T.N. govt places Mayiladuthurai PEW DSP Sundaresan under suspension
The Tamil Nadu government on Saturday placed M. Sundaresan, Deputy Superintendent of Police (DSP), Prohibition Enforcement Wing (PEW), Mayiladuthurai District, under suspension, on charges of violating the code of conduct rules for government servants and for levelling baseless allegations against senior police officers of the department. A government order issued by the Home Department to this effect said Mr. Sundaresan had given interviews to the media without obtaining prior approval from superior officers and had also intentionally levelled baseless and frivolous allegations against senior police officers. The order said he deliberately attempted to claim that injustice had been done to him by not providing a government vehicle. However, the government vehicle was returned to him on July 17, having been previously withdrawn for VVIP bandobust duty on July 11, along with 44 other vehicles mobilised from across the districts. He had threatened and abused a woman police inspector, who was subjected to severe distress, forcing her to take an extreme decision to commit suicide, which her colleagues managed to thwart. He had exerted undue influence on a Sub-Inspector of Police of the PEW Unit, to make arrangements for installing an air-conditioner and a printer in his office. He also indulged in the practice of abusing subordinate police personnel over the VHF mic, the order said. Further he failed to approach senior officers to air his grievances through the proper grievance redressal mechanism followed in the department. In spite of holding the responsible rank of DSP, PEW Unit, he had purportedly questioned the authority of the District Superintendent of Police and exhibited sheer indiscipline on many occasions, the order said. During the period of suspension, Mr. Sundaresan shall remain in Mayiladuthurai and shall not leave the headquarters without obtaining prior permission, the order added. DIG recommends suspension of DSP for remarks against top police officers
: After conducting a preliminary inquiry, Ziaul Haque, Deputy Inspector-General of Police, Thanjavur Range, has recommended the suspension of M. Sundaresan, Deputy Superintendent of Police, Prohibition Enforcement Wing (PEW), Mayiladuthurai District, who had made scathing remarks against some top police officers, sources said on Friday. A day after Mr. Sundaresan at a press meet accused senior officers of harassing him, the inquiry was conducted by the DIG, who recorded the statements of Mayiladuthurai Superintendent of Police G. Stalin and a few other police personnel in the district, the sources said. In his statement, Mr. Stalin said the DSP had falsely claimed that he had registered 1,120 cases and arrested more than 700 prohibition offenders, 'though he has not arrested a single person'. By giving a press meet on July 17, 2025, the officer had violated provisions under Tamil Nadu Government Servants' Conduct Rules, 1973, the sources quoted the inquiry officer as saying. Statements were also recorded from other police personnel attached to the PEW, in which they levelled various allegations against Mr. Sundaresan. The inquiry officer said only the Superintendent of Police in District, and Commissioners of Police in Cities were authorised to conduct press meet and issue press notes. Mr. Sundaresan had violated the procedure by addressing journalists without getting permission. 'Violated rules' The sources said the DIG, in his report to the Inspector-General of Police, Central Zone, had stated that the behaviour and conduct of the DSP 'betrayed his loyalty towards the organisation for which he worked'. On many occasions, he had openly displayed disobedience and insubordination of the authority of the SP. Instead of opting to utilise the grievance redress mechanism in the department, he had sought to address the media to make 'baseless allegations against senior officers.' The actions of the DSP not only impacted the morale and discipline of the force, but also tarnished its image, the DIG said in his report, and recommended that in view of the 'violations and transgressions of the rules of conduct prescribed to be followed by an officer of Tamil Nadu Police service, suitable departmental action, preferably suspension, should be initiated against Mr. Sundaresan,' the sources said. Inquiry conducted Asked for his comments, a top police officer at the State police headquarters confirmed that the DIG, Thanjavur, had conducted an inquiry and sent a report to his superior officer. Appropriate action would be taken based on the remarks of the IGP, Central Zone, and other findings. Addressing the media in Mayiladuthurai on Thursday, Mr. Sundaresan levelled serious allegations against senior officers who, he said, were pushing the government to a tight corner. While Chief Minister M.K Stalin was delivering good governance, some officers were causing a bad name to the government. The DSP said he was ready to face suspension.

DIG probes DSP's claim of ‘persecution'
Trichy: After a controversy erupted over Mayiladuthurai deputy superintendent of police M Sundaresan's allegation that his department had withdrawn his official car to torment him for his sincerity, Thanjavur range DIG conducted an inquiry into the matter on Friday. According to police, the department had taken Sundaresan's vehicle for 'important purposes' on July 11. At a press meet on Thursday, Sundaresan, who heads the prohibition enforcement wing (PEW), alleged that he was being persecuted for his sincerity at work. He subsequently walked from his house to his office, under media glare. On Friday, DIG Ziaul Haque conducted an inquiry with officials and staff in PEW as well as those who worked with Sundaresan. According to multiple sources, many of them have testified against the DSP. Sundaresan himself shared a document to the media, purported to be a communication between the DIG and IGP of central region, recommending his suspension immediately for 'tarnishing the police department.' When contacted, SP G Stalin said disciplinary action is yet to be taken. However, sources said disciplinary action is likely since he reportedly violated the department guideline that only the superintendent of police convene press meets. Mayiladuthurai police had on Thursday said the media portrayal of of DSP M Sundaresan 'being forced to walk' was not true as he did not use his substitute vehicle. SP G Stalin called it a stunt and that the DSP had a hidden agenda. Sundaresan's original official vehicle was returned to him on Thursday.

