Layout plan of Int'l Film City submitted to YEIDA

The International Film City project moved ahead on Tuesday after film producer Boney Kapoor's company, Bayview Projects LLP, submitted the detailed layout plan of the Film City to the Yamuna Expressway Industrial Development Authority (YEIDA). Now, the YEIDA will review the plan and after giving the necessary approvals, formal construction work will begin. The International Film City is proposed on over 1,000 acres in Sector-21 along the Yamuna Expressway. The first phase will kick off on 230 acres of land, with an estimated cost of ₹1,510 crore. Shailendra Bhatia, OSD of the YEIDA stated that film producer Boney Kapoor, who is executing the project, has submitted the layout plan of the project on behalf of his company. Now, the authority will review and examine the entire layout plan, after which it will give the necessary approval to start work. CEO of the YEIDA, Arun Veer Singh made it clear that construction work will be according to the agreement, and no changes will be accepted without approval. Separate NOCs will be required for approvals like parking, landscaping, and gardening, he added. Singh informed that the Bayview Projects LLP, selected as the highest bidder by offering 18% of gross revenue share, was issued the Letter of Award last year. On June 27, 2024, the YEIDA and the concessionaire representative Boney Kapoor signed the concession agreement. As per this, the site's right of way was transferred to the concessionaire on February 27, 2025. The master plan of the Film City was approved on January 30, 2025. The project will be completed in three phases over the next eight years. In the first phase, construction will take place on 230 acres, and in the future, expansion will take place on the remaining 770 acres in phases two and three. In the first 155 acres, main structures like film studios, sound stages, post-production units, and a film institute will be built. Additionally, on 75 acres, a commercial centre with retail, offices, and entertainment complexes will be developed, but this will start only after the film-related buildings are completed. Rajiv Arora, general manager of the Bayview Projects LLP, said construction will begin immediately after all approvals. Notably, the project's foundation stone will be laid by chief minister Yogi Adityanath. The proposed International Film City in Sector 21 is a historic step to make Uttar Pradesh a national and international film production hub. It will not only create jobs and attract investment but also promote the state's cultural heritage. For film lovers and youth, this project will be more than just a job opportunity; it will be a platform to fulfil their dreams. This project will create about 500,000 direct and indirect jobs and will take Uttar Pradesh's economy to new heights. The Film City will have: Convention centre with 10,000 seats A museum based on Indian cinema. A special film festival area, which will have a guest house and an auditorium. Separate accommodation facilities for artists. Small studio units with different Indian architectural styles, which can be rented for shooting or staying. Large sound stages and an underwater shooting studio.

YEIDA to launch portal for over 4,500 homebuyers of Jaiprakash Associates

NOIDA : Over 4,500 buyers who had made partial or full payment for flats in the 12 stalled projects launched by embattled real estate firm Jaiprakash Associates Ltd will now have a voice, and an ear, in an Allahabad High Court-mandated committee that will supervise their completion. Yamuna Expressway Industrial Development Authority ( YEIDA ), which will now take over all the incomplete housing projects launched and partially started by the developer, earlier this week appointed a homebuyers' representative in the National Company Law Tribunal (NCLT) proceedings against JAL, Amarpal, to the HC-monitored panel with decision-making powers. A subcommittee of various homebuyers' associations has been set up to represent collective interests and coordinate with YEIDA, too. But Amarpal will be the lone homebuyers' representative with an official seat in the decision-making committee alongside UP govt, real estate regulator and the development authority, officials said. YEIDA will also launch a portal where buyers can register their details—the project where they have bought a flat, the amount they have already paid for it and if they plan on keeping the house or withdrawing. The portal will also share updates on each project to keep buyers informed and involved in the revival process. OSD Shailendra Bhatia was appointed as the nodal officer and the single-point contact for all homebuyers' grievances. CEO Arun Vir Singh said consultancy firm, Currie & Brown, is to conduct surveys at Jaypee Greens Bougainvilleas, Jaypee Greens Country Homes I & II, Jaypee Greens Greencrest Homes, Jaypee Greens Krowns, Jaypee Greens Kove, Jaypee Greens Buddh Circuit Studios, Jaypee Greens Kassia I, II, III, Jaypee Greens Sportsville and Jaypee Greens Villa Expanza to assess the status of construction at each project and determine the work that remains to be completed. The consultancy firm will also prepare, in the next 15 days, a detailed request for proposal (RFP) document that will be vetted by the high court-mandated panel and then used to hire a new developer to complete the construction. Most of the 4,600 buyers affected by the stalled projects had booked their homes in 2011-12 and were promised possession by 2014. Many of them have already paid 95% of the cost of their flats, only to be left waiting for years. In its ruling on March 10, a bench of justices Manoj Kumar Gupta and Kshitij Shailendra of the Allahabad high court upheld YEIDA's decision to cancel the allotment of 1,000 hectares of special development zone land to JAL over non-payment of dues and directed YEIDA to take over all incomplete housing projects on this land parcel and ensure their completion under the terms that JAL and homebuyers agreed on. In a significant relief, the HC said the period from Feb 2020, when JAL's allotment was cancelled, to March 10, 2024, when the court's judgment was delivered, is to be treated as a 'zero period' when homebuyers will not have to pay penalties or interest to the developer for their dues. The HC also set strict timelines, asking YEIDA to ensure housing projects that are at least 75% complete are finished within a year, those at 50% are completed in 18 months, and those only 25% done are wrapped up in 30 months. The outer limit, to complete all other project-related development work, is 36 months. It placed on YEIDA the responsibility to ensure funds are available to complete the projects, regardless of the amount collected from homebuyers and clarified that homebuyers' claims under the Insolvency and Bankruptcy Code (IBC) will remain protected, and their rights in the ongoing NCLT proceedings against JAL will not be affected.
