ECI trains nearly 350 BLOs from four states

New Delhi [India], May 26 (ANI): The seventh batch of training for Booth Level Officers (BLO) Supervisors began at the India International Institute of Democracy and Election Management here on Monday. Chief Election Commissioner (CEC) Gyanesh Kumar addressed the participants of the training programme including BLOs, BLO Supervisors, Electoral Registration Officers from Uttar Pradesh, Uttarakhand, Rajasthan and Himachal Pradesh. A total of 353 grassroots election officials (101 from Uttar Pradesh; 82 from Uttarakhand; 83 from Rajasthan and 84 from Himachal Pradesh) are taking part in the training programme, according to a release. With this, over 3,350 field officials have been trained in the last two months by ECI in New Delhi. In his inaugural address, Gyanesh Kumar said that these training programmes are essential to ensure that elections are conducted strictly in accordance with the Representation of People Act 1950, Registration of Electors Rules 1960, Conduct of Election Rules, 1961 and the instructions issued by the ECI from time to time. He also underlined that the participants, through the training, will familiarise themselves with the provisions of first and second appeals against the final electoral rolls. It may be recalled that no appeals were filed from Uttar Pradesh, Uttarakhand, Rajasthan and Himachal Pradesh after the completion of the Special Summary Revision (SSR) exercise as of January 6 to 10, 2025. The training is designed to enhance participants' practical understanding especially in the areas of voter registration, Form handling, and field-level implementation of electoral procedures. Participants will also receive practical training on the IT tools. The officials will also be provided technical demonstrations and training of EVMs and VVPATs, including mock polls, the release said. (ANI)

New Delhi, May 7 (UNI) The Election Commission of India (ECI) has now taken another unprecedented step of training field-level election functionaries from Tamil Nadu and Puducherry in the Tamil language. 293 participants comprising 264 BLO Supervisors, 14 EROs, 2 DEOs and other officials are part of this mixed-batch training programme at IIIDEM, Delhi, the commission said in a release on Wednesday. In his inaugural address, Chief Election Commissioner (CEC) Gyanesh Kumar said that the BLOs are the first interface of the Election Commision of India with the voters and have a vital role in ensuring correct and updated electoral rolls. With this, nearly 2,300 participants have benefited from intensive training programmes being organised at IIIDEM during the past few weeks. This 2-day training programme is in line with the expansive training programme to train election functionaries at all levels including over 1 lakh BLOs in the country in next few years. The BLO supervisors are being trained through interactive sessions, role plays, to ensure accurate filling of various forms including Form 6, 7 & 8. The module includes practical training in the use of IT solutions. These BLO supervisors are being equipped as Assembly Level Master Trainers to train other BLOs. The participants were also familiarised with the provisions of first and second appeals against the final published electoral rolls with the District Magistrate (DM or an officer of equivalent rank). New Delhi: In a significant stride towards strengthening electoral management at the grassroots level, the Election Commission of India (ECI) has completed the training of over 2,300 field-level election functionaries at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi, in recent weeks. Marking a pioneering initiative, the Commission has begun conducting training in regional languages -- a step aimed at greater inclusivity and comprehension. As part of this initiative, a dedicated training programme for officials from Tamil Nadu and Puducherry is currently underway in Tamil language. A total of 293 participants -- including 264 Booth Level Officer (BLO) Supervisors, 14 Electoral Registration Officers (EROs), 2 District Election Officers (DEOs), and other election officials -- are attending this two-day training programme at IIIDEM. Addressing the participants during the inaugural session, Chief Election Commissioner Gyanesh Kumar underlined the critical role played by BLOs as the primary interface between the Election Commission and voters. He emphasised that their responsibilities directly impact the accuracy and integrity of electoral rolls -- the bedrock of any democratic process. Over the coming years, the ECI plans to train more than one lakh BLOs across the country. At IIIDEM, the current programme is designed to be interactive and hands-on, featuring sessions on the correct handling and processing of Forms 6, 7, and 8, used for voter registration and corrections. It also includes practical modules on using IT tools to streamline electoral roll management. The participating BLO Supervisors are being prepared to serve as Assembly Level Master Trainers (ALMTs), who will in turn train BLOs in their respective constituencies -- creating a multiplier effect in skill dissemination. An important component of the training is legal literacy: Participants are being oriented on the appellate provisions under the Representation of the People Act, 1950. They are learning about the process for filing first appeals with the District Magistrate or an officer of equivalent rank under Section 24(a), and second appeals with the Chief Electoral Officer (CEO) of the State or Union Territory under Section 24(b). Notably, the Commission highlighted that no appeals were filed from Tamil Nadu and Puducherry following the recent Special Summary Revision (SSR) exercise conducted between January 6 and 10, 2025 -- a positive indicator of the robustness of the revision process.

Gandhinagar: As part of the preparations for the upcoming elections, the final electoral rolls for Gujarat's 24-Kadi (SC) and 87-Visavadar Assembly constituencies have been published on Monday. The final lists reflect a net increase of 561 voters across the two seats. The by-elections for Gujarat's 24-Kadi (SC) and 87-Visavadar Assembly constituencies are anticipated to be held by the end of July 2025. These bypolls have been necessitated due to the passing of Kadi MLA Karshanbhai Solanki and the resignation of Visavadar MLA Bhupat Bhayani. With the recent publication of the final electoral rolls, the Election Commission is expected to announce the official polling dates soon. According to official figures, the 24-Kadi (SC) constituency in Mehsana district has seen an addition of 376 new voters, comprising 152 males and 224 females, taking the total number of registered voters to 2,89,746. Meanwhile, in Junagadh's 87-Visavadar constituency, the final electoral roll now records 2,61,052 voters, with an increase of 185 voters, 24 male, 160 female, and 1 third gender. This revision exercise was carried out under the Special Summary Revision of the Electoral Roll Programme by the Election Commission of India. The process aimed to include new voters who have turned 18 on or before April 1, 2025, and to ensure the rolls are updated and error-free. The draft rolls were initially published on April 8, 2025, showing 2,89,370 voters in Kadi and 2,60,867 in Visavadar. Chief Electoral Officer Hareet Shukla stated that any individual with objections to the decisions made by the Electoral Registration Officer during the revision campaign can file an appeal. As per Section 24 of the Representation of the People Act, 1950, and Rule 27 of the Registration of Electors Rules, 1960, such appeals can be submitted to the District Election Officer concerned.

The Election Commission of India (ECI) has refuted the allegations of bias and malpractice in the 2022 Maharashtra Assembly elections, calling recent claims by Congress leader Rahul Gandhi in the United States "completely absurd" and 'unsubstantiated'.In a strongly-worded six-point factual rebuttal, the poll panel sought to put the record straight amid ongoing accusations from the Gandhi, who went to the US on April 19, asserted that "It is very clear to us that the Election Commission is compromised, and it is very clear that there is something wrong with the system. No objectionable conduct was reported on the ground, the commission claims of tampered electoral rolls, the Election Commission emphasised that India's voter lists are prepared under the Representation of People Act, 1950, following strict legal procedures. Moreover, after publication of the final rolls in Maharashtra, only 89 appeals were made before District Magistrates out of nearly 9.78 crore electors, just one of which reached the Chief Electoral Officer. "The silence of political parties before polling speaks volumes," the poll panel Commission reminded critics that over 97,000 Booth Level Officers and 1.03 lakh Booth Level Agents were deployed across 1 lakh polling booths in Maharashtra.
