Discussion of Governmental Performance and Public Service Delivery The Council discussed several topics related to monitoring the performance of government departments and implementing the plans and public policies of the Emirate of Sharjah, aiming to provide the best services to communities across various sectors. Review of Sharjah Museums' Services The Council reviewed a report on the services provided by Sharjah museums to visitors across the cities and regions of the Emirate. The report detailed how the museums operate in conveying and documenting historical, cultural, heritage, artistic, and Islamic information, in addition to offering an educational and entertaining experience targeting all age groups from children to adults. Annual Report on Endowment Trust Account for 2024 The Council examined the annual report for the Endowment Trust Account for the year 2024, highlighting the most notable achievements and initiatives carried out. The report showed growth in assets, revenues, and donations to various endowment projects, alongside the completion of a number of endowment projects that reinforced the position of endowment as a sustainable developmental tool. Key Figures and Statistics from the Report The Council was introduced to key figures and statistics from the report, including the income statement for the endowment trust account, the income statement for wills and endowment deeds, endowment projects implemented during 2024, endowment assets, the entities benefiting from endowment implementation inside and outside the country, and endowment investment.

SEC holds meeting, discusses progress of government work
Sharjah Executive Council (SEC) held its meeting on Tuesday, chaired by Sheikh Sultan Bin Mohammed Bin Sultan Al Qasimi, Crown Prince, Deputy Ruler of Sharjah, and Chairman of the Executive Council, and attended by Sheikh Abdullah Bin Salem Bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council. During its meeting, held at the Ruler's Court, the Council discussed a number of general topics related to the progress of government work, the general policies of government departments and agencies, and their role in achieving the vision and strategy of the Emirate of Sharjah. The Council issued a resolution regulating brokerage in Souq Al Haraj. It prohibits any natural person from engaging in brokerage activities in the Auto Market without obtaining a permit issued by the Sharjah Asset Management Company, in accordance with the terms and conditions specified by the company. The resolution also stipulates administrative penalties for violators of the resolution, as well as judicial enforcement action against employees approved by the competent authority and issued by a decision of the President of the Judicial Council. The Council reviewed the Sharjah Airport Authority's annual report for 2024, which included the Authority's most notable achievements in passenger and aircraft traffic, modern services, and new projects that keep pace with the airport's growth. According to the report, passenger traffic increased in 2024, reaching more than 17 million passengers. Aircraft traffic indicators and air cargo volume also witnessed a significant increase, reflecting the great confidence in and distinguished services provided by Sharjah International Airport. The report covered the progress and completion rates of new projects within a series of development and expansion projects at Sharjah International Airport, as well as the modern services and facilities added to enhance the airport's leading position. These include the addition of 12 new aircraft stands, the expansion of the passenger check-in area, and the completion of the new engineering and maintenance building. It also included an increase in destinations and the attraction of new passenger and cargo airlines. The Council also learned about the awards and accreditations Sharjah International Authority received in 2024, including the airport's accreditation as a child- and family-friendly destination, and the Authority's recognition as part of the 'Building Better Airports' initiative for its exceptional commitment to developing its infrastructure. Sharjah Executive Council approves ‘Care Leave'
H.H. Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council, chaired the council's regular meeting on Tuesday at the Ruler's Office. The meeting was held in the presence of H.H. Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council. The council addressed several topics related to the organisation and monitoring of government departments and entities across the emirate, and reviewed key developmental strategies aimed at raising the quality of services provided in Sharjah. In line with the directives of His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, the Executive Council approved amendments to Resolution No. (12) of 2021, which pertains to the executive regulations of Law No. (6) of 2015 on human resources in Sharjah. Under the new policy, a female employee who gives birth to a child with a medical condition or disability requiring constant care will be eligible for fully paid care leave following maternity leave. The key provisions include: 1. A medical report must be submitted from an authorised medical body. 2. The care leave will last one year with full pay after maternity leave ends. 3. The leave may be extended annually for up to three years with the relevant authority's approval and a supporting medical report. 4. Should the child's health improve, the authority may terminate the leave based on medical recommendations. 5. Employee performance during care leave will be evaluated under the existing performance management framework. 6. If the leave exceeds three years, the case will be referred to the Higher Committee for Human Resources. 7. The care leave will be counted as part of the employee's total service. The council also issued a resolution regarding the executive regulations of Law No. (2) of 2021 concerning human resources for military personnel in Sharjah's regulatory bodies. The regulation includes comprehensive legal articles on terminology, application frameworks, job classification, recruitment, salary structures, allowances, promotions, and other employment benefits. It further outlines mechanisms related to internal transfers, secondments, training, educational leave, performance appraisals, job responsibilities and restrictions, end-of-service processes, and associated benefits, along with relevant annexes and templates. The council reviewed a detailed report on the performance of district councils and plans for expansion across cities within the emirate. It also assessed various community-focused initiatives designed to strengthen social cohesion and elevate public cultural awareness through the vital role of these councils.

