Bihar Cabinet approves domicile policy in school teachers' appointment
In order to implement the domicile policy in the State, the Bihar cabinet chaired by Chief Minister Nitish Kumar on Tuesday (August 5, 2025) gave its nod to 'Bihar State School Teacher (Appointment, Transfer, Disciplinary Action & Service Conditions) (Amendment) Rules 2025' as per which people hailing from Bihar alone will be eligible for appointment as school teachers in the State. As per Rules 2025, the students who have passed matriculation and intermediate from the State will get priority in the appointment of education department's jobs— both in teaching and non-teaching, Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth told reporters in a post cabinet briefing. Mr. Siddharth added that the move would enable around 85% of reservation in jobs for the people originally hailing from the State. Only 15% will be left open as an unreserved category in which people from across the country can appear for the examinations for getting jobs, he said while asserting that 'domicile policy has been implemented in the State.' The Rules will come into effect with the holding of Teachers Recruitment Examination (TRE)-4 which is scheduled to be held this year (2025) and TRE-5 which will be held in 2026. Mr. Kumar had on Monday (August 4, 2025) directed education department officials to amend the relevant rules to give priority to the people of Bihar in the teacher appointment. The State government on July 8, 2025 had approved 35% reservation in all the government jobs 'only for women domicile'. The women from the State have been getting the benefit of 35% reservation in State government jobs since 2016. The Cabinet also decided to hike in the honorariums of support staff working in education, health and rural development departments which include school cooks, watchmen, physical education instructors, Mamata, ASHA and sanitation workers The Cabinet approved the Education Department's proposal to change the reference date to complete 75% attendance to avail the various benefits like scholarships, uniform and bi-cycle through Direct Benefit Transfer (DBT). Mr. Siddharth said that the reference date will now be April 1 to July 31, 2025 as against the existing reference date of April 1 to September 30. The decision will be applicable to all the government, government aided (including minority) secondary and higher secondary schools. With a view to provide better and quality education to the students through digital medium, the Bihar Cabinet also gave its nod for opening a 'digital library kendra' in all 243 Assembly constituencies of the State. The 'digital library kendra' in every Assembly constituency will be set up under Mukhya Mantri Digital Library Yojana at an estimated cost of ₹94.50 crore. 'The digital library will be set up in a panchayat building, block office, municipal council building, nagar panchayat building, community halls, school and college premises having additional space for the purpose and other places,' Mr. Siddharth said adding that each library will have 10 computer terminals equipped with electricity and high speed internet connectivity. In another important decision, the Cabinet approved the energy department's proposal for setting up a 2400 MW (800 MWX3) thermal power plant in place of a solar power plant at Pirpainti in Bhagalpur, Mr. Siddharth said. The Cabinet also gave its nod to run inter-State bus service on a PPP mode in order to deal with the rush of passengers between Durga puja and Chhath and during Holi, Mr. Siddharth said. Around 6,000 people from Delhi, Uttar Pradesh, Punjab, Haryana and Rajasthan come to Bihar during the festivals on a daily basis, a Cabinet press note said. As per the scheme, Bihar State Road Transport Corporation, Patna will have an agreement with private bus operators for starting service for a period of five years . A total of ₹35.64 crore will be spent during a period of five years. The Cabinet gave its approval for expansion of industrial areas to promote investment and creation of employment opportunities in different districts. Total 36 decisions were approved in the Cabinet meeting.

Govt reserves 84.4% of teaching posts for locals
Patna: The state cabinet on Tuesday approved a govt proposal to reserve 84.4% of schoolteacher posts for candidates who are residents of the state. These appointments will be made through the upcoming teachers' recruitment examination (TRE)-4 and TRE-5, scheduled for 2025 and 2026, respectively, additional chief secretary (ACS) of the cabinet secretariat department, S Siddharth, said following the cabinet meeting. The decision has been made possible through an amendment to the existing 2023 rules, which have now been replaced by the Bihar State School Teacher (Appointment, Transfer, Disciplinary Proceedings and Service Conditions) (Amendment) Rules, 2025. The cabinet approved the amended rules on Tuesday and the same day, the education department issued a formal notification signed by ACS Siddharth. The new rules will come into effect from the date of their publication in the official gazette. "The proposal regarding giving preference to the native residents of the state in teachers' recruitment examinations was cleared by the cabinet on Tuesday," Siddharth said. The amendment follows CM Nitish Kumar's announcement on Monday that his govt would give preference to domiciles of Bihar in state recruitment. In line with the revised rules and in accordance with mandatory norms, 50% of posts will be allocated as per the reservation policy for scheduled castes (SC), scheduled tribes (ST), backward castes (BC) and extremely backward castes (EBC). An additional 10% will be reserved for candidates from economically weaker sections (EWS) from general category, bringing the total reserved category quota to 60%. The remaining 40% of posts fall under the unreserved category. Of these, out of the total number of seats, 35% will be allocated to women teacher aspirants from Bihar and 40% will be set aside for candidates who are also Bihar residents and have passed both Matriculation and Intermediate examinations within the state. "Overall, 84.4% of seats will be filled by residents of Bihar. Only 15.6% of the total unreserved seats will be filled by candidates who are either from outside Bihar or from within Bihar but don't qualify under the new domicile-based preferences," Siddharth said. He added, "To go by the trends, only 2% of seats are filled by candidates who are not from Bihar. Hence, 98% of the seats would be finally filled by candidates who are residents of Bihar."

