Union Minister Bandi Sanjay asks TGPSC to provide details of selected candidates of Group-1 exam
HYDERABAD: Minister of State for Home Affairs Bandi Sanjay has asked Telangana Public Service Commission (TGPSC) Chairman B Venkatesam to provide details regarding the Group-1 exam notification, the marks list along with the names of selected candidates, especially those who took the test in Urdu. Sanjay is seeking to implead in the petition filed by Group-1 aspirants in the Telangana High Court. Recently, several aspirants approached Sanjay alleging irregularities in the conduct of the Group-1 examination and selection process and sought justice. Following this, the Minister of State wrote to the TGPSC chairman seeking details of all 563 selected candidates, including the marks list, the language in which the test was taken, hall ticket numbers for both Prelims and Mains, category, and details of alleged violations of rules 12.2 and 15.3, with reasons. He also requested information about the valuation stages, the number of evaluation days and centres, and the total number of hours it took to complete the paper evaluation. Sanjay further sought details of General English and Papers 1–6, including medium-wise attendance, whether aspirants followed the biometric system, and if not, the reasons for non-compliance. He also asked whether there were any discrepancies in attendance or absentee data. Sanjay alleged that a leak on social media suggested that 618 aspirants scored over 450 marks, which matched the official release, and questioned what action was taken against those responsible. Sanjay also requested details on claims that over 1,500 candidates received the same marks, where hall ticket numbers were in the range of 0–50, and aspirants alleged the use of a coded marking algorithm. He questioned why only TGPSC followed this system when even UPSC and APPSC reportedly do not.

Group I exam: Aspirants moves Telangana HC on ‘irregularities'
Hyderabad: A division bench of Telangana high court on Wednesday refused to interfere with the single judge order related to appointments to the Group I posts for which an examination was conducted by TGPSC. The court directed the petitioners in a writ appeal to approach the single judge hearing similar matters. After the division bench directed the petitioners to approach the single judge hearing the matter, Justice Namavarapu Rajeshwar Rao took up the writ appeal and similar petitions and posted the matter to Thursday for further hearing. The petitioners contended that there were irregularities in conducting the examination and in allotting centres to certain candidates. They alleged that candidates who were seated side by side during the examination scored the same marks in the final results announced by TGPSC. They also contended that there were irregularities in allotting woman candidates to certain centres exclusively for women. The judge also sought details of how many evaluators who evaluated the answer scripts were proficient in the Telugu language and how many candidates who wrote the examination in Telugu qualified. In response, the counsel for the TGPSC submitted that since the examination was in descriptive form, no key would be supplied, and only subject experts were picked for the evaluation of the answer scripts. Further, responding to the contentions of the petitioners, the TGPSC counsel informed the court that a vicious campaign was going on to derail and delay the entire recruitment process. "The whole idea is to scuttle the process. But we will satisfy the court on the issue in confidentiality," the counsel informed the court.

Telangana HC quashes plea against Group-I results
HYDERABAD: Justice Nagesh Bheempaka of the Telangana High Court on Monday dismissed a writ petition filed by K Muthaiah and 18 others challenging the evaluation and result publication process of the Telangana State Public Service Commission (TGPSC) Group-I Mains Examination, 2024. The court also imposed costs of Rs 20,000 on the petitioners, payable to the court masters and personal secretaries to the judges association. The court further directed the Registrar (Judicial) to initiate prosecution proceedings against the petitioners for allegedly submitting false statements under oath in paragraphs 6 and 7 of the writ affidavit. The petitioners had sought a declaration that the evaluation process of the Group-I Mains, conducted from October 21–27, 2024, was arbitrary, biased, opaque, and procedurally flawed, alleging violations of Articles 14, 16, and 21 of the Constitution. They requested the court to order a fair and transparent re-evaluation of the answer scripts. However, Standing Counsel for the TGPSC raised a preliminary objection, contending that the petitioners had relied on fabricated documents. It was highlighted that the memorandum of marks presented by the petitioners contained discrepancies, including redacted information and inflated scores. For instance, the memorandum claimed a candidate had secured 329.5 marks, including 122 marks in Paper 7, despite the official website indicating that the highest score in that paper was 100. Further scrutiny revealed that the candidate cited by the petitioners was neither a petitioner nor had independently raised any grievance regarding his marks before the TGPSC or the court. The Standing Counsel argued that had a substantial irregularity occurred, the candidate concerned would have pursued redress. Justice Bheempaka, concurring with the submissions, observed that the document in question appeared to be fabricated and that the petitioners had misled the court. However, he emphasised that the issue of fabrication would be conclusively determined following an appropriate inquiry. In view of the misconduct, the court held that the petitioners were not entitled to relief under Article 226 of the Constitution and dismissed the writ petition. It also accepted Standing Counsel's request to initiate prosecutorial action against the petitioners for abusing the judicial process.

