Floods in Montreal will happen again. Maybe soon. What can we do about it?
Eva Szymkowiak was among the Montrealers starting the week dealing with the aftermath of a storm that dumped more than 70 millimetres of rain over the city in just a few hours. For the second time in just under a year, the longtime resident of Montreal's Saint-Laurent borough, says her building's parking garage on Thimens Street was completely flooded. Last year, she says both their vehicles were ruined in a flood. But on Sunday, Szymkowiak says they saw the water accumulating from the storm and she luckily had time to move her car and warn others in the building. One neighbour described seeing the manhole covers on the street being blown off and the water making its way into the building through the indoor garage. "Somehow this street doesn't absorb [...] huge amounts of water," Szymkowiak said. Szymkowiak and her neighbour are hoping the city steps up to fix the problem. Faced with repeated flooding across multiple boroughs, officials are attempting to find long-term solutions — some even introducing bylaws designed to mitigate flood risk and exposure. 'Every neighbourhood, every street is different,' says mayor Montreal Mayor Valérie Plante visited those impacted by flooding in the city's Ahuntsic-Cartierville borough on Monday. "There isn't a unique solution for the entire territory," she said. "Every neighbourhood, every street is different." These financial assistance programs could help 6 minutes ago She pointed to various initiatives being carried out by the city to reduce the impact of flooding, including overhauling the sewer infrastructure in high-priority areas and building green infrastructure, such as sponge parks and retention basins. Maja Vodanovic, the executive committee member responsible for water, said several criteria help determine which areas are high priority, including the number of people affected in an area, whether it's in a low-lying area or prone to flooding. Overhauling sewage network not the solution, says expert Jean-Luc Martel, a professor in the construction and engineering department at the École de technologie supérieur in Montreal, said there is often a lot of emphasis placed on the need to redo the sewer network. But retrofitting the sewage network as a whole would be expensive, he says. In some cases, putting in bigger pipes would just displace the problem by moving the water downstream. "It's not a question of the size and the capacity of the sewer network. They're not designed to deal with those events," said Martel. "That's not [its] job." To mitigate flooding, boroughs have to look at what's happening at the surface, says Martel, and reduce the amount of runoff making its way into storm sewers to avoid overwhelming the network. Green infrastructure can help. He says homeowners can also do their part by having rain gardens and disconnecting gutters to allow the water to be absorbed by the lawn. Ultimately, though, Martel says the main issue are basements. "We need to really question ourselves as a society. Do we need basements?" said Martel. "After the sewer is full, the water stays on the surface and then it goes with gravity. It goes to the lowest point," he said. Mitigating flood risk and exposure With the intensity and frequency of extreme rain set to increase, the City of Montreal says it wants to make it easier for homeowners to make changes to create a more resilient home. That can include using waterproof materials like ceramic tiles in flood-prone basements, or installing watertight garage doors, says Maja Vodanovic, the executive committee member. "We want to make it more simpler for those kind of projects to go through. We are working on changing our regulations to streamline those projects," Vodanovic said. Regardless of the neighbourhood, or borough, the city of Montreal said its RénoPlex program, for buildings with one to five dwellings, provides financial assistance to homeowners for renovations or flood protection work on their property. The borough of Saint-Laurent has taken action and adopted a new bylaw last month which will allow homeowners to level up downward sloping garage entrances. It also outlines conditions for parking lot layouts and states that new driveways should be designed in a way to prevent rainwater from flowing onto private property. It's also put in place a measure that prohibits basements to be used for certain purposes. But the borough isn't quite ready to remove basements from the equation. Citing the ongoing housing crisis, it said in a news release, the borough will continue to allow for dwellings in basements, even in new constructions, provided "flooding risks are reduced to a minimum." Borough Mayor Alan DeSousa, says basement usage for daycare centres and seniors' residences will be limited. "If kids are in the basement doing activities and water comes very quickly those kids are vulnerable," he said. Other boroughs have different rules. Rosemont–La Petite-Patrie, is taking a tougher stance and is not allowing the construction of 100 per cent basement dwellings anywhere on its territory, except through special exemptions for large-scale projects that benefit the community and meet criteria ensuring resiliency. Homeowners, however, will be allowed, under certain conditions, to expand the living area of their home by developing an underground living space. Basement use will continue to be allowed for things like garbage storage, laundry rooms, and parking areas.

Rihanna's sons steal show in custom Dior suits on red carpet
Rihanna 's sons RZA and Riot stole the show on the Smurfs red carpet in mini custom Dior outfits. The singer, 37, and her children, aged three and one, made their film premiere debut on Sunday (13 July). Her youngest child sported an outfit from Jonathan Anderson 's debut collection for Dior Homme, while RZA was dressed in a white button-up and green cargo pants. Rihanna is expecting her third child with A$AP Rocky. She paired a Saint Laurent Fall 2025 gown adorned with a green ribbon with a leather jacket.

