Amid language row, Tamil Nadu CM MK Stalin rolls out new education policy for state
NEW DELHI: Amid the ongoing language row, Tamil Nadu CM M.K. Stalin rolled out the state's new education policy on Friday. The State Education Policy (SEP) was prepared by a committee formed by the Tamil Nadu government and headed by retired high court Judge Justice D Murugesan, who submitted the report in 2024. The DMK-led Tamil Nadu government has strongly opposed the NEP, describing it as 'against social justice' and an attempt to impose Hindi on the state. Tamil Nadu has categorically refused to adopt it. In May, the state moved the Supreme Court, alleging that around Rs 2,200 crore in central funds had been withheld as a consequence of its refusal to implement the NEP. In its plea, the state sought a declaration that the NEP 2020 and the PM SHRI Schools Scheme cannot be enforced upon it without its formal consent. The petition argued that funds under the Samagra Shiksha Scheme had been unlawfully linked to these central initiatives, calling the move 'unconstitutional, arbitrary, and illegal.' It stated: 'The glaring reason for such non-disbursement is that the Defendant has linked the release of Samagra Shiksha Scheme funds with the implementation of 'National Education Policy' and 'NEP exemplary PM SHRI Schools' Scheme, despite the fact that this policy / scheme are separate schemes." "The reason for such apparent linkage is the MoU pertaining to the PM SHRI Schools Scheme, which dictates the implementation of the NEP-2020 in the Plaintiff State (Tamil Nadu) in its entirety — something the Plaintiff State opposes due to Clause 4.13 of the NEP-2020, which envisages the three-language formula.' Tamil Nadu is demanding the release of Rs 2,291.30 crore from the Centre, along with 6% annual interest on Rs 2,151.59 crore from May 1 until full payment. The state has also requested that the court direct the Centre to comply with the Right of Children to Free and Compulsory Education Act, 2009, by ensuring timely disbursal of its 60% share of grants-in-aid before each academic year.

As Prime Minister Narendra Modi arrived for his two-day visit in Tamil Nadu Saturday, Chief Minister M K Stalin reiterated the need for Centre intervention to release its share of Rs 2,152 crore under the Samagra Shiksha Scheme (SSA). The memorandum from the DMK government also emphasised on the state's 'contrarian views' on the 3-language formula of the National Education Policy (NEP 2020). 'The CM has requested the PM to clear the central share of Rs 2,151.59 crore for the year 2024-25 and the first instalment for 2025-26, without mandating (Tamil Nadu to) sign the PM SHRI agreement (vis-a-vis funds),' an official release on the memorandum read. Tamil Nadu's Finance Minister Thangam Thennarasu handed over the communication to PM Modi on behalf of Stalin, who is currently undergoing treatment at a private hospital here after he complained of dizziness on July 21 PM Modi is in Tiruchirappalli to preside over the Aadi Thiruvathirai festival in Gangaikonda Cholapuram on Sunday, on account of the birth anniversary of the king Rajendra Chola-I. On Sunday, PM Modi is expected to go on a roadshow from the helipad to the Gangaikonda Cholapuram temple, where he is set to release a commemorative coin to honour the legendary Chola king. The Archaeological Survey of India (ASI) has curated special exhibitions on Chola Shaivism and temple architecture, according to an official release. This is in addition to heritage walks and guided tours organised to offer rare insights into the cultural and architectural legacy of the period. A concert, led by music maestro Ilayaraja on Tiruvasagam, is said to be among the highlights. DMK MP Tiruchy Siva flags delay in RTE fund release to Tamil Nadu in Parliament
CHENNAI: DMK Rajya Sabha MP Tiruchy Siva raised the issue of the non-release of RTE funds for Tamil Nadu for the financial years 2019 to 2021 at the Parliament on Wednesday. Siva asked the reason behind the delay in releasing the funds and referred to the recent Madras High Court direction to the Union Education Ministry to consider splitting the funds allocated to Tamil Nadu under the Samagra Shiksha Scheme by separating the reimbursement of funds to schools under RTE. He requested a clear policy on how RTE reimbursements would be handled for states that refuse to implement the National Education Policy. MP Kanimozhi Karunanidhi raised a question regarding the improvement of train connectivity between Thoothukudi and Mumbai. She also asked whether the Union government has considered extending the service of the Lokmanya Tilak-Madurai Express (Train numbers 11043/11044) to Thoothukudi or introducing a new train service. Additionally, she inquired if any timeframe has been fixed for this upgrade in connectivity. DMK treasurer and MP TR Baalu asked the union government about the introduction of new or additional train services to Rameswaram following the opening of the vertical lift sea bridge. Citing technical issues with the new lift bridge, he also asked when the problems would be resolved and the bridge would become functional, enabling ship movement.
