The Bihar government on Thursday (June 5, 2025) sanctioned compensation of ₹8.25 lakh under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, to the family members of the 11-year-old Dalit girl who was raped and brutally assaulted with a knife, and later succumbed to her injuries at the Patna Medical College and Hospital (PMCH) on June 1. The State also announced a monthly pension of ₹7,700 for the victim's family, in addition to the allotment of a house under the Mukhyamantri Awas Yojana. According to officials, the girl, who was transferred from Muzaffarpur, had to wait in an ambulance for nearly five hours before being admitted to PMCH, as a bed was not allotted promptly. 'There is a provision under the SC/ST Atrocities Act that if any murder of an SC/ST person takes place, then a compensation of ₹8.25 lakh is given. Based on the FIR and post-mortem report, we have given the first instalment of ₹4,12,500 to the mother of the girl,' Mr. Sen said. The opposition, including the Rashtriya Janata Dal (RJD), Congress, Left parties, and the Vikasheel Insaan Party (VIP), has been consistently attacking the State government over the incident. On Tuesday (June 3, 2025), the RJD's women's wing held a protest march against Chief Minister Nitish Kumar and Health Minister Mangal Pandey in Patna, while Congress leaders staged a demonstration outside Mr. Pandey's official residence. Mr. Sen also announced additional welfare measures. 'Apart from the pension, a house under Mukhyamantri Awas Yojana has been sanctioned for the family. I have instructed the Block Development Officer to ensure the house is built. In 2011-12, the family received a house under the Indira Awas Yojana but could not construct it. In this special case, we have taken the decision to provide ₹1.20 lakh for house construction and ₹12,000 for a toilet,' he said. He added that the second instalment of ₹4,12,500 would be disbursed once the chargesheet is filed by the police. According to the police, the minor was raped and found with around 20 knife wounds on and around her neck in a pit at a brick kiln in Muzaffarpur on May 26. The accused was arrested the same evening. Union Minister and ruling party leader Chirag Paswan wrote to Chief Minister Nitish Kumar on Wednesday, calling the incident 'a failure of the state's law and order and public health infrastructure', and demanded strict action against those responsible. Former Uttar Pradesh Chief Minister and Bahujan Samaj Party president Mayawati also criticised the State government, describing the incident as evidence of Bihar's poor law and health systems. Amid mounting outrage, the State Health Department, on June 3, took disciplinary action against two senior medical officials of PMCH and Sri Krishna Medical College and Hospital (SKMCH), Muzaffarpur, for dereliction of duty.

Chhatrapati Sambhajinagar: Beed prison superintendent Baksar Mulani, who received a transfer order to Latur prison on Monday, clarified that his reassignment is unrelated to the allegations made by terminated sub-inspector Ranjit Kasale. The transfer, which came shortly after Kasale's video release claiming preferential treatment for Valmik Karad — the primary accused in Massajog sarpanch Santosh Deshmukh's abduction and murder case — attracted attention. Speaking to TOI, Mulani said, "The state prison department transferred me to Latur on completion of my three-year tenure on May 24. It is an administrative transfer. My transfer has nothing to do with the false allegations levelled by dismissed sub-inspector Ranjit Kasale that VVIP treatment was given to Valmik Karad, the prime accused in the Santosh Deshmukh murder case. This is because Kasale was lodged at the Harsul Central Prison. He was not lodged at Beed jail for security reasons." A local court has granted bail to three students who were arrested earlier this month for allegedly hurling casteist remarks and assaulting two ITI students belonging to the Scheduled Caste (SC) community. The bail was granted to Mohit Kumar, 19, and Sahil, 19, from Mauli village, and Aryan, 19, from Barwala village. The trio was booked by the Sector-5 police station on May 1 under Sections 115, 190, 191 (2) and 351 (2) of the Bhartiya Nyaya Sanhita (BNS), and Sections 3 (1) (s) and 3(2)(va) of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act. They had been in police custody since their arrest. According to the prosecution's case, the complainant, Harsh Kumar, 20, a resident of Nangal