SC to hear plea on restoration of Jammu & Kashmir statehood on August 8
New Delhi, Aug 5 (UNI) The Supreme Court is scheduled to hear on August 8 a petition seeking the restoration of statehood to Jammu and Kashmir, which was downgraded to a Union Territory in 2019 following the abrogation of Article 370 of the Constitution. The matter was mentioned today before a Bench comprising Chief Justice of India (CJI) BR Gavai by Senior Advocate Gopal Sankaranarayanan, who urged the Court to retain the matter on the cause list for August 8. 'The date shows as August 8. Let it not be deleted,' he submitted. The Bench agreed to keep the matter listed. The plea has been filed by Zahoor Ahmed Bhat, a college teacher, and Khurshid Ahmad Malik, a political activist. It challenges the delay in restoring full statehood to the region, contending that the prolonged Union Territory status undermines the democratic and constitutional rights of its residents. The petitioners argue that holding elections and forming a Legislative Assembly before granting statehood would be contrary to the principle of federalism, a part of the basic structure of the Constitution, as laid down in the landmark Kesavananda Bharati case. They emphasise that full statehood must precede any meaningful legislative process to ensure representative governance. The former state of Jammu and Kashmir was stripped of its special constitutional status on August 5, 2019, through the abrogation of Article 370. Subsequently, Parliament passed the Jammu and Kashmir Reorganisation Act, 2019, bifurcating the state into two Union Territories, Jammu and Kashmir (with a Legislative Assembly) and Ladakh (without one). The Supreme Court, in its December 2023 judgment, upheld the constitutional validity of the abrogation of Article 370 and declined to strike down the reorganisation of the region. However, the Constitution Bench, headed by then CJI DY Chandrachud, did not conclusively rule on the legality of converting a full-fledged state into a Union Territory, terming it a 'transitory arrangement.' During the hearings, Solicitor General Tushar Mehta had assured the Court that the Union Territory status of Jammu and Kashmir was temporary and that statehood would be restored in due course. This statement was noted and recorded by the Court in its final judgment. Despite this assurance, no concrete timeline has been provided by the Centre so far, prompting fresh concerns and legal challenges. The current petition seeks to revisit the issue in the light of these developments. Notably, in recent months, political activity in the region has intensified. A coalition government comprising the National Conference, the Indian National Congress, and independent legislators currently holds sway in the newly constituted Legislative Assembly of the Union Territory. The upcoming hearing on August 8 is expected to revive the constitutional and political debate around Jammu and Kashmir's future status within the Union of India. UNI SNG AAB

Wathnan Racing extend Royal Ascot haul in presence of King Charles III
Tribune News Network Ascot (England) In presence of King Charles III and Queen Camilla, Wathnan Racing on Saturday extended their impressive haul and success in the 2025 edition of Royal Ascot as Lazzat (Territories) delivered a bold front-running display to win the Gr.1 Queen Elizabeth II Jubilee Stakes over 1200 metres on the final day of the royal meeting. King Charles III presented the trophies to Ali bin Yousef Al Kubaisi, Ali bin Youself Al Romaihi and Oliver Tait, who received it on behalf of Wathnan Racing. The four-year-old gelding is trained in France by Jerome Reynier, was ridden by James Doyle, and now races in the colours of Wathnan Racing, who purchased him following his impressive win in the Listed Prix Servanne at Chantilly last month. Already a top-level winner in the Gr.1 Prix Maurice de Gheest at Deauville last summer, Lazzat added a second Group 1 success to his record and confirmed himself among Europe's elite sprinters. The victory also completed a memorable double on the day for both Wathnan Racing and jockey James Doyle, following their earlier win in the Listed Chesham Stakes with Humidity. Quickly into stride, Lazzat went straight to the front and set an even pace. After two furlongs, the field split into two groups, Lazzat leading the far side, while Storm Boy (Justify) took up the running on the near side, tracked closely by Japanese challenger and race favourite Satono Reve (Lord Kanaloa). As the race developed and the pace lifted, it quickly became a duel between Lazzat and Satono Reve, the pair pulling clear of the rest. Lazzat began to edge across the track toward the near side rail in the final stages, joining the favourite. But despite the drift, he had more to give, finding extra under pressure to win by half a length. Satono Reve finished second, while Flora Of Bermuda (Dark Angel), also representing Wathnan Racing, finished strongly to take third. Bred by Sumbe, Lazzat is out of Lastochka (Australia), a winner over 1600m at two. Lastochka is out of Lashyn(Mr Greeley), a winner over 2000m at three, who herself is a daughter of Sleepytime (Royal Academy), winner of the Gr.1 1000 Guineas over 1600m at three. Sleepytime is a half-sister to Hathal (Speightstown), a Gr.1 winner over 1600m at four, and to Gentleman's Deal (Danehill), winner of the Gr.3 Winter Derby over 2000m at six.

Physical development in KL must be balanced with social needs
KUALA LUMPUR: Physical development in Kuala Lumpur must be balanced with social needs to ensure the city remains conducive and liveable for all generations, said Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa. She said rapid development must also be accompanied by the capacity of the education system, basic amenities, and support for the local community structure. 'Without a doubt, rapid development in Kuala Lumpur will continue to expand, but the need to align development approvals with the readiness of supporting infrastructure such as schools, clinics, road networks, public transport pressure and green spaces must be considered from the earliest stages of planning. 'The siloed approach between developers and local authorities must be replaced with comprehensive planning that considers the overall impact on the area,' she said in a Facebook post today. Earlier, Dr Zaliha chaired the Federal Territories Ministerial Council Meeting, which serves as an engagement platform between her and Kuala Lumpur MPs, together with agencies such as the Federal Territory Kuala Lumpur Education Department (JPWPKL) and PLANMalaysia, to discuss development policies for the federal capital. 'Unlike other states which have executive councillors and assemblymen, the federal territories require a more dynamic approach to policy coordination between the federal government and MPs. As such, this meeting also served as an engagement session with the JPWPKL and PLANMalaysia to foster a stronger and more responsive understanding of policies that reflect on-the-ground realities. 'I also stated that the involvement of MPs in development issues must be more pragmatic, taking into account data, long-term impacts and environmental readiness, and not merely driven by perception or populist approaches that could only affect policy adaptation,' she added. In a related development, Dr Zaliha said she received a courtesy call today from Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing to strengthen strategic cooperation in the tourism sector within the federal territories. The discussion between the two ministers focused on efforts to elevate Kuala Lumpur, Putrajaya and Labuan as the country's premier tourism destinations, each with their own unique strengths. She also invited the Ministry of Tourism, Arts and Culture (MOTAC) to collaborate in promoting the Borneo Flora Festival, which will be held in Labuan for the first time, with a target of attracting over 50,000 visitors. In addition, Putrajaya Corporation and Tourism Malaysia have also been asked to refine the development of more creative new tourism products in Putrajaya, with the aim of extending tourists' stays and offering fresh and unique experiences to encourage returning visitors.
