The Karnataka government has set the ball rolling for the second socio-educational survey of the State's population to identify the status of the backward classes, with an order issued to this effect on Wednesday. Importantly, the linking of the Aadhaar of all people above the age of six being enumerated with the survey has been made mandatory. Employing teachers While the deployment of teachers for the enumeration work has become a bone of contention, with Minister for School Education and Literacy Madhu Bangarappa voicing his opposition, the State government has asked officials, teachers, and others to work under the supervision of the Karnataka State Commission for Backward Classes. The survey, the order said, will be conducted digitally, and the required digital support will be given by the e-Governance Department. On the lines of SC survey One of the important aspects of the survey is linking Aadhaar of the individual above the age of six to the survey. A similar method had been implemented in the survey on Scheduled Castes population conducted by the H.N. Nagamohan Das Commission. The Aadhaar linkage is expected to make the survey more robust and accountable. In the first survey conducted by the H. Kantharaj Commission in 2015, the Aadhaar of the persons had not been linked, and caste groups, which were opposed to the findings, attacked the survey as 'unscientific' and error-prone. The government has asked the commission to utilise publicly available electoral rolls on the lines of the survey of Scheduled Castes. The Congress government, in June, announced re-enumeration of caste data in Karnataka to address concerns of some communities who complained of being left out of the survey that was conducted 10 years ago.

Independence Day celebrations: ‘Har Ghar Tiranga' campaign launched in Karnataka's Kodagu district
The Kodagu district administration, on Tuesday, launched the three-day 'Har Ghar Tiranga' campaign, which will see a variety of programmes being organised as part of the Independence Day celebrations. The 'Har Ghar Tiranga' campaign, commemorating the 78th year of India's independence, will be held from August 13 to 15 across the district. Deputy Commissioner Venkat Raja inaugurated the campaign at his office in Madikeri. The Revenue, Panchayat Raj, School Education and Literacy, Pre-University Education, Social Welfare, Backward Classes Welfare, Urban Development, Municipal Administration, and Kannada and Culture Departments have joined hands to conduct various activities at the event. Mr. Raja said that the 'Har Ghar Tiranga' campaign was being organised as per government directions, and added that programmes will be conducted at district, taluk, and gram panchayat levels through different departments. He appealed to all the participants to upload their selfies to after participating in the campaign. Municipalities, town panchayats, and city councils will host a variety of events; schools, colleges, and hostels will also conduct a range of activities, the Deputy Commissioner said. 'It is very important that everyone participates in the 'Har Ghar Tiranga' campaign,' he added. Additional Deputy Commissioner R. Aishwarya said that various programmes had already been conducted in schools, colleges, and historical places, and urged everyone to contribute to the success of the campaign. Social Welfare Department Deputy Director and taluk panchayat Executive Officer Shekhar said that arrangements had been made to organise the campaign in various gram panchayats and hostels.

Teachers, schools won't be penalised for poor results, says Karnataka Minister
Minister for School Education and Literacy Madhu Bangarappa on Monday promised to take back an order that penalises teachers and aided school management over low grades attained by students in SSLC. BJP member S.V. Sankanur pointed out that teachers and management of aided schools were being punished for low grades. He said that the teachers lose an increment if the pass percentage is less than 60%, and if results are less than 50% for five consecutive years, the aid would be cut by 50%. 'Do parents and the government have no responsibility for the results? How was the benchmark fixed? In the last 10 years, the government has not allowed the filling of vacancies in teaching posts in aided institutions.' According to the Minister, the rules were brought in 2019. 'I do not know why this rule was brought in. After a discussion on the issue, I have asked the officials to withdraw it. The rules should not affect teachers. We should concentrate on teachers' recruitment.' He further said that the recruitment of teachers has been cleared for vacancies till 2020, and steps are being taken to fill vacancies between 2020 and 2025. A meeting of elected representatives has been convened on Wednesday to discuss these issues.

Children to be given eggs in school mid-day meal with written consent of parents
The State government will seek the consent of parents before providing schoolchildren eggs as part of the midday meal, Minister for School Education and Literacy Madhu Bangarappa said on Monday. The written consent, which will be taken shortly, would prevent confusion about the distribution of eggs in schools, he told the Legislative Council in response to a question from BJP member N. Ravikumar. Foundation's findings Incidentally, some SDMCs have passed resolutions not to serve eggs on certain days. This came to light while a report was being put through by Azim Premji Foundation, which has allocated ₹1,500 crore for egg distribution for a period of three years. Of the 762 schools visited by the foundation members, 562 were found to be not distributing eggs properly. 'Recently, in Mandya, a parent threatened to pull out his child from school over the distribution of eggs. So, prior consent from parents will be easier and good since children are underage. Management of egg distribution also becomes easier,' the Minister said. 'Some students are not consuming eggs at all, while some are not consuming it on certain days like Saturday and Monday. Egg consumption among many children had come down during this month of Shravana also,' the Minister pointed out. He also said that the SDMCs are managing the distribution, and taking decisions on the supply of eggs or bananas. For cleaner toilets Answering another question, the Minister said the State government will shortly be announcing revised rates and slabs in the amount that could be used for the maintenance of toilets in schools, so that children or teachers do not end up cleaning them. 'Currently, the SDMCs can use about 10% to hire people to clean toilets. The government proposes to increase this to 30%,' he said. However, Congress member Madhu Made Gowda said that the SDMCs can spent just about ₹10,000 per year and a 30% hike would be too meagre. Members pointed out that in several instance teachers have been unfairly targeted. Responding to the member's concern, the Minister said: 'Not only the maintenance cost will be hiked but a slab system will also be introduced. We will remove the current uniform rates and rates will be fixed based on the student strength in school.' What data shows Meanwhile, data placed before the Council shows that 2,501 toilets in government PU colleges across the State have no water connection, the highest being in Chamarajanagar with 233 toilets followed by Bengaluru North and Bengaluru South with 175 and 173 toilets, respectively.
