Kazakhstan and Turkey discussed an increase in oil exports via BTC

MOSCOW/ASTANA, July 30 (Reuters) - Talks between Kazakhstan's President Kassym-Jomart Tokayev and Turkish leader Tayyip Erdogan on Tuesday included a possible increase in Kazakh oil exports via the Baku-Tbilisi-Ceyhan (BTC) oil pipeline, the press service of the head of Kazakhstan reported. "The delegations discussed issues of cooperation in the energy sector, including prospects for increasing exports via the Baku-Tbilisi-Ceyhan oil pipeline," the statement said, without providing additional details. The agenda of Tokayev's visit to Turkey for a meeting of the two countries' high-level strategic cooperation council also included cooperation in power generation, agriculture and mining. Kazakhstan increased oil exports via BTC in the first half of 2025 by 12% compared to the same period last year to 785,000 tons (34,000 barrels per day), according to the state statistics. Oil is delivered to Baku by tankers via the Caspian Sea from the port of Aktau, which would need upgrading to increase export levels. Also, oil exports via BTC are limited by the quality requirements for Kazakh crude to join the pipeline. Kazakhstan in its development plan until 2029 considered the possibility of building a trans-Caspian oil pipeline and marine terminals on the Kazakh and Azerbaijani coasts of the Caspian Sea. Kazakhstan, whose main income comes from oil exports, is the world's biggest landlocked country, and the two main routes for exporting its oil to international markets pass through the Russia to its Black Sea and Baltic ports. Exports of Kazakh oil circumventing Russian ports made up just 5.9% of the total exported volume of 32.6 million tonnes in the first 6 months of 2025 and this share remained unchanged from 2024, according to state statistics. In 2022, President Tokayev called for an increase of oil exports bypassing Russia. Following this, Kazmunaigaz and Azerbaijan's state oil company SOCAR concluded an agreement, envisaging the transport of 1.5 million tonnes of oil per year from the Tengiz oil field to the BTC.

Key Country Wooed by China, Russia Responds to New Trump Tariffs

Kazakhstan, whose close ties with Russia and China have made it a significant regional player in Central Asia, has said it is ready to reach a compromise with the Trump administration over tariffs due to take effect next month. Kazakh President Kassym-Jomart Tokayev sent a letter to Trump expressing a hope for a "rational solution to trade issues," according to Russian state media outlet TASS. Trump's tariffs on countries which are aimed at what the U.S. president has said would rebalance trade, include 25 percent levies on Kazakhstan, whose natural resources are critical for both its neighbors, Russia and China. Newsweek has contacted the White House for comment A former Soviet republic, Kazakhstan still has a close relationship with Moscow although its president, Tokayev has notably not backedVladimir Putin's full-scale invasion of Ukraine and signaled a pivot toward Beijing. China is eager to buy the huge amounts of nickel, copper, lithium and other so-called critical minerals in Kazakhstan for its electric vehicles and batteries. Moscow in turn has asked Kazakhstan to supply the country with gasoline in case of shortages caused by Ukrainian drone strikes on Russian energy facilities. Takayev's comments show he seeks to strike a favorable deal with the U.S. that rivals both China and Russia. Trump this week published letters on his Truth Social account about duties on goods coming into the U.S. from other countries in a policy he says would rebalance trade. Kazakhstan was among the first countries whose letters he addressed with tariffs on goods entering the U.S. from the country set at 25 percent from August 1. This is lower than many countries, but Trump's comments have hinted that negotiations over this next three weeks could change matters. Tokayev said in a statement he was ready for "a constructive dialogue" to develop a rational solution to trade issues and was confident of a "compromise on the trade problem." Tokayev also said Astana views Washington an important trade and investment partner and wanted "fair, predictable, mutually beneficial trade ties." Last year, there was $4.2 billion worth of trade turnover between Kazakhstan and the U.S. and between January and May 2025, $1.26 billion, including exports of $418.2 million. Astana has said that duties will not affect 95 percent of Kazakhstan's exports to the United States, including oil, uranium, silver, metal alloys, tantalum, and titanium 7. A statement by the press service of Kazakhstan president Kassym-Jomart Tokayev "confirmed our country's readiness to continue a constructive dialogue in order to develop a rational solution to trade issues and expressed confidence in reaching a compromise on the trade problem." Trump has warned that if any country introduces retaliatory duties, Washington would increase its tariff rates. Tokayev's comments suggest that like other countries, Kazakhstan will seek to get a deal with the U.S. over the line in the next three weeks. Kazakhstan seeks compromise with US on new 25% tariffs

ALMATY: Kazakh President Kassym-Jomart Tokayev has expressed readiness for constructive talks with US President Donald Trump following the imposition of new 25% reciprocal tariffs on certain Kazakh exports. The move is part of Trump's broader trade policy adjustments under the 'America First' agenda. Starting August 1, select goods from Kazakhstan will face the higher tariff rate, though key exports like oil, uranium, and silver remain exempt. The Kazakh trade ministry confirmed that these commodities, which dominate bilateral trade, will not be affected. In a letter to Trump, Tokayev emphasized Kazakhstan's willingness to negotiate a balanced resolution. 'Tokayev expressed confidence in reaching a compromise on the trade issue,' the presidential press service stated. Trade between the two nations reached $4.2 billion in 2024, marking a 4% increase from the previous year. Crude oil remains Kazakhstan's top export to the US, constituting 56.2% of total shipments, followed by uranium (16.4%) and silver (12.2%). Ferroalloys, tantalum, and related products make up smaller shares. - Reuters
