Muskoka's ‘Sir-Mix-A-Lot' isn't rapping, it's remixing organic waste

How is the District of Muskoka engaging residents when it comes to waste management? Asking them to choose the name for the newest compost machine. Of the options — 'Compost Malone,' 'Dirt Reynolds,' 'Tina Turner,' 'The Turninator,' and 'Lord of the Rinds' — the name 'Sir-Mix-A-Lot' won with the most votes. The district's investment in this high-tech piece of machinery means less waste in landfills, fewer odours, and healthier soil for parks and gardens, according to Colin Mitchell, the district's supervisor of solid waste. 'It's nice and easy to use,' he said. 'It aerates everything … because the drum is a lot bigger and it chops and chews everything up.' Since the district implemented its clear bag program earlier this year, there has been a 51 per cent increase in tonnage of green bin organics collected at the curb . Due to the increase of organics, the new composter is being put to good use. The official name of the machine is BACKHUS A 38 , which is used as a powerful tool to keep methane out of the atmosphere and turn organic waste into a community resource. 'We give away quite a lot of compost every year,' Mitchell said. The AA-grade compost can be picked up at the Beiers Transfer Station and Rosewarne Landfill , free of charge. Residents are encouraged to bring a shovel and container to collect some for their gardens. 'We also use the compost for projects of our own,' Mitchell said. 'Some of our old landfills that are closed, we'll refurbish them and then put compost on top to get vegetation back again.' Muskoka is home to 33 former landfill sites, originally created by the smaller municipalities. In the 1990s, the district took over responsibility for waste management across the region. Today, the AA-grade compost produced by Sir-Mix-A-Lot is used to restore these old landfill areas, Mitchell explained. Applied to the soil, the compost supports revegetation by improving stability, boosting water retention, and adding essential nutrients. Mitchell said the benefits of the new composter are hard to count. In addition to producing nutrient-rich compost for residents, the machine uses less fuel than its predecessor — and most importantly, it helps keep organic waste out of the landfill. But all of this depends on residents following waste guidelines. 'Please, only compost what's meant to be in the compost,' Mitchell said as a message to those across Muskoka who are using their green bins. Non-compostable items — like rope, tarp fragments, and plastic — keep ending up in green bins. The issue is that these materials get tangled in the turning mechanisms of the composter. Mitchell said staff try to catch as much as they can, but some items still make it through. When that happens, the machine has to be shut down so the debris can be cut out. The district urges residents to check its website or view the Waste Wizard tool to see exactly what belongs in the compost. She relinquished her citizenship in late 2013, approximately ten years before her death and resided in Switzerland at her death. Despite being a noncitizen of the U.S. at her death, Turner may have been subject to U.S. income and estate taxes depending upon whether she was considered a covered expatriate and whether she had assets that would be considered U.S. assets taxable in her estate. The impact of the estate tax could deplete 40% of the assets subject to tax at her death. Given her substantial wealth, it is likely that she engaged in significant planning that minimized or eliminated any tax exposure regardless. However, if she had made transfers either during her lifetime or at death to any U.S. beneficiaries, significant tax compliance and payment obligations could have resulted for both the beneficiaries and her estate. The following is a brief overview and some of the common considerations for expatriates in similar situations where they may not consider having the U.S. tax system apply even where they have no direct investments in the U.S. IRC Section 2801 imposes a tax on U.S. citizens or residents on the receipt of "covered gifts" or "covered bequests" from individuals who fall within the definition of a covered expatriates. The tax is imposed on all transfers, whether during the expatriate's lifetime or at death, as an estate tax. The law provides that the individual would be a covered expatriate if any of the following apply: (1) Had an average annual net income tax liability exceeding a specified threshold aligned with an inflation adjusted amount for five years preceding the date of expatriation, (2) Had a combined net worth of $2 million or more on all assets globally on the date of expatriation, or (3) Was noncompliant with U.S. tax obligations for five years preceding expatriation. Tax obligations extend beyond income tax to certain excise taxes as well that may be considered with personal income tax obligations. Section 2801 imposes the highest estate tax rate in effect at the time of the gift or bequest. This rate is currently 40%. In January 2025, the U.S. Congress issued final regulations on the taxation of gifts and bequests from covered expatriates. These regulations introduced the filing of a new Form 708 to report these transfers. Form 708 must be filed by U.S. recipients of covered gifts or bequests by the 15th day of the 18th month following the end of the year in which they received the covered gifts or bequests. Noncompliance subjects the recipients to significant penalties. The trust classification controls whether transfers made to trusts by covered expatriates fall within the purview of the reporting requirements and tax: In addition to other factors, compliance and tax exposure for transfers from covered expatriates should be considered in structuring trusts and making elections. Regulations under Section 2801 were passed nearly seventeen years after the statute and the scope of some provisions, especially their retroactive applicability remains uncertain. To prevent cumbersome audit issues and potential noncompliance complications, it is prudent to consider: Continued increase in expatriation makes consideration of the broader tax implications and application of covered expatriate rules significant. Celebrities and public figures face additional challenges in terms of asset location and valuation because of rights of publicity (name, likeness, and image rights) which may be deemed to be located in the U.S. even though all their assets are abroad. These issues also arise with other intangibles such as cryptocurrency, artificial intelligence, and technology. Careful asset protection and planning well before any expatriation can be critical to avoid unexpected surprises.