Hunter Doohan Talks ‘Wednesday' Season Two, Saint Laurent and Playing Murderers
Before he says anything further, Hunter Doohan issues an apology. 'I'm sorry it took three years,' the actor says of 'Wednesday,' the hit Netflix series he stars in, and its upcoming second season. The show became a sensation when it premiered in 2022, and at long last the new season will arrive in August — part one, at least. Doohan is freshly back from Paris, where he attended Saint Laurent's men's show during fashion week. 'I've gotten to go to a few [fashion shows] since 'Wednesday' came out, which has been such an unexpected side effect of the whole whirlwind of 'Wednesday,' but yeah, it's still very new to me,' he says over a Zoom call from his Los Angeles home. 'I grew up in Arkansas, so 15-year-old me in Buckle jeans did not foresee sitting at these shows.' For the Saint Laurent show, he opted for a classic suiting separates look, which was the first one he tried on. 'It was the first one I tried on and I loved it, and then I tried on their leather pants and I just immediately was like, 'Oh, I like the first one,' but someone on my team was like, 'I don't know if you're a leather guy,'' he says. 'I kept thinking of the 'Devil Wears Prada' scene where they're like, 'Are you wearing the Chanel boots?'' Highlights of the show experience included seeing the new collection, of course, as well as reuniting with friends who came over from London — and meeting Cristin Milioti at the after party. 'I was obsessed,' he says. 'I love her.' Doohan heads out shortly to New Zealand to shoot the new 'Evil Dead' movie, where he'll be when 'Wednesday' finally makes its return — and when he can stop worrying about spoiling the show. 'I don't want to be the Tom Holland of 'Wednesday,'' he says, alluding to the 'Spider-Man' actor's revealing of spoilers during press appearances. 'I feel like a jerk sometimes in these interviews, I'm like, 'I can't say that. I can't say anything.'' He can say that the new season is 'bigger and better' than the first. While season one of 'Wednesday' saw Tyler initially as a barista at the local coffee shop who was later uncovered to be a hyde, season two has him more in the fantasy of it all. 'It was really fun to be in the Tim Burton world a bit more because I'm not pretending to be the nice boyfriend barista,' Doohan says. 'So this time I really felt like from the start I was living in the heightened genre of the world the whole time.' Doohan grew up in Fort Smith, Ark., and fell in love with acting, and theater specifically, when he auditioned for the school musical his sophomore year of high school. 'I never saw film and TV as an option growing up there, even though I loved it. It just truly never even crossed my mind as something I could even try to pursue, whereas theater felt realistic,' he says. 'We had our high school theater and our community theater.' Rather than pursue a degree in musical theater, he decided to try moving to L.A. and giving it a shot – and he's been there ever since. Beyond 'Wednesday' and 'Evil Dead Burn,' he'll be seen in an independent film called 'The Wilderness' this fall. After that, he's wondering if he should try his hand at some new roles. 'I think I need to maybe play a few less murderers,' he jokes. 'Maybe do a comedy.' Rihanna Makes ‘Smurfs' Premiere a Fashionable Family Affair in Saint Laurent, With Sons RZA and Riot in Dior
Rihanna put an elegant twist on lingerie styling and added exaggerated proportions to her Saint Laurent look for the premiere of the animated film 'Smurfs' in Los Angeles on Sunday. The Savage x Fenty founder attended the premiere alongside her sons, three-year-old RZA Athelston Mayers and two-year-old Riot Rose Mayers, both of whom wore Dior Men suits. Rihanna was wearing a look from Saint Laurent's fall 2025 ready-to-wear collection, which debuted during Paris Fashion Week last March. The Grammy Award-winning artist's attire featured a black dress with lacy, lingerie-inspired detailing at the bust. The lace detailing transitioned into a silky smooth fabric. The look featured a drop-waist element to accentuate the singer's baby bump, which she debuted at the 2025 Met Gala last May. The drop waist was further defined with a deep olive green sash and a voluminous skirt. Her hair was styled into an updo, complemented by soft makeup, including a pink lip, to complete her look. Rihanna's look was designed by Saint Laurent's creative director Anthony Vaccarello. 'The fall collection packed a wallop with its rich palette; sophisticated color combinations immediately recognizable as YSL, like ochre-khaki or orange-purple; commanding shoulders, and a low-slung waistline which tied a neat bow on the '80s trend that's been percolating through Paris,' Miles Socha wrote in WWD's review of the collection. Rihanna's sons, both of whom she shares with partner A$AP Rocky, were styled in pieces by Dior Men. Rihanna's look was curated by stylist Jahleel Weaver. 'Smurfs,' directed by Chris Miller and based on the popular 1960s cartoon, follows Smurfette, voiced by Rihanna, as she leads the Smurfs in rescuing Papa Smurf from the evil wizards Razamel and Gargamel. The film hits theaters Friday.
