STAR reviews AI investment for efficient government services
PUTRAJAYA: The Special Task Force on Agency Reform (STAR) is reviewing AI investments to ensure they improve government efficiency and service delivery. STAR stated that an analysis of the 'AI Productivity Paradox' showed AI saves time but has not yet boosted national productivity. The 7th STAR meeting for 2025, chaired by Chief Secretary Tan Sri Shamsul Azri Abu Bakar, assessed progress on reform projects and administrative efficiency. Key discussions included government quarters management, border security, immigration system disruptions, and public administration tech challenges. The meeting highlighted the need to strengthen public service integrity, particularly at entry points, to support transparent governance. STAR will further study service delivery effectiveness and refine operational procedures to meet global standards. Three ministries received Bureaucratic Reform (RKB) awards for efficiency improvements. The Ministry of Women, Family and Community Development digitised social work courses, saving RM150,000 annually in compliance costs. The Ministry of Education cut Matriculation College admission appeals from 12 to five working days, saving RM7.5 million yearly. The Ministry of Plantations and Commodities streamlined rubber board licensing, reducing compliance costs by 68% and saving RM11.4 million annually. STAR collaborates with the Performance Surge Coordination Unit, MADANI Monitoring Unit, and Malaysian Productivity Corporation to enhance policy implementation. PUTRAJAYA, Aug 19 (Bernama) -- The Special Task Force on Agency Reform (STAR) is conducting a comprehensive review of the use of artificial intelligence (AI) to ensure that investments in the technology genuinely enhance the efficiency of government administration and service delivery. In a statement today, STAR said an analysis of the 'AI Productivity Paradox' presented at its latest meeting revealed that while AI can save time, it has not yet translated into higher national productivity. STAR Meeting No. 7 of 2025, held yesterday and chaired by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, discussed the progress of STAR projects, reviewed issues related to administrative efficiency, and considered several strategic initiatives. Among the matters addressed were the management of government quarters, border security, disruption of the immigration system, and technological challenges in public administration. The meeting also emphasised the importance of strengthening the integrity of the public service, especially at the country's entry points, in line with the government's efforts to ensure transparent and accountable governance STAR will continue to examine factors affecting service delivery effectiveness and improve operational procedures and support systems to align with international best practices. During the meeting, three ministries received Bureaucratic Reform (RKB) certificates of appreciation. They are the Ministry of Women, Family and Community Development (KPWKM), for digitalising social work courses, achieving annual compliance cost savings of RM150,000 and the Ministry of Education (MOE) for reducing the appeal process for admission to Matriculation Colleges from 12 working days to just five, resulting in annual savings of RM7.5 million. The other is the Ministry of Plantations and Commodities for improving the Malaysian Rubber Board's licensing and permit services, which led to a 68 per cent reduction in compliance costs and annual savings of RM11.4 million.

STAR meeting to discuss AI impact on worker productivity in Putrajaya
The Special Task Force on Agency Reform (STAR) will hold a meeting this evening to discuss artificial intelligence (AI) adoption and worker productivity. Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar confirmed the agenda includes studies by the United Nations University, McKinsey, and JP Morgan. National Institute of Public Administration (INTAN) Director Datuk Dr Mohd Zabri Yusoff will present an initial report on the findings. Shamsul Azri stated the meeting aims to deliberate on the report before submitting feedback to Prime Minister Datuk Seri Anwar Ibrahim within two weeks. He shared these details after attending the Fly the Jalur Gemilang programme organised by the Malaysian Information Department. Prime Minister Anwar recently warned about the 'AI Productivity Paradox' in digital transformation efforts. He explained the paradox occurs when AI investments fail to deliver expected productivity gains. Studies cited by Anwar show only three to seven per cent of AI adoption improves worker productivity or income. This discrepancy raises concerns as Malaysia's digital agenda relies on AI to boost economic output. The prime minister has directed Shamsul Azri and department heads to study solutions for this challenge. On a separate note, Shamsul Azri highlighted the Merdeka Month celebration as a JPM-led initiative to promote patriotism.
