Saudi announces fines up to SAR 100,000 for performing Hajj without permit

The Ministry of Hajj and Umrah has emphasised the necessity of obtaining an official permit to perform the Hajj pilgrimage for the 1446 AH season, noting that this is a fundamental requirement for organising the performance of the rituals and maintaining the safety and security of the pilgrims. This comes within the framework of implementing the regulations and instructions governing Hajj affairs, and ensuring the facilitation of the rituals with ease and tranquility. The Ministry clarified that the relevant authorities will apply the prescribed penalties against anyone who violates Hajj instructions, including those caught attempting to perform Hajj without a permit. The same fine will also be applied to holders of all types of visit visas if they enter or attempt to enter Makkah Al Mukarramah or remain there during the period from the 1st of Dhu Al Qidah until the end of the 14th of Dhu Al Hijjah. India's Haj quota for 2025 allocates 12,000 seats, of which 8,872 are reserved for pilgrims departing from Hyderabad. The remainder will board flights from Andhra Pradesh, Karnataka and other states. Pilgrims travel under a charter-flight model negotiated between the Ministry of External Affairs and Saudi authorities to ensure capacity and timing align with Haj schedules. A 24-hour help desk will offer assistance with transportation, accommodation and medical referrals. Charter flights will continue through the end of May, carrying Indian Haj pilgrims from Hyderabad and other cities on routes that balance demand across the season. Speaking with ANI, the Indian Ambassador to Saudi Arabia informed that a "large" number of MoUs will be signed, and the economic, defence partnership, and political relations between both countries will also be discussed during the PM's "hugely significant" visit from April 22 to April 23. "There is a strategic partnership council between India and Saudi Arabia. So, both the leaders, the Honourable Prime Minister and His Royal Highness Crown Prince, are going to chair the Strategic Partnership Council meeting. A large number of MoUs are being finalised and will be signed in exchange during the visit, and a host of other issues on economic partnership, defence partnership on our way, all these things will be discussed. It's a hugely significant visit," Khan told ANI. Speaking about India's defence cooperation with Saudi Arabia, Suhel Ajaz Khan noted that the partnership between both countries is "very strong" while mentioning various naval and land exercises and assured that the partnership will get "impetus" Our defence and security partnership is very strong, and we have a bilateral defence cooperation MoU of 2014, and under this various activities are taking place and as you know, in the last few years we all organised the naval exercises, we organised the land forces exercises, and we are looking at another edition of the naval exercises shortly. Definitely, the defence cooperation will be a part of the agenda, and I expect that our defence partnership will certainly get impetus during this visit." Khan told ANI.
