Speed Selangor policy to kick off in October

Selangor Mentri Besar Datuk Seri Amirudin Shari said the policy was expected to accelerate business and investment related approval time for planning permits in designated industrial areas to just one month or less. At present, such approvals can take up to three-and-a-half months. He said the policy was a combination of similar initiatives carried out at the local authority level. 'Now we are combining everything, placing it under one framework and we will adopt it across the board,' he said during a press conference after launching the Publicity and Public Participation Programme for Sepang Municipal Council Draft Local Plan 2035 (Amendment) at Semarak Hall in Cyberjaya. Amirudin said the state government had started internal training and trial sessions in preparation for the kick-off. 'Everything is ready. We could have implemented it on July 1 or even Aug 1, but I just wanted to test it out first. 'Our officers are undergoing training for its implementation.' He also said that the policy would have a platform for public complaints, as part of efforts to enhance the state's service delivery. Separately, Amirudin said the state would form a special task force to combat illegal dumping, a widespread problem in Selangor, with Dengkil, Kajang and Hulu Selangor among the badly affected areas. He said the problem of illegal dumping was connected to land and enforcement matters. As such, Amirudin said joint action was needed to address the issue. He said present enforcement efforts followed the National Land Code 1965, which limited the state's ability to act swiftly against offenders. 'We need to respond quickly to public complaints. 'Action needs to be taken not only against the illegal dumping ground operators; landowners should also be held accountable for illegal activities on their property,' he said, adding that the state had spent millions of ringgit to clean up sites after land was confiscated due to illegal dumping. However, procedural hurdles remained a challenge, Amirudin said. 'There was a case where the court overturned our action in confiscating the land, saying the notice period was insufficient. 'This shows we must restructure our legal framework to ensure stricter penalties, including higher fines and the ability to confiscate land more effectively,' he said.

CYBERJAYA — The investigation into the gas pipeline fire in Putra Heights, Subang Jaya, on April 1 was carried out independently and transparently, without any interference from the Selangor government, said Menteri Besar Datuk Seri Amirudin Shari. He said the Selangor government was not directly involved in the investigation, but only served as one of the 212 witnesses. Amirudin said the focus now was on the special committee set up to study the report on the incident and recommend several measures to the state government. 'The reality is, the investigation was conducted completely independently, with no interference from the state government. So, if there are parties disputing it, that does not mean the report is inaccurate,' he said. He said this at a press conference after officiating the Publicity and Public Participation Programme for the Draft Local Plan of the Sepang Municipal Council, Selangor 2035 (Replacement), here today. Amirudin said the full report of the investigation into the gas pipeline fire incident would be made available to the public once approval is obtained from the relevant authority. 'I will make the investigation public once permission is obtained and (anyone) may review it to find out who is responsible and (the report) contains an explanation of that. 'We should not assume that there is interference in every matter. (Such) perceptions must be backed by clear and scientific evidence,' he said. Amirudin stressed that the state government had given the Royal Malaysia Police (PDRM) full space to carry out the investigation, including summoning witnesses such as the developer, security guards and excavator operators. '(At present) police investigations have found no evidence of negligence or foul play,' he said. Amirudin had earlier said that Selangor would establish a special committee to formulate long-term strategies and propose new regulations to prevent incidents such as the gas pipeline fire in Putra Heights from recurring. Police have classified the gas pipeline explosion incident as No Further Action (NFA) following criminal investigations that found no elements of negligence or sabotage. The blaze and explosion destroyed 81 houses with structural damage exceeding 40 per cent, partially destroyed another 81 and affected 57 without burning, while 218 houses were unaffected, including those in Kampung Tengah, Puchong. — BERNAMA

CYBERJAYA, July 3 — The Speed Selangor policy will be launched this October to streamline and accelerate business and investment-related approvals in the state, said Menteri Besar Datuk Seri Amirudin Shari. He said the initiative aims to fast-track six to seven types of approvals under local authorities (PBT) to ease processes for developers and investors. 'We plan to launch it at the Selangor International Business Summit in October 2025. It consolidates various initiatives previously introduced by local councils. 'Some PBTs already had their own express green approval systems. Now, we are integrating these into a single, unified framework for broader implementation,' he told a press conference after officiating the Publicity and Public Participation Programme for the Sepang Municipal Council Draft Local Plan 2035 (Replacement) today. Amirudin said officers are currently undergoing training to ensure the smooth rollout of the policy. 'The initial focus is on development and investment approvals. Processes that typically take two months could be shortened to one,' he said. He added that the policy may later be extended to cover public-facing services such as citizen complaints and home renovation applications. 'One of the most common issues raised is the approval process for home renovations. This could also benefit from the Speed Selangor approach. Through this initiative, the public will experience direct and meaningful economic impact,' he said. The policy aims to enhance existing procedures to deliver faster, more efficient services to investors, developers, and the public. On another matter, Amirudin said the issue of illegal waste dumping requires coordinated enforcement and legislative reform. 'We need stronger legal provisions to allow firm action, including seizures and heavier penalties for landowners and operators involved,' he said. — Bernama

'Stronger laws are required to impose penalties on involved landowners and operators,' he said.
