Odisha government directs HEIs to establish Shaktishree Empowerment Cells

BHUBANESWAR: Colleges and universities under the Higher Education department have been asked to establish Shaktishree Empowerment Cells by August 25. It is part of the Shaktishree initiative announced by Chief Minister Mohan Charan Majhi last month to ensure safety of women in public higher education institutions. In a letter to all the vice-chancellors and college principals on Saturday, director of higher education Kaliprasanna Mahapatra said the Shaktishree Empowerment Cells will be established as a permanent, round-the-year body in all colleges and universities across the state. The student-led cell will promote security, empowerment and safe environment on campuses for female students and staff. It will comprise a Shaktishree Sanjojika (female faculty member), Shaktishree Saathi (peer leader among girl students), and female class representatives from both UG and PG classes. A calendar of activities will be prepared for the cells which will include addressing issues related to gender-based violence. These cells will conduct a six-day training programme on self-defence, legal rights, and mental health. Apart from constituting the cells, the institutions have been asked to select Shaktishree Saathis after constituting screening committees for the purpose. The Saathis will coordinate with the Shaktishree Sanjojika to conduct training sessions and workshops on campus safety, selfdefence, among other things. The Shaktishree initiative not only aims to prevent atrocities but also empowers female students through self-defence training, legal awareness, and mental health support. It is designed to create a robust safety framework across 16 universities and 730 government and aided colleges under the Higher Education department. As a part of the initiative, a dedicated app will also be developed to provide access to internal complaints committees (ICCs), facilitate anonymous complaint registration via text, audio, or video, mental health support through Tele-MANAS, and an SOS button for immediate assistance. The app will also connect students to local committees for unresolved issues.

Bagalkot: Allegedly irked by her male classmates' ragging, a BA girl student allegedly died by suicide at Guledagudda in Bagalkot district, on Saturday. She mentioned some boys' names in her death note. The deceased is Anjali Mundas,21, who allegedly died by suicide at her home. She was ragged on Friday. "Mistaking my friendship with a boy, they abducted me in PU college room No. 21. They became an obstacle for my life. They should not be left unpunished," she added. Mundas was pursuing her BA final year in Bhandari College, Guledagudda. Bagalkot SP Sidharth Goyal said that Guledagudda police have registered a case. "Since it's a mental harassment case and the accused are also students, we are investigating it thoroughly. We are also checking CCTV footage of the college premises," he added. A 15-year-old boy housed in a de-addiction and rehabilitation centre for children at Thirukanurpatti in Thanjavur district allegedly ended his life in at the centre on Tuesday. A native of Thirunageswaram in Kumbakonam, the boy's parents were no more. Prior to being housed at the centre, the boy was earlier accommodated in a home situated on the Pudukottai road at Thanjavur and was studying class IX in a school. In mid-July, the boy jumped over the perimeter wall of the home and allegedly tried to break the glass pane of a car parked there and attempted to steal the items. The car owner lodged a complaint with the home. A day later, the boy went missing and was traced the same night. He was subsequently accommodated in the de-addiction and rehabilitation centre for children at Thirukanurpatti through the Child Welfare Committee. Police sources said the boy apparently was under stress and resorted to the extreme step of ending his life in the room. The body was sent to Thanjavur Medical College Hospital for autopsy. Vallam police have booked a case under section 194 of the BNSS and are investigating the case. iStock Representative Image India faces a critical shortage of trained psychiatrists, psychologists and psychiatric nurses, raising concerns about equitable access to mental health. As per the World Health Organization, there should be 1.7 psychiatrists per 100,000 population. However, the current ratio in India is only about 0.75 psychiatrists per 100,000 people, as per the Indian Journal of Psychiatry. The government's Tele-MANAS helpline, launched in 2022, has received more than 2.38 million calls so far, offering support in 20 Indian languages. ELEMENT 3 Shortage of psychiatry seats The country has 1,300 MD (Psychiatry) seats across medical colleges for a population of 1.43 billion. While the number has increased 138% to 74,306 from 31,185 before 2014, mental health specialisations continue to institutes are offering Clinical Psychology there are 13,86,150 registered allopathic doctors in the country. ELEMENT 4 Clinical psychologists and nurses As per data from the Rehabilitation Council of India, there are only 4,309 clinical psychologists and 801 rehabilitation social workers registered in India. The WHO recommends 0.7 social workers per 100,000 population. In 2024-25, the National Medical Council started a BSc Clinical Psychology (Hons.) course, approving 19 universities to increase manpower in clinical psychology. As per NMC website, approximately 1,300 MD psychiatry seats are available in various medical colleges. Psychiatry has now been made a compulsory subject with a dedicated question paper in MBBS. Police begin probe into death of teenager in Tiruvallur district

The Vengal police in Tiruvallur district are investigating the suspicious death of an 18-year-old youth who had gone missing a week ago. His body was found on the railway track. Relatives staged a protest alleging foul play in his death. The victim has been identified as S. Vijaykumar of Komakkambedu within the Vengal police station limits. He went missing from home on July 25 and his parents lodged a complaint. The Government Railway Police, Tiruvallur recovered the body on July 26 and sent it to the Government Tiruvallur Hospital. The body was identified by his parents. Citing injury marks on his body, his relatives staged a protest seeking a probe into the youth's death. The police said he could have ended his life and further investigation was on.