TGPSC files appeal against Group-1 recruitment
Hyderabad: The TGPSC on Monday filed an appeal challenging the interim orders issued by the single bench of Justice Namavarapu Rajeshwara Rao to temporarily stop Group-1 recruitment. The Chief Justice bench will hear the petition on April 29. Some candidates have approached the court alleging irregularities in Group-1 recruitment. The petitioners alleged that the evaluation of the Mains exams was not done properly; rules were not followed in allocation of the examination centres. The bench which recently took up the case issued interim orders to temporarily stop the recruitment. However, it gave an opportunity to examine certificates. TGPSC filed a petition in the CJ's bench challenging the orders. The TGPSC counsel told the bench that an appeal had been filed in the CJ's bench. Hence, Justice Rao adjourned the hearing on the same issue scheduled for Monday to Wednesday. The judge directed the Registrar (Judicial) to initiate prosecution against the 19 Petitioners / unsuccessful candidates for 'falsely deposing on oath' before court. The ground on the judge imposed the fine is they cited the hall-ticket of a candidate (no. 240920176) in the petition stating marks of the candidate were reduced from 329.5 to 192.5 and alleged that there was irregularity and discrepancy during evaluation. Though, Justice Bheemapaka pointed out that the candidate is neither a party in the petition nor had he approached the TGPSC with a grievance that his marks were reduced. This false contention of the petitioners led to imposition of cost of Rs. 20,000 and prosecution. Moreover, eight of the petitioners are government employees (State and Central) and initiation of prosecution against them will go against them in the future service. The judge 'dismissed' the writ filed by K Muthaiah, a railways employee and 18 others, who appeared for Group-1 mains exam, but could not get a rank.

₹20,000 costs imposed on petitioners seeking re-evaluation of Group-I mains scripts
Justice Nagesh Bheemapaka of Telangana High Court on Monday imposed costs of ₹20,000 on 17 persons who filed a writ petition seeking re-evaluation of their answer scripts of Group-I services mains examination. The judge directed the Registrar (Judicial) of the HC to initiate prosecution against the petitioners for falsely deposing on oath about marks obtained by one candidate in the mains examination. The costs should be paid to the Court Masters and Personal Secretaries to the Honourable Judges Association, the judge said in his order. The petitioners contended that the evaluation of answer sheets of the Group-I mains examination was biased, opaque and procedurally flawed. Claiming that such evaluation was violative of Articles 14, 16 and 21 of the Constitution, the petitioners requested to the Bench to instruct the Telangana State Public Service Commission to re-evaluate the mains papers. To substantiate their claims, they had mentioned in the writ petition that one candidate with hall ticket no 240920176 originally got 329.5 marks but the same got reduced to 192.5 marks after re-evaluation/recounting. TGPSC standing counsel Rajashekhar informed the Bench that the candidate with the said hall ticket number was not among the petitioners. The candidate with the said hall ticket number did not approach the HC complaining about reduction in marks. He did not complain with the TGPSC either. It was improbable that such an irregularity would go unchallenged by the candidate, Mr. Rajashekhar argued. The judge observed that the petitioners presented a fabricated document and falsely averred based on such document. The truth behind the fabrication would eventually found out after due inquiry, the judge said in the order.