Sharjah Consultative Council discusses economic development
The session was held at the council's headquarters in Sharjah, chaired by His Excellency Dr Abdullah Belhaif Al Nuaimi, Chairman of the Council. Attending were His Excellency Hamad Ali Abdullah Al Mahmoud, Member of the Sharjah Executive Council and Chairman of SEDD, alongside senior officials including His Excellency Fahad Ahmed Al Khamiri, Director of SEDD, Dr Muddathir Abdullah, Legal Adviser, Hamad Omar Al Madfa, Director of Legal Affairs, and Maryam Nasser Al Suwaidi, Director of Registration and Licensing. The session opened with the Secretary-General of the Council, Ahmed Saeed Al Jarwan, presenting the general topic of discussion, highlighting that SEDD was established in 1999 under an Amiri decree by His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah. The creation of SEDD came through the merger of the Economic Department and the Industrial Development Department to promote sustainable economic development and strengthen the business environment. Following this, His Excellency Hamad Ali Abdullah Al Mahmoud delivered a speech expressing gratitude to the council members for their continuous support. He affirmed that SEDD's mission is to develop Sharjah's economy and provide distinguished services to investors, adopting the latest technologies and working towards service innovation and simplification. He reviewed the department's key services and policies, stressing its vital role in supporting economic and investment sectors and ensuring Sharjah remains a leading destination for entrepreneurs and investors. Fourteen council members then engaged in discussions, raising questions and offering suggestions. Topics included proposing incentives and legislation to enhance the sustainability of economic activities and address business leakage from the emirate. Among the key interventions, His Excellency Rashid Abdullah bin Huwaiden highlighted concerns regarding the protection of small and emerging enterprises, especially those supported by the "Ruwad" programme. He pointed to challenges such as high commission rates by digital platforms like "Talabat", and called for regulatory solutions to protect these businesses. Her Excellency Dr Fatima Khalifa Al Moqarrab proposed three pillars for discussion: learning from successful local and international economic models, strategies for helping national companies expand globally under the Comprehensive Economic Partnership Agreements (CEPA), and mitigating the impact of tax systems on the private sector, particularly given the lack of a Federal Tax Authority office in Sharjah. His Excellency Amer Mohammed Al Zarouni discussed the importance of institutional coordination to streamline business procedures, while His Excellency Abdullah Tarish Al Ketbi addressed the need for collaboration with educational institutions to prepare qualified Emirati talent for the labour market. Further questions were raised concerning commercial licensing processes, the use of foreign trade names, compliance with anti-money laundering regulations, and the need to better regulate sectors such as the used car parts trade in Sharjah's industrial areas. Suggestions also included establishing a quality rating system for private sector services, supporting local farmers to enhance food security, facilitating banking services for businesses in sensitive sectors, and implementing policies to ensure balanced economic growth between development and environmental protection. Finally, His Excellency Hamad Ali Abdullah Al Mahmoud and his team presented a positive economic outlook for Sharjah. They reported that SEDD's revenues for 2024 reached AED 1.07 billion, a growth of 11%, with 72,406 active business establishments. Licence issuance and renewals also recorded significant growth rates of 6% and 7% respectively. The session concluded with a note that further discussions would continue in subsequent coverage to present additional interventions by council members.
