Lad promises comprehensive development of Alnavar taluk
Affirming his commitment towards the overall development of the newly formed Alnavar taluk, Labour Minister Santosh Lad has said that continuous efforts are being made to make Alnavar a model taluk by initiating various development works. Addressing a gathering after laying the foundation stone for the Praja Soudha administrative building in Alnavar on Tuesday, he said that the State government had sanctioned ₹8.6 crore for the project. Mr. Lad pointed out that although the building was being constructed on the outskirts of the town, it would soon become central as Alnavar town will expand. He clarified that the Praja Soudha was being constructed on available government land in a location convenient for the public. The Minister said that under the Bhoo Suraksha project, 3,90,054 pages of land records in the taluk had been digitised and the digital records were being provided to the public from June 1. A permanent drinking water supply project at an estimated cost of ₹71.9 core had been initiated for 3,780 houses in Alnavar town, he said. Mr. Lad said that the existing six-bed primary health centre in Alnavar would be upgraded to a 30-bed community health centre. As much as ₹6 crore had been released for the restoration and rejuvenation of the canal and tail channel of Indiramma lake in Hulikeri village. About 80% of the work was completed and would benefit irrigation over 1,240 hectares of farmland in the taluk, he said.

No case of COVID-19 in Dharwad, no need to panic: Minister Lad
As there were no cases of COVID-19 infection in Dharwad district so far, there is no need for the residents of Dharwad district to panic, said Santosh Lad, Labour Minister and district in-charge for Dharwad . Chairing a meeting on COVID-19 preparations at Karnataka Medical College and Research Centre (KMCRI) in Hubballi on Wednesday, however he said that it was essential that everyone took precautionary measure in the wake of such cases being reported elsewhere in the State and the country. The Minister said that soon the government would be issuing the COVID-19 advisory and everyone should adhere to it. 'It is essential to maintain social distance at public places and use sanitisers and face masks . Especially senior citizens, pregnant women should be careful. Seniors should better put off their travel plans,' he said. Chief Medical Officer of KMCRI Rajashekhar Dyaberi said that already COVID-19 task force had been constituted and a 40-bedded ward had been kept ready, The ward had all the requisite facilities including ventilators, he said. He said that they were expecting arrival of COVID-19 test kits by next week and subsequently the testing would start. Deputy Commissioner of Dharwad Divya Prabhu G.R.J. said that it was necessary the people should immediately approach the doctors for treatment of fever and cough instead of neglecting it. Mr. Lad subsequently visited various wards of KMCRI and also checked the facilities at the COVID-19 ward.

Permanent solution for problems caused by Bennihalla soon: Minister
Navalgund (Dharwad): Bennihalla and Tupparihalla flowing in Dharwad district have the notorious sobriquet of 'streams of sorrow' as they wreak havoc during heavy rains. Successive governments have talked about chalking out plans to ensure that the streams cease to cause damage but nothing concrete has been done to relieve the people from suffering due to flooding. During monsoon, around 56 villages surrounding the streams live on the edge. Now Santosh Lad, minister in-charge of Dharwad district, has again assured of putting an end to the perennial problem in next two years. "An essential plan for flood control and effective water utilisation in the two major streams of Dharwad district — Bennihalla and Tupparihalla — has been prepared. The government has already released an initial amount of Rs 200 crore to implement permanent solutions," said Lad during his visit to Bennihalla stream near Yamanaur in Navalgund taluk on Wednesday. Bennihalla affects 56 villages across six taluks in Dharwad, Gadag, and Haveri districts. It flows for about 148km through these three districts and covers a watershed area of around 4,800sqkm, the minister said. In 2012, irrigation expert Dr GS Paramashivayya had submitted a study report on flood control and effective water usage of Tupparihalla and Bennihalla, which the government has reviewed. He said developmental works for the benefit of the public and tourists will also be taken up near the Yamanur bridge. As Bennihalla and Tupparihalla streams converge in Navalgund taluk and flow into Gadag district, flood risk is significant. To manage flood situations, the minister directed the formation of 10 dedicated teams for emergency readiness. MLA NH Konaraddi said the chief minister has promised to provide necessary funds for a permanent solution to the problems caused by flooding in Bennihalla. Due to the seriousness of the monsoon, the work will start soon. An estimated Rs 1,600 crore is required for the flood control and efficient water usage projects of Bennihalla and Tupparihalla. A request will be made through Union Minister Pralhad Joshi to secure funding from the union government, Konaraddi added. Mock Drill A mock drill was conducted at Neelammana Kere in Navalgund town to demonstrate how to rescue people during flood situations and drowning incidents as part of public safety preparedness.

Gig workers' welfare programme: With ordinance out, Karnataka to issue draft rules in two weeks
Karnataka will put out draft rules on charging a fee on online platforms to fund welfare programmes for gig workers in about two weeks, Labour Minister Santosh Lad told ET on Wednesday, a day after Governor Thaawarchand Gehlot cleared the Gig Workers (Social Security and Welfare) Ordinance. The rules will also deal with other aspects, including the constitution of the gig workers' welfare board. The government has notified the Ordinance paving the way for the framing of rules as a prelude to the roll-out of the service fee on platforms to build a welfare fund. The minister credited his Cabinet colleagues, especially industries minister MB Patil and IT/BT minister Priyank Kharge, for the law. There were quite a few inter-departmental issues, which Patil and Kharge helped resolve, he said. The regulations, once finalised, will prescribe the rates of fees payable by platforms for services, such as ride-hailing, food delivery and online retail. 'We will also start the process of constitution of the welfare board once the rules are out,' the minister said. Bengaluru is estimated to have about 2.75 lakh gig workers engaged in a range of services, including ride-hailing, ecommerce and food delivery. Minister Lad said there are about five lakh gig workers engaged by platforms throughout the state, and the law will benefit all of them.

Minister Santosh Lad inspects flood prone areas and announces desilting project
HUBBALLI: The district is experiencing good rainfall. Visits are being made to flood-prone areas for inspection, said district minister Santosh Lad. Speaking to reporters after visiting flood-prone areas in Shiraguppi and Ingala Halli villages of Hubballi taluk on Wednesday, Lad said that instructions were given to relevant department officials to take necessary measures for flood control. "Due to heavy rains, Benne Halla and Tuppari Halla cause flooding. A desilting project for these streams, costing Rs 200 crore, will be undertaken after the tender process is completed," he added. He mentioned that a request was made to the Chief Minister and Deputy Chief Minister for funding the desilting of Benne Halla and Tuppari Halla. "Accordingly, Rs 200 crore was allocated in the budget. The desilting work will commence after the tender process is completed, ensuring no issues for the next 5 to 10 years. Permanent solutions will be implemented for Benne Halla and Tuppari Halla," he informed. He further said, "Flood-prone areas have already been identified. Officials have been instructed to ensure no loss of life due to flooding. A task force will be formed, equipped with life jackets and other necessary gear." MLA N H Konaraddi stated that the monsoon started early, creating a positive atmosphere among farmers. "Following the directions of the Chief Minister and Deputy Chief Minister, local MLAs, along with district in-charge ministers, have been advised to take preventive measures to mitigate flood damage. Accordingly, visits were made to Benne Halla and Tuppari Halla areas today. The desilting work, announced in the budget at a cost of Rs 200 crore, will begin after the tender process is completed. Preparations are being made to handle heavy rainfall, with farmers cooperating with us," he added.
