The ministry of skills development and entrepreneurship (MSDE) has entered into an memorandum of understanding with the ministry of rural development (MoRD) to enhance the skills, market access, and entrepreneurial capabilities of women in self-help groups (SHGs) to help them become a part of the global workforce. 'The objective of this MoU is to strengthen livelihood opportunities in rural areas by combining the technical expertise and institutional framework of MSDE with the extensive grassroots reach and implementation capabilities of the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM),' MSDE said in a statement issued on Thursday. 'A key focus of this collaboration is to raise awareness about the skill development and entrepreneurship programs of both ministries and to align these initiatives with local market needs and emerging opportunities,' it said. As per the statement, the partnership will give priority to demand-driven skill training and practical entrepreneurship development to empower SHG women to become 'Lakhpati Didis'. Efforts will be made to ensure that training modules and curricula are contextualized to local realities and aligned with emerging job markets and future skill requirements, it said. 'Using the Skill India Digital Hub (SIDH), SHG women and trainers will receive formal certification for their skills. Additionally, comprehensive support will be provided through services such as financial literacy, market linkages, legal compliance, business development, and mentoring,' it added. The government is of the view that this partnership will not only help fulfill the economic aspirations of rural communities but will also play a pivotal role in promoting entrepreneurship and empowering rural families through outcome-based training programs. The collaboration between the two ministries, under this MoU, is for three years. Further, a joint review committee will be set up to ensure regular monitoring of the partnership's progress and to conduct quarterly reviews of the ongoing initiatives.

Over the past year, the Ministry of Skill Development and Entrepreneurship (MSDE), under the steady guidance of Minister of State (Independent Charge) Jayant Chaudhary, has quietly rewritten the story of India's workforce, empowering over 1.5 crore people with skills that matter, a press release said. This momentum didn't happen overnight. It has been built through a mix of policy reform, industry partnerships, and deep community outreach. Take the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0)--over 1.63 crore youth have been trained, many in future-ready sectors like electronics, logistics, and healthcare. Likewise, the National Apprenticeship Promotion Scheme (NAPS) has placed more than 8.7 lakh apprentices across 1.5 lakh businesses, reflecting a strong push toward practical, on-the-job learning. A key strength of this movement has been the rising participation of women. Through the Jan Shikshan Sansthan (JSS) scheme, over 5.05 lakh individuals have been trained 80 per cent of them women. Minister Jayant Chaudhary's commitment to industry alignment has also strengthened public-private partnerships. Under PMKVY 4.0, collaborations with Air India SATS, Flipkart, and Swiggy are enabling co-pay skilling with guaranteed placements. And to future-proof this ecosystem, 8,000 new trainers are being trained under ToT programmes with HAL, ICT Academy, and NAC. Institutional development continues apace. Two Indian Institutes of Skills (IIS)--in Mumbai and Ahmedabad--have begun operations, with the first batches graduated in October 2024. Another 200 ITIs are being upgraded as Centres of Excellence, with 800 more in a spoke-hub model. One standout partnership is with Microsoft--the AI Careers for Women initiative will train 20,000 women in Tier II and Tier III towns, blending innovation with inclusion. In his address, Union Minister of Labour and Employment, Mansukh Mandaviya, stated, 'The National Career Service portal is a dynamic platform bringing job seekers and employers together, across India. With over 1.75 crore active job seekers and over 40 lakh registered employers, it is playing a crucial role in workforce mobilisation. NCS is getting strengthened day by day. It is integrated with My Bharat, eShram, SIDH, MEA-eMigarte portal, along with many other private portals.' Mandaviya welcomed the collaboration and appreciated Rapido's initiative to create 50 lakh livelihood opportunities on the NCS Platform over the next 1-2 years. Highlighting the platform's accessibility and reach, the Union Minister reiterated the government's vision of making NCS a one-stop solution for employment, skilling, and counselling, while also being capable of hyperlocal job matching and supporting both domestic and international placements.
