Integrated land records mgmt system portal launched to eliminate disputes

Patna: Bihar became the first state in the country to launch an Integrated Land Records Management System (ILRMS)-Spatial Mutation portal, developed by IIT-Roorkee, on Tuesday, said revenue and land reforms minister Sanjay Saraogi. Spatial mutation is a process, through which automatic updating of revenue maps and rights records will be possible after purchase and sale of land or inheritance. Under this, the 'raiyat' will first have to apply for a pre-mutation sketch before purchasing and selling land, on the basis of which, applications will be made for registration of land and mutation. This portal will update not only 'jamabandi' with the purchase and sale of land, but also the map. Saraogi said everyone will start getting the benefit of the spatial mutation soon after the work on the special survey is completed. Quick justice and quick work is the main objective of the department, he added. Additional chief secretary Deepak Kumar Singh said the department has a plan to launch this system in all those villages where the final rights record has been published under the special survey. At present, it is being started in more than 80 villages and will be improved sequentially on the basis of feedback. Professor Kamal Jain of IIT-Roorkee said the GIS solution, developed by the institute, and used in it has been done under 'Make in India' programme. "Earlier, all the work done on the above solution was based on foreign technology and its cost has to be paid always. Now no fee will have to be paid for it year wise," he said. In this new process, all 'raiyats' will be given an account number and after the purchase of land, the 'khesra' will be added to their account. Under this process, govt land will be saved from tampering as it will not be available in the login of common 'raiyats'. This will eliminate the need to make changes in the maps manually and the entire process will be transparent, accurate and time-bound. Under the ILRMS, all digital services, including local mutation will be made available to the citizens simultaneously on one platform. There are several other benefits of the system as well. Now, common citizens will be able to see the status, size and location of their land online, along with the map concerned, increasing transparency in purchase and sale. Also, with the availability of accurate land information, the benefits of various govt schemes will be available to the right eligible beneficiaries. Besides, updating of revenue maps will make the boundaries of govt land, public places, roads, canals etc. clear, which will make it easier to identify and control encroachment.

Bihar govt launches spatial mutation portal under integrated land record management system

Patna: Giving a new direction to digital land record management, the Bihar government, on Tuesday, launched the Integrated Land Record Management System (ILRMS), including its Spatial Mutation Portal, to enable auto-update of revenue maps and title records during land transactions and inheritance. The portal was inaugurated by the State Revenue and Land Reforms Minister Sanjay Saraogi at the Survey Bhawan in Patna in the presence of senior officials, including Additional Chief Secretary Deepak Kumar Singh, Secretary Jai Singh, and Kamal Jain of IIT Roorkee. Bihar has become the first state in the country to operationalise spatial mutation, moving from manual map changes to automatic, accurate, and transparent updates. Under spatial mutation portal, pre-mutation sketches (actual land maps) will be prepared before purchase, sale or inheritance, ensuring clarity on the exact portion being transferred. In case of division of a Khasra (land record document used in India to indicate the specific details of agricultural land), the system will generate new Khasra numbers automatically. The Raiyats will get account numbers linked to their land parcels, protecting government land from tampering and ensuring clean records. It is linked with IIT Roorkee's Make in India Geographic Information Systems solution, eliminating recurring foreign technology fees and making the system cost-effective. At present, the system is being piloted in more than 80 villages across three districts, with a state-wide rollout planned post-feedback improvements. Minister Saraogi said, "The era of bags has ended, the era of laptops has begun. This will ensure quick justice and quick work while ending disputes." Additional Chief Secretary Singh called it the result of long-term efforts and highlighted plans to expand to all villages post-final rights record publication. IIT Roorkee's Kamal Jain said that this system will permanently reduce costs while increasing transparency in land transactions in Bihar. Previously, Bihar's mutation process only updated 'Jamabandi' (it refers to the Record of Rights, a crucial land record document that details ownership, cultivation, and other rights related to a specific land parcel) records while maps remained unchanged, leading to errors, manual delays, and disputes. The launch positions Bihar as a leader in high-tech land reforms in India, aligning with Chief Minister Nitish Kumar's push for governance transparency and administrative efficiency.

Patna: In a major policy shift, the state govt will now extend the benefits of its welfare schemes to farmers cultivating ancestral 'topoland' – land that has been in use for generations but remains outside official land records, deputy CM Vijay Kumar Sinha announced on Thursday. Topoland, or unsurveyed land, mainly found in the state's riverine areas, was excluded from the official land survey conducted between 1905 and 1915. The decision was taken at a high-level meeting at Krishi Bhavan, which was attended by revenue and land reforms minister Sanjay Saraogi, additional chief secretary Deepak Kumar Singh and agriculture secretary Sanjay Kumar Agarwal. Sinha, who also serves as the state's agriculture minister, said, "A large number of farmers in the state cultivate three categories of topos – general, unsurveyed and riverine land. In diara regions, the land is frequently submerged, making permanent settlement impossible. It was decided that a process for temporary settlement will be adopted so that farmers can obtain usage rights." He added that a comprehensive policy would be formulated. "Revenue officials will inspect the sites, assess the ground situation and submit a detailed report to the govt. PATNA : Revenue and land reforms department on Tuesday launched MIS portal through which one can get information about land acquisition projects in one click. Department minister Sanjay Saraogi said the MIS portal, launched under the aegis of the directorate of land acquisition of the department, has been developed to review the land acquisition action and to make it transparent and accessible. "Through this portal, a particular project can be reviewed immediately and action completed on time by resolving the errors and problems reflected in the system. This will help in completing the ongoing projects in the state on time," he said. Additional chief secretary Deepak Kumar Singh, who was present on the occasion, said many land acquisition projects were going on in the state. "We hold meetings to monitor the projects. Now, it will be easy with the MIS portal to complete all the projects on time," he said. The minister said the process of land acquisition was going on for many projects of railways, including Patna Metro, various airports and expressways in the state. "With this portal, information about the action being taken at every level will be available on the computer-laptop itself. This portal will also help in adding wings to the other development-oriented works of the state," he said. At present, the process of land acquisition is underway for many important projects, including Patna Metro Project (85 acres approx), Patna Multi-Modal Logistics Park (MMLP) Project (105 acres approx), Vikramshila University Construction Project (205 acres approx) and projects related to road construction under NH, NHAI, MORTH, road construction department, besides various railway projects (including DFCCIL), related to construction of outposts and posts of Sashastra Seema Bal (SSB), airport construction at Gaya, Darbhanga and Purnia, land acquisition projects of water resources department for embankment/guide dam construction/repair etc.