village and an electrician trade student at ITI, Sector 14, filed a complaint stating that on May 1, around 8.20 am, while he and his friend Sarabjit Singh were en route to ITI from the Jaloli toll plaza and reached the Sector-5 bus stand, they were accosted by Sahil, a fellow ITI student. Sahil allegedly used a casteist slur against Harsh, prompting them to turn back. The complaint further stated that Sahil, accompanied by another boy, approached them, grabbed him by the throat, and enquired about a social media post he had uploaded from his mobile phone. When Harsh explained it was about a meeting, Sahil and his companion allegedly asserted their Rajput identity, stating Harsh could 'never match them', and demanded he delete the post. Upon refusal, Sahil and his friend allegedly began to thrash Harsh and Sarabjit. Seeking safety, they fled towards Shahidi Samagam, Sector 10, near Tawa Dhaba, but Sahil and his companion allegedly followed and continued the assault, demanding they shout slogans of 'Rajput Zindabad' and upload a social media post stating 'Bhim Army Muradabad' from their phones. The victims managed to escape again and sought refuge near Tawa Dhaba. Subsequently, Mohit, Shekhar, Nitin, Sahil, Johny, another boy named Sahil and 5-6 other boys, who also study at ITI, allegedly attacked them with hardened punches. One of the attackers was reportedly video-recording the incident. The arrival of a police vehicle caused the attackers to flee after allegedly uttering casteist remarks and threats of killing anyone who uploaded or commented on a controversial marriage incident from Mauli village. While granting bail, the court noted that Aryan was a student at Government College, Sector 1, Panchkula, and was not named in the initial complaint. His name surfaced in a supplementary statement. The court also observed that the injuries sustained by Harsh and Sarabjit were abrasions, classified as simple and blunt by the doctor, and there were no allegations that the petitioners were armed. The defence counsel argued that the complainant neither mentioned his caste in the initial complaint nor specified that the petitioners belonged to non-scheduled castes. The court further noted that accused Mohit belongs to the Kabir Panthi caste, recognised as a Scheduled Caste in Haryana. Further, the court noticed the absence of any allegation that the petitioners abused the complainant and his friend by their caste name in a public place. The court also considered that the petitioners and the complainant were young, around 19 years old, and their exams were scheduled to begin on June 2, requiring preparation time. Considering their custody period, the lack of any pending recoveries and the anticipated length of the trial, the court deemed that no useful purpose would be served by keeping them in jail. Consequently, the petitioners were granted bail upon furnishing personal bonds subject to stipulated conditions.

Sultanpur: A 14-year-old Dalit girl was allegedly raped by three youths, including a minor, when she was on her way to school here, police said on Saturday. According to police, the incident occurred on Friday morning when the survivor, a student of Class X, was on her way to school. The 15-year-old accused, sitting in a car, met her and made her sit in the vehicle under the pretext of dropping her off at school. However, they then drove her around and mid-way two other accused, Pradeep (18) and Saurabh (18), boarded the vehicle and took her to a room where they tied and gagged her, and raped her, police said. When she regained consciousness, after about an hour, the accused had fled. She then called for help. The rape survivor first informed her aunt about the incident who informed her other family members. Based on the mother's complaint, a case was registered against the accused under sections 115(2) (voluntarily causing hurt), 352 (intentional insult with intent to provoke breach of peace), 70(1) (gang rape) and 110 (attempt to commit culpable homicide) of the Bharatiya Nyaya Sanhita, POCSO Act, and Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act. The police arrested two accused and detained the third on Friday. The arrested accused were sent to judicial custody for 14 days, Additional Superintendent of Police Akhand Pratap Singh said. During the investigation, the police found that one of the accused had contacted the girl on Instagram, a day before the incident. He asked her to meet him but she refused.
