Bhubaneswar: The Bhubaneswar Metro rail project has encountered a setback with the Delhi Metro Rail Corporation Limited (DMRCL), its consultant, terminating the contractor for construction of the first phase. Gurgaon-based Ceigall India Limited was awarded the contract through a tender last year. In a stock exchange disclosure on Saturday, the engineering company, which received the letter of acceptance for part design and construction of the viaduct and six elevated stations in the first phase, said the termination letter was issued on Friday. The first phase of the project, covering six stations — Nandan Vihar, Raghunathpur, Nandankanan, Barang, Phulapokhari and Trisulia — was to be executed at a total cost of Rs 898.99 crore. "Employer has scrapped the project. We are approaching for damages/claims/compensation as per the remedies available under contract agreement and other legal recourse," the disclosure read. Earlier, Union minister of state for housing and urban affairs Tokhan Sahu had informed the Lok Sabha that the Centre had not received any proposal for Metro from the Odisha govt. Mahapatra further said that an inter-ministerial committee has been formed for the project and its first meeting has already been held. "We will discuss the revised plan and proceed with the project accordingly," he added. Social media was abuzz over the development with many criticising the way the project is being handled, while another section expressed hope that the govt will come up with a revised plan. "Yes, Metro rail is necessary for Bhubaneswar due to its rapid urban growth, rising traffic congestion and increasing population. The current transport system is not sufficient to handle future demand. A Metro system will provide a fast, reliable option," posted Satyaban Rout on X. 1 2 Bhubaneswar: The Bhubaneswar Metro rail project is notably absent from the list of metro rail proposals either received or sanctioned by the Centre, according to a reply by Union minister of state for housing and urban affairs, Tokhan Sahu, in the Lok Sabha on Friday. Over the past five years, the Centre received 17 proposals, including those submitted this year, but Bhubaneswar's project is not among them. In response to a query from Bharat Mathukumilli, Sahu informed the Lok Sabha that 24 metro projects are currently at various stages of implementation, in addition to the 17 approved by the Centre. Odisha's housing and urban development minister, Krushna Chandra Mahapatra, explained that the previous BJD govt did not submit a proposal for Bhubaneswar Metro because it intended to undertake the project independently, without central assistance. However, the current BJP govt plans to seek the central aid and will submit a proposal in due course. Mahapatra emphasised that the govt is earnestly planning a viable Metro project for the state capital, clarifying that the absence of a proposal submission to the Centre does not indicate lack of seriousness. "We have reimagined the Metro train project differently from the past govt's plan, which was not feasible. However, Mahapatra questioned the viability of such a route. "Why would people travel from the airport to Trisulia Square?" he asked. An inter-ministerial committee meeting on the new plan has already taken place, with a second review scheduled. "Once the committee meets and finalises, the next steps will be determined. It cannot proceed without the Centre's assistance," Mahapatra added.

In a major shift towards e-mobility, 10 tier II cities of the state will soon get e-buses under the PM-eBus Sewa scheme These buses are given on a rental basis to the state-run transport corporations. Replying to an unstarred question from Rajya Sabha member Veerendra Heggade in the ongoing Parliament session, Union minister of state for housing and urban affairs, Tokhan Sahu, informed that five cities-Mysuru, Hubballi and Dharwad, Kalaburagi, Belagavi, and Mangaluru-will get 100 buses each. Five medium-sized cities, i.e., Shivamogga, Vijayapura, Ballari, Davanagere, and Tumakuru, will get 50 buses each. In his reply, the minister made it clear that as per the scheme guidelines, Udupi and Bengaluru cities are not eligible for the benefit. State transport minister Ramalinga Reddy said that under the scheme, buses are not sanctioned to the state. "Instead, these buses are given to private firms, and we take them on a rental basis," he said. Experts hope 750 buses to secondary cities will likely improve public transport infrastructure. "It is a good move to fight climate change," said Bhamy V Shenoy, an energy expert and civic activist from the city. "Hundred buses for a city like Mysuru is not enough. But it is a good beginning. E-buses are expected to attract young commuters who are now dependent upon private vehicles. KSRTC must utilise these buses to cater to unserved areas," he said.

5,100 houses demolished by DDA in three years, 3,000 households rehabilitated: Minister tells Rajya Sabha

A total of 5,185 houses were demolished in the Capital in the action taken by Delhi Development Authority (DDA) in the last three years, Union Minister of State for Housing and Urban Affairs Tokhan Sahu told Rajya Sabha on Monday. Of these, 3,043 households — and effectively 17,015 people — have been provided with alternative rehabilitation in the form of flats in Ashok Vihar, Kalkaji and Narela. According to Sahu, who provided the details in response to a question, the DDA has spent Rs 766 crore (excluding land cost) in building housing for the rehabilitation of slum dwellers. Considering an average household size of five, an estimated 25,000 people have been displaced due to such demolitions. A total of 1,896 households from the Bhoomiheen Camp in Kalkaji were allotted flats in the In-situ Rehabilitation (ISR) project at Kalkaji Extension. From slum clusters in Jailorwala Bagh in Ashok Vihar, Golden Park, Rampura, and Mata Jai Kaur, 1,404 households have been rehabilitated to the Swabhiman Apartments in Ashok Vihar. From a JJ cluster at Kalibari near RML Hospital, 103 families have been rehabilitated in Narela. The rehabilitation of slums in the city is governed by the Delhi Slum & Jhuggi Jhopri Rehabilitation and Relocation Policy, 2015, which was approved by the Cabinet in 2016. It prioritises in-situ rehabilitation to ensure alternative accommodation to a slum dweller on the same land or within a 5 km radius. To be eligible for rehabilitation, however, the slum must have at least 50 households, must have existed before 2006, and the slum dweller must prove residence in the slum before 2015. 'The transition from jhuggi living to life in a modern flat, cohesive group living, sense of community ownership of common resources like common area, lift, etc. and adapting to the changes' were the main challenges faced by slum dwellers in the rehabilitation process, according to the reply. There are 675 slum clusters in Delhi, according to the Delhi Urban Shelter Improvement Board (DUSIB). Of these, 376 occupy Central government land and come under the DDA's jurisdiction. DUSIB is responsible for rehabilitating the remaining 299 JJ clusters located on Delhi government land. Political parties estimate that roughly 50 lakh people, or close to a quarter of the total population, live in slums in the national capital.
