Reminder: TAMS tranche 7 closing date approaching

Farmers are being reminded that the closing date for the current round of the Targeted Agricultural Modernisation Schemes (TAMS 3) is fast approaching. The Department of Agriculture, Food and the Marine (DAFM) previously confirmed that the deadline for applications under tranche 7 of the scheme will be Friday, June 6. TAMS, which is divided across a range of different measures, provides grants to farmers to build or improve a specified range of farm buildings and equipment on their farm. TAMS According to the latest data published by the department, 4,621 (79%) out of the 5,823 applications submitted under this tranche have now been approved. A further 853 applications are classified as 'in progress', 278 have been rejected and 71 withdrawn. Source: DAFM The data also shows that 162 applications made under tranche 4 are still being processed by the department. 5,253 out of 5,864 applications made under that tranche have been approved. There are 23 applications still outstanding in tranche 3. The department stated that 3,399 of the 3,799 tranche 3 applications have been approved. No update has yet been provided by DAFM on the status of the 4,931 applications submitted under tranche 6.

DAFM issued over €37.5m in scheme payments last week

The Department of Agriculture, Food and the Marine (DAFM) paid out over €37.5 million in scheme payments to farmers last week. The vast majority of the payments, over €34 million, were made under the Agri-Climate Rural Environment Scheme (ACRES). This figure includes balancing payments in respect of participation in ACRES in 2024 worth €33.2 million paid to 42,444 participants. These payments bring the amount paid to farmers for ACRES to almost €490 million since the agri-environmental scheme commenced in January 2023. DAFM The data, published by the department, also shows that €1.8 million was paid out last week under the Targeted Agricultural Modernisation Schemes (TAMS). €1.7 million was paid to farmers in TAMS 3, while an additional €85,000 was paid out for TAMS 2. Around €64.6 million has now been paid out under TAMS 3 across 7,386 claims. There has been 28,316 TAMS 3 applications approved with over 9,366 payment claims submitted. The latest update also shows that a further €490,000 was paid last week for the 2024 Basic Income Support for Sustainability (BISS) and Complimentary Redistributive Income Support for Sustainability (CRISS). This brings the total paid out to 119,436 farmers under these measures to €845 million. This figure includes the Complementary Income Support for Young Farmers (CISYF) at €38 million and the National Reserve (€3.2 million). An additional €550,000 was issued by the department to farmers under the 2024 Eco Scheme. €80,000 was paid out for the Areas of Natural Constraint (ANC) and Areas of Specific Constraint (ASC). The department issued over €250,000 to farmers participating in the Organic Farming Scheme (OFS), bringing the total payout to €57 million to 4,742 farmers. DAFM also issued €139,000 under the Straw Incorporation Measure (SIM), €86,000 for the Baling Assistance Payment (BAP), €4,000 under the Red Clover Scheme, and €5,400 to farmers in the Multi species Sward Scheme.

The Department of Agriculture, Food and the Marine (DAFM) has confirmed that just over 1,200 applications made under tranche 5 of the Targeted Agricultural Modernisation Schemes (TAMS 3) are yet to be processed. According to the latest data published by the department, 4,286 (74%) out of the 5,823 applications submitted under this tranche have now been approved. A further 1,223 applications are deemed to be 'in progress', 243 have been rejected and 71 withdrawn. The scheme, which is divided across a range of different measures, provides grants to farmers to build or improve a specified range of farm buildings and equipment on their farm. Source: DAFM The data also shows that 209 applications made under tranche 4 are still being processed by the department. 5,211 out of 5,864 applications made under that tranche have been approved. There are 32 applications still outstanding in tranche 3. The department noted that 3,398 of the 3,799 tranche 3 applications have been approved. No update has yet been provided on the status of the 4,931 applications under tranche 6. Tranche 7 of the scheme opened for applications on March 29 and will close on the previously announced date of June 6, 2025. TAMS Meanwhile, separate data published by the department shows that €2.3 million was paid out to farmers under TAMS last week. Over €2 million was paid to farmers in TAMS 3, while an additional €230,000 was paid out for TAMS 2. Around €63 million has now been paid out under TAMS 3 across 7,156 claims. There has been 28,000 TAMS 3 applications approved with over 9,200 payment claims submitted.

