AI Institute under TESDA eyed in Albay
An Artificial Intelligence (AI) Institute under the Technical Education and Skills Development Authority (TESDA) is expected to be launched in Albay by October, Albay Representative Adrian Salceda said Friday. Salceda said the AI Readiness Institute, which was discussed in a meeting between him and TESDA chief Francisco Benitez, will equip workers, students, and entrepreneurs with skills 'needed to thrive in an economy increasingly shaped by AI.' 'The program is expected to be offered before October. It will initially focus on the province's large virtual assistant workforce, many of whom are based in the third district, and will cover TESDA assessment fees for its free online programs to ensure certifications remain accessible,' he said. 'Gusto ko po mauna tayo dito sa Albay kasi marami po tayong virtual assistants na magbebenepisyo dito. Marami din pong mga estudyante ang interesado,' Salceda added. (We want Albay to first get a piece of it because we have a lot of virtual assistants who will benefit from this. A lot of students are also interested.) Over time, Salceda said the AI institute will branch out into AI applications in agriculture, the delivery of government services, public safety and disaster response, and basic health services. In the same meeting, Salceda and Benitez discussed measures to boost rice productivity in Albay's third district such as targeted farmer training, the introduction of AI-assisted crop management tools, and expanded access to TESDA's agri mechanization and precision agriculture courses. 'This is in adherence to President Ferdinand Marcos, Jr.'s call to increase the yield of our farmers, improve farmgate incomes, and strengthen food security,' Salceda added.—LDF, GMA Integrated News

P11B proposed for TUPAD program in 2026
The government wants to continue its emergency employment program to disadvantaged individuals and displaced workers with the proposed P11 billion allocation to the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program of the Department of Labor and Employment (DOLE). Under the 2026 National Expenditure Program (NEP), the labor and employment agencies, composed of the DOLE and Department of Migrant Workers, are set to receive P55.2 billion funding next year — among the top departments with the biggest proposed budget for next year. Of the figures, the DOLE will get P44.38 billion — lower than its P51.20 billion budget in 2025. The DMW, meanwhile, will receive P9.48 billion, higher than its P8.08 billion funding for this year. According to the NEP, a total of P12.24 billion will be appropriated for the DOLE's TUPAD program and the Government Internship Program (GIP). This amount is lower than the P18 billion budget of the two programs this year. Under the TUPAD program, beneficiaries will be working for 10 days in community clean-up, debris clearing, and rehabilitation of public infrastructures. They will be paid with the highest prevailing minimum wage rate in the region. TESDA Meanwhile, the Marcos administration likewise allocated funding for Technical Education and Skills Development Authority (TESDA) scholarship programs. This includes the training for work scholarship program (P4.34 billion); special training for employment program (P1.62 billion); and technical-vocational training programs (P5.05 billion). At least P300 million will also be appropriated for the Bagong Pilipinas Merit Scholarship Program, and P1.65 billion for the TESDA Tulong Trabaho Program. In July, President Ferdinand 'Bongbong' Marcos Jr. touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships and financial aid for poor families during his fourth State of the Nation Address (SONA). Marcos: Education is the gauge of my admin's success
If there's one project that President Ferdinand ''Bongbong'' Marcos Jr. wants to finish before his term ends in 2028, it will be his programs for education. In an interview with GMA Integrated News, Marcos said he is aiming that each Filipino family would have a college graduate. He stressed that the education would be the ''gauge of success of this administration.'' ''Education, 'yung aking sinabi sa SONA na ang bawat pamilyang Pilipino mayroong college graduate o mayroong nag-graduate sa TESDA, bawat pamilyang Pilipino, 'yun para sa akin. Pag nagawa natin ito, successful 'yun,'' Marcos said. (Education, just like what I said during the SONA, each family will have a college or TESD graduate.) The President is confident that this would be doable. He also believed that the country's greatest resource is its citizens. Marcos also said foreigners have a high regard for Filipinos. ''Our greatest resource is our people. Our greatest resource is the human capital of the Philippines. You don't have to look at figures, just talk to foreigners where the Philippines are in their country and what they think of Filipinos and how highly they think of Filipinos,'' Marcos said. ''That's all you need to hear and what are we doing? We should not waste that. We should not waste that,'' he added. In his last SONA, Marcos vowed aggressive actions to address the learning crisis confronting the Philippine education sector, seeking to create a lasting impact for Filipino students, teachers, and families. — RSJ, GMA Integrated News

170K SHS learners get TESDA certification as gov't shoulders NCII fees
Education Secretary Sonny Angara leads the formal launching of the Quality Basic Education Development Plan 2025–2035 on Tuesday, July 29, 2025, at Crowne Plaza Manila Galleria. The roadmap aims to overhaul the Philippine education system through decentralization, stronger public-private partnerships, and digitalization. MARK MAKALALAD/Super Radyo dzBB Over 170,000 Senior High School (SHS) students under the Technical-Vocational-Livelihood (TVL) track have received free TESDA National Certificate II (NCII) certifications, the Department of Education (DepEd) said Tuesday. At the launch of the Quality Basic Education Development Plan (QBEDP) 2025–2035, Education Secretary Sonny Angara said the government's move to cover the certification cost—previously pegged at ?1,500 per student—is a 'major breakthrough' for ensuring work-readiness among K–12 graduates. 'Libre po ito. Dati na kailangan bayaran ng ?1,500 kada estudyante kaya maraming hindi nakakuha ng kanilang certification. Ngayon, sagot na po ng gobyerno,' Angara said. (It's free. This used to cost ?1,500 per student, which stopped many from getting certified. Now, the government shoulders it.) TESDA's NCII certification is recognized by local and international employers and qualifies holders for various skilled jobs in fields such as electronics, hospitality, and construction. 'At sa ilalim ng bagong patakaran ng (under the new regulations of the) Civil Service Commission, SHS or Senior High School graduates are now eligible to apply for 1st level government jobs,' he said. This development aligns with one of the recommendations of the Second Congressional Commission on Education (EDCOM 2), which emphasized improving the employability of K–12 graduates. DepEd is also embedding Dual TVET (DVET) qualifications into the SHS curriculum, allowing students to gain work experience while studying. This is part of a broader effort to 'blur the line' between schooling and employment, Angara said, and to address concerns over whether the K–12 program has succeeded in preparing students for the job market. The QBEDP 2025–2035 also lays out plans for improving learning outcomes, modernizing classrooms, and enhancing teacher support—recognizing that education is not just a right but an engine for inclusive growth. On Monday, President Ferdinand 'Bongbong' Marcos Jr. during his State of the Nation Address (SONA 2025) touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships, and financial aid for poor families. 'Dumami din ang nabigyan ng scholarship sa TESDA. Nito lamang 2024, higit pa sa dalawandaang libo ang nadagdag na mga scholarships para sa Tech-Voc,' Marcos said. The President emphasized that students from Pantawid Pamilyang Pilipino Program (4Ps) households will be given higher priority in entering college over the next three years. — RSJ, GMA Integrated News
