Vijayawada: Chief secretary K Vijayanand has instructed District Collectors to exercise extreme caution in identifying 'Margadarshulu' (mentors) for the 'Swarnandhra P4' programme, ensuring the process is free from any controversy or criticism. During a video conference from the Secretariat on Thursday, the chief secretary reviewed the Swarnandhra P4 Foundation, Water Bodies Repairs, Renovation & Restoration (RRR) scheme, Green Hydrogen Hub and Annadata Sukhibhava programmes with district collectors. He emphasised that as directed by the Chief Minister, 'Golden Families' (Bangaaru Kutumbaalu) should only be adopted by Margadarshulu who come forward voluntarily, without any pressure. He urged collectors to motivate well-placed individuals in society to come forward voluntarily as mentors. With the government planning a large-scale launch of the programme on August 16, he instructed collectors to achieve their defined targets by August 15. In a move to enhance state development and public welfare, the chief secretary directed district collectors to promptly submit proposals for necessary repairs and restoration work to preserve all water resources in the state. He highlighted the government's objective to develop the state's water bodies under the Central government's RRR scheme, with a 60 per cent central share and 40 per cent state share. To transform the state into a green energy hub, the Prime Minister and Chief Minister have laid the foundation stone for a Green Hydrogen project in Pudimadaka. Chief secretary Vijayanand instructed the collectors of Sri Sathya Sai, Prakasam and Anantapur districts to identify the necessary land for establishing solar power projects to supply solar energy to this joint venture between the state government and NTPC. The chief secretary also clarified doubts raised by several district collectors regarding the implementation of the Annadata Sukhibhava programme. Principal secretary, planning, Piyush Kumar, virtually participated in the meeting and explained the SOPs for collectors to follow in implementing the P4 programme.

With the state contributing significantly to India's shrimp production and export volume, the policy shift from Washington has triggered a strategic rethink. Financial expert C Kutumba Rao, who is also the vice-chairman of Swarnandhra P4 initiative, said the tariff announcement served as a wake-up call. "Our dependency on a single export market has become a risk. This is the right time to pivot. By increasing local consumption of shrimp through branding and awareness, we can safeguard the livelihood of lakhs of aqua farmers," he said. The state's long-term plan aims to promote locally produced shrimp and related seafood through special branding, marketing campaigns, and awareness drives about the health benefits of regular seafood consumption. The fisheries dept, along with industry leaders and export agencies, will spearhead this effort. Experts believe that even a modest 1-2% rise in domestic shrimp consumption could help the aqua sector survive, even if the US reduces imports by 40%. The new strategy borrows inspiration from the National Egg Coordination Committee's earlier success, which transformed eggs into a household staple across India through clever branding and public outreach. VIJAYAWADA: NTR District In-charge Minister Y Satya Kumar Yadav announced that draft plans for the development of Vijayawada and other constituencies were prepared based on available resources, with a target of Rs 18.23 lakh crore Gross Domestic Product (GDP). At a review meeting held in Vijayawada on Saturday, the Minister, along with MP Kesineni Sivanath, MLAs Gadde Rammohan, Bonda Umamaheswara Rao, Sriram Rajgopal, Kolikapudi Srinivasa Rao, and Collector G Lakshmisha, discussed progress under the Swarnandhra P4 ('Public, Private, People Partnership) Foundation. They reviewed key sectors including agriculture, industry, services, tourism, food processing, zero-budget natural farming, Farmer Producer Organisations (FPOs), and mechanisation. During the meeting the NTR District In-charge Minister stated, 'P4 is a key chapter in good governance,' and added that implementation will align with Swarnandhra goals through regular reviews. Saty Kumar Yadav said the district's per capita income in 2023–24 stood at Rs 3,21,651, with targets of Rs 6,38,946 by 2028–29 and Rs 1,10,0000 by 2047–48. Swachh Andhra Corporation Chairman K Pattabhiram, Krishna District Cooperative Central (KDCC) Chairman Nettem Raghuram, Joint Collector S Ilakkiya, and Vijayawada Municipal Corporation (VMC) Commissioner Dhanachandra HM also took part in the review meeting.

In further developments, the Chief Minister ordered the foundation stone of the Arcel Mittal Steel plant in Anakapalle to be laid in September. Emphasising support for farmers, he highlighted the allocation of Rs 250 crores for the procurement of tobacco due to low market prices, asserting that the government is actively purchasing tobacco through Markfed. Key directives were given to ministers regarding agricultural policies, with CM Naidu advocating support for farmers of tobacco, mango, and cocoa crops through the Price Stabilisation Fund. He urged the officials to promote alternative crops to farmers and to ensure that they are informed on commercial crop cultivation in line with market demand. Additionally, Naidu announced plans for a convention centre in Amaravati and the upgrading of 6497 mini Anganwadi centres across the state. He also emphasised the importance of tourism, particularly temple tourism, and praised the success of the Machilipatnam Beach Festival, advocating for similar large-scale initiatives to boost tourism development in Andhra Pradesh.