'The weight is heavy but the message is important': Fleur East on becoming Tina Turner

After seven sell out years in the West End, Tina: The Tina Turner Musical is to close in September, but not before one final embodiment of the Queen of Rock and Roll. The singer-turned-presenter Fleur East will make her theatrical debut next month when she steps into the stilettos of Tina Turner - all while presenting her 6am breakfast show on Hits Radio. "At first I felt like I was slotting into this iconic company that exists and this music that has been around for 7 years, but now I feel like I have a responsibility to go out with a bang and do Tina Turner's story justice" says Fleur. And that story is an important one. The musical charts the life and legacy of Tina Turner from her humble beginnings in Nutbush Tennessee, to her abusive relationship with the much older rock and roll musician Ike Turner in the 60's, to her iconic performance in front of 18,000 adoring fans at the Maracana Stadium in Rio de Janeiro, Brazil which would go on to make history for having the largest paying audience for a single artist at the time. "It's very heavy at times because there are some real serious scenes that I have to be involved in, and I can feel that and the weight of it is heavy, but it helps me realise how important the message is and why it's such an incredible role to play," Fleur says. Speaking at rehearsals in London, Fleur continues: "It opens with the scene of Tina at the bottom of the stairs, she's about to perform in Rio, it's an epic performance, she's got the red leather dress on and the iconic Tina hair. Then we go to the beginning where it all began and we see Tina's story and understand her background, her roots and what makes Tina the woman that she is... by the end it's a perfect journey because you learn every single facet of her." But in a saturated market where it can feel like every new musical is either based on the life of, or set to the music of, what makes Tina: The Tina Turner Musical special is that is was made in association with the woman herself. Today, the shows director, Phyllida Lloyd who also brought us blockbusters like The Iron Lady and Mamma Mia!, reveals how her story so nearly never made it to the stage. "Tina didn't want it to happen at first," Phyllida says. "She said she got so many letters from people saying what an inspiration she'd been to them, not just her music, but her life story and felt if she could go on inspiring people to make that blow for freedom that she made then it would be worth trying to make the musical." Since it's opening in the West End in 2018 - which Tina herself was present for - eight million people have watched eight women embody the music legend. Tina passed in 2023 aged 83 and today the musical serves as a homage to her strength and talent. But how do you know someone is cut out to play the Queen of Rock and Roll? "Spontaneity" says Phyllida, "You are looking for the most positive spirit you could possibly find, a triple threat, someone who can dance sing and act, so that's the miracle of Karis and Fleur who haven't come from this world of drama." Next month, when Fleur walks out on stage at London's Aldwych Theatre, she'll undoubtably be aware of the big boots she has to fill - she is sharing the role with performer Karis Anderson who has been playing the musical icon for the last five years. But, this is not the first time Fleur's world has collided with the Queen of Rock's. During her stint on The X Factor, where she first rose to prominence, Fleur performed Turner's A Fool in Love.A year later on her debut album Fleur penned a tribute to the singer in her song Kitchen writing "What's love got to do with it, Tina, Tina, Tina, turn it up". Then in 2023 following her participation in Strictly Come Dancing, Fleur returned to the dancefloor to perform a tribute to Tina alongside Beverly Knight and Laura Mvula. Today she says it feels like a full circle moment. "I feel like I've definitely channeled Tina over the years as a performer. I've studied Tina, her dynamic energy, just the way she would come alive on stage. I've watched so many performances of hers. So for me, it does feel like a full circle moment. It feels like Tina has always been with me as a performer and as a singer, it's a real honour." Fleur will perform in the musical from Tuesday 24 June to Saturday 13 September 2025 marking the end of its West End run.