Bihar unveils Rs 94.5 crore plan for digital libraries; approves 2400 MW power plant
NEW DELHI: In a series of key decisions aimed at education, infrastructure and public services, the Bihar cabinet on Tuesday approved the setting up of digital libraries in all 243 assembly constituencies, along with green signals for a major thermal power project, inter-state bus services, land acquisition for industrial zones and preparations for the upcoming assembly elections. To boost digital access to learning, especially for students preparing for competitive exams, the cabinet gave its nod to establish a 'digital library kendra' in every constituency under the Mukhya Mantri Digital Library Yojana. The estimated cost for the project is Rs 94.50 crore. Each library, to be set up in government buildings like schools, colleges, panchayat offices or community halls with adequate space, will be equipped with 10 computer terminals, electricity, and high-speed internet. 'It will require minimum of 300 sq ft area for installing and operating 10 computers,' said additional chief secretary of the cabinet secretariat department, S Siddharth. In a major shift in energy policy, the cabinet also approved a 2400 MW thermal power plant (800 MW x 3) at Pirpainti in Bhagalpur, replacing the earlier plan for a solar power unit. To manage festival rush and provide better transport facilities, the state will run inter-state bus services on a PPP model. Private operators will work with the Bihar State Road Transport Corporation under a five-year agreement. The scheme, costing Rs 35.64 crore, will compensate operators with Rs 150 per seat on the peak side and Rs 300 on the off-peak side. For industrial growth, the cabinet authorised the Infrastructure Development Authority to acquire land across several districts. This includes 441.79 acres in Aurangabad, 252.30 acres in Katihar, and over 500 acres each in Nalanda, Muzaffarpur and Supaul, with costs totalling over Rs 1,000 crore. Ahead of the upcoming assembly elections, Rs 154.30 crore has been sanctioned for installing cameras at 90,712 polling stations to enable full webcasting and improved monitoring. Other decisions included the creation of 167 posts in Munger University and Rs 65.80 crore for a 720-bed Dr Bhim Rao Ambedkar Residential School in Nabinagar, Aurangabad.

PATNA: The Bihar cabinet on Tuesday approved new domicile rules for recruitment of government school teachers, reserving about 85% of the posts for permanent residents of the state. This provision is part of the Bihar State School Teacher Appointment, Transfer, Disciplinary Action and Service Conditions Amendment Rules 2025, approved by the Nitish Kumar cabinet at its meeting on Tuesday. Last month, the cabinet also mandated that the 35% quota for women for these jobs would only be available to the state's women. The changes ahead of state elections later this year are seen to respond to an opposition campaign to restore the domicile rule in public recruitment that was scrapped in 2016. Leader of Opposition Tejashwi Yadav has promised a '100% domicile' rule if the Rashtriya Janata Dal (RJD) comes to power. Union minister Chirag Paswan has also supported the demand to stipulate the domicile rule for recruitment to the government. Nitish Kumar had announced the move to give preference to candidates from the state in the recruitment of teachers in a post on X on Monday. Siddharth said the domicile policy ensures that 85% teaching posts are effectively reserved for Bihar residents. The reservation structure is built upon existing quotas, with 50% allocated for caste-based reservations and 10% for the economically weaker sections (EWS). Of the remaining 40% unreserved (general) seats, 35% are already reserved for women from Bihar. Now, an additional 40% of the unreserved seats will be allocated to candidates who have passed their matriculation and intermediate examinations from any board in Bihar. Candidates must have completed their matriculation and intermediate education in Bihar to qualify as a state resident under this rule. Siddharth said the policy effectively ensures that 85% of the teacher posts will be filled by permanent residents of Bihar, giving a significant advantage to local candidates. The cabinet meeting, which cleared 36 proposals in all, has also approved initiatives such as the establishment of digital libraries in every assembly constituency and an increase in honorarium for various workers. With an outlay of over ₹94.50 crore, the plan is to set up digital libraries in every assembly constituency to support students preparing for competitive exams like JEE, NEET, and CLAT. These libraries will provide access to online course materials and digital study resources, fostering advanced education through technology. Siddharth said that the initiative will empower students by offering modern learning tools in their local areas. The cabinet also approved the amendments to the building byelaws, which will guide the development of planned townships based on land pooling. These townships will include designated spaces for roads, parks, parking areas, and playgrounds, ensuring organised urban growth. Additionally, the cabinet increased honorarium for various workers. Physical education instructors will now receive ₹16,000 monthly, night watchmen in middle schools will earn ₹10,000 (up from ₹5,000), ASHA workers' honorarium has risen from ₹2,000 to ₹3,000, Mamta workers' from ₹300 to ₹600, and cooks' from ₹1,650 to ₹3,300. Sanitation workers also received a pay hike, reflecting the government's commitment to improving the livelihoods of contractual workers.