New scheme offers 60% support for nutrient storage

The new 60% Nutrient Storage Investment Scheme effectively doubles the overall grant funding available, said Seamus Nolan, Teagasc's Scheme Support Unit Specialist, in a recent Dairy Edge podcast. Prior to this, farmers in general would have been eligible for only a 40% slurry storage grant, although young trained farmers, women farmers, and organic farmers were already eligible for a 60% grant. The new scheme came into effect in January, 2025, as part of TAMS 3, the Targeted Agriculture Modernisation Schemes. 'Those nutrient storage investments that are covered are manure pits, mass concrete tanks, circular slurry stores, and geomembrane-lined stores," Mr Nolan explained. Sub-investments are similarly supported (related slats, etc). However, farmers must already have enough slurry storage before they can apply. 'All nutrient storage investments, or animal housing, are deemed nitrates-related investments, so in order to be eligible, you have to be nitrates-compliant currently, in order to apply," said Mr Nolan. 'The Department assesses your current storage. As part of the application, you have to submit your current storage facilities on the farm, and they assess you on the basis of the most recently completed winter, in terms of livestock. For people who are over 100 kilos of organic nitrogen stocking rate from January 1, 2025, they must have storage for all animals on the holding for the most recently completed winter. If you're less than 100 kilos, so you're more extensive, you can use what's called 'reduced storage' to comply. Essentially you can say that a number of animals are out-wintered', Mr Nolan explained. 'If you apply, and you're deemed to be not eligible, there is a good possibility that you will be cross-reported, and you will get a farm inspection on the basis of it," he cautioned. Slurry storage space Currently, slurry storage space is calculated on the basis of 0.33 cubic metres excretion per cow per week. 'That is being reviewed. The chances are that is going to increase. It probably won't increase until the new Statutory Instrument is produced. That will potentially be in 2026," he said. 'If you're tight on storage now, when the new figures come in, you're going to be extra tight. You're probably going to be short. It's a good time to review what storage you have on the farm. 'Any new facilities that you are designing, or capacity, should be based potentially on those new figures that will come into force. A farmer might do their figures now and they might say 'I'm okay, I don't need to apply for anything', but bear in mind, you're compliant now with the current regulations, but the chances are you won't be compliant in maybe 12 months' time. Bear in mind as well that normally when the Department introduces new regulations in terms of the storage, they will give farmers approximately 12 months to become compliant. 'Whether we talk about a 20% buffer based on the current figures, or we work off the new figures, it's 20% over and above the current figures, no matter what way you look at it," he said. He advised calculating storage at 20 to 25% in excess of the current requirements. '20 to 25% over your current storage should leave you reasonably safe', he said. He advised farmers to contact their own advisor, who will be knowledgeable about the current specifications. Much depends on the future plan for the farm, when calculating future nutrient storage capacity. If there is a plan to increase the herd in a year or two, that should be factored in when planning to avail of the new nutrient storage grant. 'An individual farmer has a €90,000 ceiling at 60% for the nutrient storage element, and they also have a €90,000 ceiling, assuming they have no other investments taking place, to put the shed over the tank, and that will be available at 40% for the ordinary farmer, or at 60% for the young farmer, or the woman farmer or an organic farmer. A registered farm partnership will qualify for double the €90,000 available for the nutrient storage scheme," said Mr Nolan. Even if a farmer has drawn down TAMS 3 funding already, the new nutrient storage scheme is separate, and the farmer is eligible up to the full €90,000. 'If they had applied for a tank prior to this nutrient storage scheme coming into place, that tank would have been approved under their existing €90,000 ceiling, so that would not come out of the nutrient storage scheme ceiling, because it was applied for BISS application." Drawings submitted for tanks or housing should fully comply with DAFM specifications. Planning applications Mr Nolan highlighted that planning applications must be made when constructing slurry tanks, so preparation needs to start in good time. 'Any kind of a structure at all under the Department's TAMS scheme requires either full and final planning permission at the time of application, or a declaration of exemption. Both of those have to come from the local authority." Usually planning permission, rather than an exemption, will be required. That process will take at least three months, if there are no objections, or no additional information is sought. 'I can go ahead and apply for TAMS once I have planning permission, but that application for TAMS will not be processed until the TAMS tranche closes. That tranche doesn't close until September', Mr Nolan explained. 'At the minute, you're talking about, I'd say, five months potentially, at a minimum, before you have approval, after the tranche date closes." Depending on the scale of take-up of the grant, contractors may be busy and not readily available, once grants have been approved. The DAFM is currently reviewing nutrient storage grant costings, given the significant increase in many component prices, and new reference costings will come into force towards the end of 2025. 'Those costs won't be backdated, if you already have an application in the system."

Over €2 million was paid to farmers in TAMS 3, while an additional €230,000 was paid out for TAMS 2. Around €63 million has now been paid out under TAMS 3 across 7,156 claims. There has been 28,000 TAMS 3 applications approved with over 9,200 payment claims submitted. Scheme payments The latest scheme payments update also shows that a further €667,000 was paid last week for the 2024 Basic Income Support for Sustainability (BISS) and Complimentary Redistributive Income Support for Sustainability (CRISS). This brings the total paid out to 119,371 farmers under these measures to €844.7 million. This figure includes the Complementary Income Support for Young Farmers (CISYF) at €37.9 million and the National Reserve (€3.2 million). An additional €84,000 was issued to farmers last week under the 2024 Areas of Natural Constraint (ANC) and Areas of Specific Constraint (ASC). €166,000 was paid out to participants in the Organic Farming Scheme (OFS), bringing the total payout to €56 million to 4,742 farmers. There was also €59,000 paid out to farmers for the Baling Assistance Payment (BAP), along with €14,000 for the Green, Low-carbon, Agri-Environment Scheme (GLAS). BISS Meanwhile, DAFM has reminded farmers that the deadline for BISS and other area-based schemes falls tomorrow (Thursday, May 15). The BISS deadline of midnight on Thursday, May 15 is also the deadline for the related submission of applications for other schemes including the CISYF, eco-scheme, Areas of Natural Constraints (ANC), and transfers of entitlements. Farmers who need support in making applications can contact the department's Direct Payments Helpdesk on 057-8674422. The lines will be open for extended hours in the run-up to the application deadline as follows: Between 9:00a.m and 9:00p.m on Monday, May 12 to Wednesday, May 14; Between 9:00a.m and 12 midnight on Thursday, May 15. Staff will also be available to assist at the public counter in the department office in Portlaoise during these extended opening hours. In-person consultations are available until half an hour before closing time on each of the days. Farmers must apply for BISS and other area-based payments using the department's online facility, Alternatively, farmers can contact a Farm Advisory System (FAS) approved advisor to make the application on their behalf.
