Indian-origin Subway owner arrested over US visa fraud, fake robberies

A Subway franchisee owner in Louisiana, Chandrakant 'Lala' Patel, has been arrested for orchestrating a decade-long immigration fraud scheme that exploited a US visa programme meant for crime victims, the US Attorney's Office for the Western District of Louisiana announced earlier this week. Patel, who also owns convenience stores in Oakdale, was charged with bribery, mail fraud, and money laundering for allegedly masterminding the scheme that helped hundreds of Indian nationals obtain U-visas. 'This case represents a deliberate attempt to undermine federal immigration protections for true victims of crime,' said Acting US Attorney Alexander C Van Hook. 'This kind of exploitation erodes public trust in both the immigration system and law enforcement.' Fake robberies reported for visas According to a federal indictment, Patel paid police officials in small Central Louisiana towns as much as $5,000 for each fabricated report of an armed robbery. These reports falsely identified Indian immigrants, most of whom had no ties to the area, as victims of these crimes, enabling them to apply for the coveted visas. Once the visas were approved, Patel was reimbursed by the immigrants or their intermediaries. Patel's clients either contacted him directly or through intermediaries to be listed as 'victims'. In return for thousands of dollars in payments, Patel arranged for fabricated police reports and signed I-918B certification forms from his law enforcement co-conspirators. The scheme allegedly ran from December 2015 through at least July 15, 2025. What is the U-visa? The U-visa is a special category reserved for undocumented immigrants who are victims of violent crimes and who assist law enforcement in investigations. The programme was created in 2,000 to provide a path to legal status for undocumented immigrants who are victims of serious crimes and who cooperate with law enforcement. Federal prosecutors have not said how many immigrants may have obtained legal status through the scheme or whether those individuals will face legal consequences. Patel and four police officers indicted Patel is accused of working with four law enforcement officials: Chad Doyle, Chief of Police for Oakdale Michael 'Freck' Slaney, Marshal of Ward 5 in Oakdale Glynn Dixon, Chief of Police for Forest Hill Tebo Onishea, former Chief of Police for Glenmora All five face charges of conspiracy to commit visa fraud, along with multiple counts of visa fraud, mail fraud, and money laundering. Additionally, Patel faces a charge of bribery. If convicted, the defendants face significant penalties, including up to 5 years in prison for conspiracy, up to 10 years for visa fraud, up to 20 years for mail fraud, and up to 10 years for bribery, which applies specifically to Patel. In addition to potential prison time, they could also be subject to fines of up to $250,000 for each count. The investigation is ongoing.

Louisiana police chiefs among those arrested and accused in a bribery scheme to help foreign nationals get visas

A group of current or former Louisiana police chiefs and the operator of a Subway sandwich shop are accused of colluding in a decade-long scheme to falsify police reports to help foreign nationals get visas meant for crime victims or witnesses. A federal grand jury returned a 62-count indictment charging two police chiefs, a former police chief, a marshal and the restaurant operator on charges including bribery, mail fraud, money laundering, conspiracy and immigration fraud, a federal prosecutor said Wednesday. The scheme focused on getting U visas, which allow foreign nationals without any official status in the US to stay in the country in certain circumstances when they're victims of or witnesses to crimes, acting US Attorney Alexander Van Hook of the Western District of Louisiana said. U visas are important in helping law enforcement solve cases, Van Hook said. But the US limits the number of U visas that can be issued, and fraudulent applications can prevent legitimate crime victims or witnesses from getting a visa. The store operator allegedly paid $5,000 to officers to create false police reports saying 24 people were the victims of crimes, Van Hook said. The collusion allegedly took place from December 2015 to July 2025, the prosecutor's office said. The defendants and charges include: – Subway sandwich store operator Chandrakant 'Lala' Patel, of Oakdale, Louisiana, who is charged with bribery, mail fraud, money laundering and conspiracy to commit visa fraud – Oakdale Police Chief Chad Doyle, who is charged with visa fraud, mail fraud, money laundering and conspiracy to commit visa fraud – Michael 'Freck' Slaney, a marshal in Oakdale who is charged with visa fraud, mail fraud, money laundering and conspiracy to commit visa fraud – Police Chief Glynn Dixon of Forest Hill, Louisiana, who is charged with visa fraud, mail fraud, money laundering and conspiracy to commit visa fraud – Tebo Onishea, former police chief of Glenmora, Louisiana, who is charged with visa fraud, mail fraud and conspiracy to commit visa fraud A 21-page indictment filed in federal court this month includes the first initials and last names of 24 alleged victims – all of whom have the surname Patel. It was not immediately clear if any of those foreign nationals are related to the Subway store operator. This story has been updated with additional information. CNN's Caroll Alvarado, Jeremy Grisham and Devon Sayers contributed to this report.

UPDATE: Oakdale police chief, marshal accused of exploiting immigration system for personal profit

Federal prosecutors have unsealed an indictment against several current and former law enforcement officers, including Oakdale Police Chief Chad Doyle and Oakdale City Marshal Michael 'Freck' Slaney. These two are among five individuals accused in a year-long investigation into exploiting the U.S. immigration system for personal profit, according to Acting U.S. Attorney Alexander Van Hook. The investigation is part of 'Operation Take Back America. Also indicted are Forest Hill Police Chief Glynn Dixon, former Glenmora police chief Tebo Onishea, and Oakdale businessman and Subway restaurant owner Chandrakant Patel. Patel was booked into a Rapides Parish correctional facility, while all others were released. During a press conference Wednesday, Van Hook emphasized that all individuals are presumed innocent until proven guilty. The 21-page indictment includes 62 counts against the five individuals, with allegations of immigration fraud, visa fraud, mail fraud, bribery and. money laundering. According to the U.S. Attorney General's Office, the individuals allegedly used profits from this scheme to purchase vehicles, real estate and other luxury items. Those assets are subject to seizure, Van Hook said. The U.S. Attorney General's Office, Homeland Security Task Force, Federal Bureau of Investigations and Internal Revenue Service began investigating the alleged conspiracy to fraudulently obtain hundreds of U-Visas last July, after receiving a tip from another law enforcement officer. The investigation concluded on Tuesday with several arrests and search warrants being executed by multiple law enforcement agencies in Allen and Rapides parishes.
