Federation calls for immediate reconstitution of State-Level Backward Classes Commission in Puducherry

The Federation for People's Rights has urged the Puducherry government to immediately reconstitute the State-Level Commission for Backward Classes (SLBC), which has been non-functional for the past seven years. In a statement, G. Sugumaran, secretary of FPR, said the SLBC, a permanent body constituted in conformity with the Constitution of India and established in Puducherry in 1998, has played a critical role in the implementation of reservation policies by the government. The SLBC is normally reconstituted once in three years. The Commission has been reconstituted six times and the life of the sixth reconstituted Commission ended in May, 2018. However, the SLBC has become non-functional in the last seven years, the federation said. As a consequence of the dysfunctional state of the SLBC, complaints and representations submitted by the public to the Commission remain unattended in the absence of a regular Chairman and a body. Though the files relating to the reconstitution of the body had been forwarded by the authorities concerned to the Chief Minister's office, they have been gathering dust, Mr. Sugumaran said. Though repeated representations have been made by political parties and various other organisations to reconstitute the Commission, no action has been taken so far, he said. Mr. Sugumaran said the caste census cannot be conducted till the SLBC is reconstituted. Under these circumstances, the government should immediately reconstitute the SLBC.

BHUBANESWAR: Development commissioner Anu Garg on Friday stressed the need to achieve 100 per cent annual credit plan (ACP) target to the tune of Rs 2.52 lakh crore for the financial year 2025-26. Addressing the 179th state level bankers' committee meeting along with the special SLBC on financial inclusion and financial literacy of Odisha here, she said the role of adequate credit is critical as Odisha marches towards 2036 with an aspiration to become a developed state. She urged the bankers to support the recently launched 'financial assistance to cold storage ' scheme, aimed at strengthening the storage ecosystem of the state to minimise the post-harvest loss and prevent distress sale by farmers, initially covering all the 58 subdivisions in the state. Executive director of UCO Bank VN Kamble appreciated the bankers for achieving a 100 per cent target in the agriculture sector, but expressed his concern for not achieving ACP in the MSME sector. He urged them to prioritise lending to MSMEs which are the major contributors to the economy. Principal secretary of Agriculture and Farmers Empowerment department Arabinda Kumar Padhee called upon banks to support entrepreneurship under agriculture and allied sector. Principal secretary of Finance department Saswat Mishra emphasised on improving performance by private sector banks in government sponsored schemes like Prime Minister's Employment Generation Programme (PMEGP), PM Micro Food Processing Enterprises (PMFME) scheme and PM Street Vendor's AtmaNirbhar Nidhi (PMSVANidhi). Regional director of RBI Bhubaneswar Sarada Prasan Mohanty stressed the efforts of the lead district managers for conducting town hall meetings to resolve the issues of MSME entrepreneurs and promote government schemes at the district level. Principal secretaries Usha Padhee and Suresh Kumar Vashishth, convener of SLBC and senior bank officials were present among others.

PUDUCHERRY: The Annual Credit Plan (ACP) for the Union Territory of Puducherry for the financial year 2025–26, with a projected credit outlay of Rs 12,100 crore, was released on Thursday by Indian Bank, the convenor of the State Level Bankers' Committee (SLBC). The plan, covering the four regions of Puducherry Puducherry, Karaikal, Mahe, and Yanam was jointly launched by Lok Sabha MP V. Vaithilingam, Rajya Sabha MP S. Selvaganabathy, Indian Bank Executive Director and SLBC Chairman Shiv Bajrang Singh, and Secretary to Government (Finance), Ashish Madhaorao More. The ACP has been framed based on the assessed potential of various sectors and the credit performance of the previous year. A significant thrust has been placed on priority sector lending, with Rs 7,255 crore (60%) earmarked for agriculture, Rs 4,325 crore (35.73%) for Micro, Small and Medium Enterprises (MSMEs), and Rs 520 crore (4.27%) for other priority sectors.

Telangana Deputy CM Bhatti seeks banks' cooperation in achieving Yuva Vikasam goals

HYDERABAD: Deputy Chief Minister Mallu Bhatti Vikramarka on Thursday urged bankers to extend their full cooperation in achieving the objectives of the Rajiv Yuva Vikasam scheme. He stated that the state government aims to distribute sanction letters to five lakh unemployed youth under the scheme on June 2. Addressing the State Level Bankers Committee (SLBC) meeting here, he emphasised that allowing educated and skilled human resources to remain underutilised is a loss to society. He stressed the importance of channelling their talents into productive sectors, thereby contributing to the state's Gross Domestic Product (GDP). He noted that no other state in the country has implemented a scheme of this scale, which provides financial assistance of Rs 9,000 crore to five lakh youth. Of this amount, Rs 6,250 crore will be given as a government subsidy. The deputy CM highlighted a significant change in the scheme's structure — while previously the loan-to-subsidy ratio stood at 70:30, it has now been reversed, favouring a larger subsidy portion. Clarifying further, Vikramarka said that under the state's Annual Credit Plan, which totals over Rs 8 lakh crore, banks are required to allocate only 0.2 per cent for this scheme. He also pointed out that the government continues to support students through fee reimbursement programmes, which help in producing a skilled and educated workforce. 'For those who do not secure government jobs, the government intends to leverage their talents in entrepreneurship and industry. This vision inspired Chief Minister Revanth Reddy and the Cabinet to launch this massive employment-generation initiative,' said the deputy chief minister and requested the SLBC to appoint a special nodal officer to ensure coordination across all banks, with proper monitoring at the field level.
