1 2 Lucknow: Chief secretary SP Goyal reviewed preparations for the 'Har Ghar Tiranga' campaign on Friday. He stated that 4.60 crore flags would be hoisted across the state and directed officials to ensure that sufficient number of flags were made available to the public. Stressing the need to ensure public involvement to make the event a success, the CS urged officials to include social groups in the event. He mentioned that various events such as the Tiranga festival, Tiranga rally and musical concerts should be organised to foster a spirit of patriotism. "The campaign has been initiated to instil patriotism among people. He instructed district officials to ensure the participation of public representatives, social workers, distinguished citizens, self-help groups, NGOs, village councils, youth organisations, local clubs and students in the events. He directed them to launch a cleanliness drive during the campaign period under the Swachh Bharat Mission. The CS emphasised that the national flag, made of khadi, should be hoisted at all govt offices and educational institutions. The flags should be sourced through Khadi and Village Industries. He asked district officials to coordinate with NGOs, small industries and private sewing centres to increase flag production. The CS said the deadline for sending nomination for the Padma Awards was Aug 31, 2025, and each district should forward names of six talented individuals related to sports, education or other fields. Uttar Pradesh govt proposes new law to decriminalise 293 minor offences

In a bid to create an industry-friendly atmosphere and remove irritants in the ease of doing business, the Uttar Pradesh government proposes to enact a new law to decriminalise 293 minor offences and replace the provisions for imprisonment with civic penalties The state government is working on bringing the new law on the pattern of the Jan Vishwas Adhiniyam that the Centre enacted in 2023, those aware of the development said. (REPRESENTATIVE IMAGE) Those aware of the development said the 293 provisions proposed to be decriminalised are part of nearly 15-20 acts and the proposed law would ensure that the penalties are commensurate with the seriousness of the crime. The Uttar Pradesh Revenue Code, the laws for urban local bodies that include the municipal corporations, the Fire Services Act, the Tree Protection Act, labour laws and the laws for industry have provisions for imprisonment for minor offences. The proposed new law will decriminalise them. Under the proposed new law, there will be provisions for compounding of minor offences. The provisions for imprisonment up to about six months will be replaced by a fine of a few thousand of rupees or to a lakh or so. 'We propose to enact a new law to decriminalise 293 of 294 provisions of law as part of the state government's efforts to provide an industry-friendly atmosphere and relax provisions for the ease of doing business. No relaxation will be made in the provisions for imprisonment if the offence causes health hazards or directly affects human lives,' said a senior officer of the state government. The state government is working on bringing the new law on the pattern of the Jan Vishwas Adhiniyam that the Centre enacted in 2023, those aware of the development said. Chief minister Yogi Adityanath has time and again asked the officers to remove irritants in the ease of doing business. Chief secretary SP Goyal also chaired a meeting convened on Tuesday to review the progress under the flagship Compliance and Reduction and Deregulation 2025 initiative. Efforts to ease the regulations and create an industry-friendly ecosystem are part of this initiative. A senior officer said the draft of the new law is being finalised and once approved by the state cabinet, the proposed legislation may be moved in the monsoon session of the state legislature commencing on August 11.

UP nod for second Greater Noida to Faridabad link across Yamuna

Noida: UP govt has approved a second link road between Greater Noida and Faridabad via Manjhawali bridge over the Yamuna to cut travel time between the two cities to just 30 minutes. With the 56-km Faridabad-Noida-Ghaziabad (FNG) Expressway still under construction—only 50% of the 23km expressway that will pass through Noida is currently ready—commuters currently take nearly two hours to travel through congested Delhi and Noida areas to reach Faridabad. The new link road, a four-lane corridor off Yamuna Expressway and Eastern Peripheral Expressway, is expected to serve as a crucial link for passengers travelling from Haryana, once flight operations begin from the Noida airport. It is also expected to decongest the Kalindi Kunj flyover and Noida Expressway, a crucial link between Haryana, Delhi and Noida. Under the project, UP will construct a 1.7-km stretch from Atta Gujran up to the Haryana border, where the road will connect with an existing road, the Manjhawali bridge and Jasana in Faridabad. A 3km stretch will also be widened under the project. Though the project was proposed in 2014, it has faced several delays. Construction of the 630-metre Manjhawali bridge itself took over four years to start and missed six deadlines before finally opening in Dec 2022. Despite being operational, the bridge remained underutilised due to the absence of a connecting road on the UP side, delayed by funding and land acquisition hurdles. So far, land registry agreements have been signed with half of the 110 affected farmers. Meanwhile, construction of the long-awaited Faridabad-Noida-Ghaziabad (FNG) Expressway remains incomplete. Parts of the expressway that remain to be constructed include a 650m elevated road in Chhijarsi village and a one-lane stretch near Sorkha village that is held up due to a legal dispute over an old structure at the site. Another stretch passing over the Hindon is awaiting clearance from the irrigation department. The expressway is likely to be ready by 2027.

Govt accelerates eco reforms via Nivesh Mitra 3.0

Lucknow: To accelerate economic progress of the state, govt decided to fast-track approvals and ensure complete integration of all reforms into Nivesh Mitra 3.0 by the end of this year. The proposal was mooted at a meeting chaired by chief secretary SP Goyal on Tuesday, where officials and representatives from key departments came together to assess achievements of the state and outline future action under the Compliance Reduction & Deregulation 2025 initiative. The discussions highlighted the state's commitment towards ensuring simplification of regulations, digital innovation and process re-engineering to promote investments. Invest UP will lead the implementation of these reforms. Among major points of discussion was the upcoming launch of Nivesh Mitra 3.0, a major upgrade to the state's single-window clearance system, which currently offers over 525 services across 44 departments. Under the new version, service delivery timelines are expected to reduce by 30% through the simplification of applications and approvals and a reduction in documentation requirements by half. The state has implemented over 4,675 reforms across 45 departments. These include over 2,500 business-centric changes, 1,586 citizen service enhancements and 577 decriminalisation measures. The ongoing deregulation campaign, initiated in March 2025, is being steered by the cabinet secretariat's deregulation cell. Reforms will cut across 23 priority areas and 71 sub-priority domains from departments such as housing, urban planning, labour, UPPCL, fire, revenue and Invest UP. Key reforms include extended validity of licences, adoption of risk-based inspections and policy changes enabling night shifts for women. The meeting saw discussions on amendment of building regulations to reduce land wastage, removal of outdated restrictions on women in specific industries and streamlining of factory and trade licence renewals. "To further boost investor confidence, the state is drafting two landmark decriminalisation bills that aim to eliminate over 98% of imprisonment clauses in state and concurrent acts," said a govt spokesperson.
