cllr Davies is a member of the planning committee but left while the application was discussed. Planning officer Rhian Griffiths said: 'The proposal complies with guidance regarding phosphorus impact on the River Wye.' Ms Griffiths recommended that councillors approve the application. Committee solicitor Rachel Mole said: 'Due to the nature of the applicant in this matter the protocol dictates that the file is reviewed to make sure it is processed correctly, and I can confirm that is the case." Cllr Elwyn Vaughan (Plaid Cymru) pointed out that NRW had opposed the 'principle' of the scheme during the consultation process due to how the applicants intend to deal with foul drainage from the site. Cllr Vaughan asked: 'They are opposed, but you think it's okay?' Ms Griffiths answered: 'They (NRW) raised concerns over the method of foul drainage – their comments on the application suggest it should be connecting to the main sewer that runs in Rhayader rather than having a private system. 'But they acknowledge themselves that the development is over 150 metres away from that sewer and their guidance is that it's generally feasible to connect at a distance of 30 metres per unit.' The calculation means that for four units the maximum distance should be 120 metres. 'So, it's in excess of their own guidance,' explained Ms Griffiths. Cllr Huw Williams (Labour) said that he was willing to propose the committee accept the officer's recommendation and approve the scheme. His proposal was seconded by Cllr Ed Jones (Powys Independents) and the committee then went to a vote,

Sungai Pulai helicopter wreckage removal to start tomorrow
ISKANDAR PUTERI: The operation to retrieve the wreckage of the Royal Malaysia Police (PDRM) helicopter that crashed into Sungai Pulai is set to commence at 8 am tomorrow. This follows a coordination meeting involving multiple agencies today. The meeting was led by Johor Internal Security and Public Order Department chief SAC Muhd Zailani Abdullah and Subang Air Operations Force deputy commander SAC Ahmad Lokman Abdul Hadi. Representatives from 25 agencies, including the Putrajaya Air Accident Investigation Bureau, Royal Malaysian Navy, and Fire and Rescue Department, attended the session. An integrated operations command centre has been established near the crash site to oversee rescue, safety, and medical operations. Authorities inspected the wreckage location by boat to assess technical and safety requirements before the hoisting begins. Royal Malaysian Navy divers will conduct preliminary dives to examine the wreckage and equipment. An ambulance remains on standby for emergencies. The helicopter, an AS355N model, crashed during a flypast demonstration for the Multilateral Nuclear Security Detection Exercise (MITSATOM) 2025.