HC defers Turkish firm Celebi's plea against revocation of security clearances, to await Delhi HC verdict
The Bombay High Court on Friday deferred till July 10, the hearing on the petition filed by subsidiary of Turkey-headquartered airport ground handling services major Celebi, seeking suspension and annulment of the security clearance cancellation by the Bureau of Civil Aviation Security (BCAS). The HC decided to adjourn the hearing after it was informed that the Delhi HC judgment on the identical challenge was awaited. The BCAS, amid the backlash over Turkey's support for Pakistan in the India-Pakistan conflict, had last month revoked with immediate effect security clearance of the Indian arm of the Celebi citing 'national security'. The revocation led to airports in India where Celebi group operated including Mumbai International Airport Limited (MIAL), terminating their contracts with the group companies, prompting the subsidiaries to approach the courts. The court was informed that seven airports including those in Mumbai, Delhi and Chennai have terminated services of the petitioner. The MIAL had terminated the contract of Celebi's subsidiary Celebi Nas Airport Services India, which operated at the Mumbai airport. A bench of Justices Burgess P Colabawalla and Firdosh P Pooniwalla was hearing writ plea by Celebi Nas against revocation of security clearances. The Union of India, BCAS, Directorate General of Civil Aviation (DGCA), Airports Authority of India (AAI), and the regional office of the Ministry of Civil Aviation (MoCA) are made respondents in the matter. The bench noted that the issue raised by petitioner was identical to those raised by its sister concern before the Delhi HC and the same was heard and the judgment was reserved, which will be delivered in due course. Solicitor General Tushar Mehta representing the Central government submitted that the present writ plea be adjourned till the Delhi HC pronounces its verdict. The court noted that senior advocate Chetan Kapadia for the petitioner Turkish firm 'did not seriously oppose Mehta's request as the decision given by Delhi HC would certainly have bearing on present matter.' The HC will hear the plea next on July 10. Meanwhile, a single-judge bench of the Bombay HC of Justice Somasekhar Sundaresan on June 13 extended temporary relief granted to Celebi by vacation court. The vacation bench on May 26 had restrained MIAL from taking a final decision on tenders invited to replace Celebi's subsidiary till the matter is heard by the regular court. Justice Sundaresan was hearing two applications by Celebi Nas Airport Services India, filed under Section 9 of Arbitration and Conciliation Act against Adani group-owned MIAL seeking annulment of its termination of contracts with the petitioner. The vacation bench had directed the MIAL that till regular court hears the matter, a final appointment of replacement operator must not be given an effect. Justice Sundaresan has posted further hearing on arbitration pleas to June 17.

Celebi says arbitration application dismissed in India, to appeal in higher court
Celebi Ground Handling India's arbitration application for interim measures against Adani Ahmedabad International Airport over the cancellation of security permits was dismissed, according to exchange filing by its Turkish parent company. The company said it will appeal to the Supreme Court. Bureau of Civil Aviation Safety (BCAS) on May 15 revoked the security clearance, days after Turkey backed Pakistan and condemned India's strikes on terror camps in the neighbouring country. "The arbitration application filed by our company, Celebi Ground Handling India Pvt Ltd, in which our company owns 61% of the capital, against Adani Ahmedabad International Airport Limited in the Ahmedabad Commercial Court on 27.05.2025, seeking interim measures due to the cancellation of security clearances by the Civil Aviation Security Bureau in relation to its operations at Ahmedabad International Airport, was rejected on 02.06.2025," said the company. The Bombay High Court on May 26, temporarily restrained Mumbai International Airport Limited (MIAL) from finalising tenders for ground and bridge handling services. The court ruled that the temporary halt will continue until Turkish firm Celebi's plea challenging the termination of its contract is heard when the court reopens in June. This interim order was issued by a vacation bench of Justice Somasekhar Sundaresan. The court order bars MIAL from taking any final decision on tenders floated on May 17 for a new ground handling agency. The revocation of security clearance of Celebi came amid backlash in India over Turkey's support to Pakistan during Operation Sindoor. The company had moved the High Court last week against revocation of its security clearance and subsequent termination of its contract with MIAL. Celebi's plea was mentioned before Justice Sundaresan seeking urgent relief against any decision on the tenders issued by MIAL on May 17. The court said no final decision shall be taken on the tenders till the pleas filed by Celebi are heard post reopening of the court in June. Turkiye-based airport ground handling services major Celebi's subsidiary had moved HC earlier this month against revocation of its security clearance and subsequent termination of its contract with MIAL.
