Floods displace over 3,000 persons in San Dionisio, Iloilo

Over 3,000 individuals in 14 barangays of San Dionisio town, Province of Iloilo have been affected by flooding due to intense rains dumped by the southwest monsoon (Habagat), and enhanced by Tropical Depression Crising. The residents have experienced the ill effects of intense rainfall since July 14, 2025. In an interview with Raygan Belite, head of the San Dionisio Municipal Disaster Risk Reduction and Management Office to GMA Super Radyo Iloilo, he disclosed that the affected barangays are Hacienda Conchita, San Nicolas, Cudionan, Tiabas, Sua, Tamangi, Tube, Pangi, Moto, Pase, San Pedro, Poblacion, Talo-ato, and Manduawak. A total of 961 families, or a total of 3, 230 individuals, has been affected. Of the said figure, at least 16 families or 66 individuals sought temporary shelter at an evacuation center, but have already returned to their residences, as of posting time.

Ten areas in Luzon are still under Signal No. 2 as Tropical Storm Crising continues to move towards mainland Cagayan, state weather bureau PAGASA reported Friday afternoon. According to PAGASA's 2 p.m. cyclone bulletin, the following areas will experience gale-force winds of 62 to 88 kph over the next 24 hours: Batanes Cagayan including Babuyan Islands Isabela Apayao Kalinga Northern and central portions of Abra (Manabo, Pidigan, San Juan, Tayum, Langiden, Boliney, Sallapadan, Bucloc, Lagangilang, Danglas, La Paz, Licuan-Baay, Tineg, Malibcong, Peñarrubia, San Isidro, Daguioman, San Quintin, Dolores, Lagayan, Bangued, Bucay, Lacub) Eastern portion of Mountain Province (Natonin, Paracelis) Eastern portion of Ifugao (Aguinaldo, Alfonso Lista) Ilocos Norte Northern portion of Ilocos Sur (Cabugao, Sinait, Magsingal, San Juan, San Ildefonso, Santo Domingo, Bantay, San Vicente, Santa Catalina, Caoayan, City of Vigan, Santa) Ten other areas have been placed under Signal No. 1 and may have strong winds of 39 to 61 kph over the next 36 hours: Quirino Nueva Vizcaya The rest of Mountain Province The rest of Ifugao The rest of Abra, Benguet The rest of Ilocos Sur La Union Northern portion of Pangasinan (San Nicolas, Natividad, San Quintin, San Manuel, Tayug, Sison, San Fabian, Pozorrubio, Laoac, Binalonan, San Jacinto, Manaoag, Mangaldan, Dagupan City, Binmaley, Lingayen, Labrador, Sual, City of Alaminos, Bolinao, Anda, Bani, Agno, Burgos, Mabini, Dasol, Calasiao, Santa Barbara, Mapandan, Bugallon) Northern portion of Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao, Baler, Maria Aurora) Northeastern portion of Nueva Ecija (Carranglan, Pantabangan) Tropical Storm Crising was last located at 135 kilometers east northeast of Tuguegarao City, Cagayan. Crising packs maximum sustained winds of 75 kph and gusts of up to 90 kph. PAGASA warned of heavy rainfall, gale-force winds enhanced by the monsoon, risks of storm surges, and rough sea conditions in several affected areas nationwide. A gale warning has also been hoisted over the northern seaboard of Northern Luzon. Landfall on Friday Meanwhile, minimal to moderate risk of storm surge with estimated heights of 1 to 2 meters was predicted in Batanes, Cagayan, Ilocos Norte, and Ilocos Sur. Crising will continue to move northwestward within the next 12 hours. It may make landfall over mainland Cagayan or the Babuyan Islands by Friday afternoon or evening. It is predicted to intensify into a Severe Tropical Storm by Friday afternoon, and exit the Philippine Area of Responsibility (PAR) at about the same time. Potential threats PAGASA is also monitoring the activity of Tropical Depression Crising and several tropical cyclone-like vortices that may develop into cyclones inside the PAR over the next two weeks. In its 2 p.m. threat potential forecast, PAGASA said Crising continues to move towards the northern Luzon area, while a tropical cyclone-like vortex may possibly form near northern Luzon within PAR. The said vortex has a high chance of developing into a cyclone within the forecast period of July 18 to 25. In the following days of July 26 to 31, this vortex is expected to move towards Taiwan-Ryuku as another one forms inside the PAR and the Tropical Cyclone Advisory Domain (TCAD), with a low chance of becoming a cyclone. A third vortex is expected to develop within the PAGASA Monitoring Domain (PMD), and may possibly be the remnants of Tropical Storm Crising. — VDV, GMA Integrated News

'Habagat' dumps over 80,000 drums of rainwater in Lapu-Lapu City

Rainwater estimated to fill 85,000 drums poured over areas of Lapu-Lapu City, based on rainfall monitoring of state weather bureau PAGASA. According to Engr. Jhomer Eclarino, PAGASA Visayas weather specialist, rainfall measured 17.0 mm or approximately 85,000 barrels on July 16, 2025, from 11 a.m. to 5 p.m. The amount of rainwater dumped on that day is estimated to have filled nearly seven Olympic-size swimming pools, Eclarino said. In addition, he said that moderate to heavy rainfall may be experienced afternoon on July 17, 2025, or toward the evening in Lapu-Lapu City, following intense southwest monsoon (Habagat) enhanced by Tropical Depression Crising. Meanwhile, Engr. Perla Amar, chief of Lapu-Lapu City Engineering Office said that because of ongoing drainage projects, the city will continue to experience flooding caused by torrential rains. She said it is further expected that floodwaters recede within three to four hours. Earlier, the City Engineering Office conducted cleanup and declogging activities in areas in Lapu-Lapu City, especially in the vicinity of the public market where tons of garbage that blocked the drainage line were collected.

The center of Crising was located 460 kilometers east of Baler, Aurora. It has maximum sustained winds of 55 kilometers per hour near the center and a gustiness of up to 70 kph. Signal No. 1 has been hoisted over 21 areas in Luzon as Tropical Depression Crising maintained its strength, state weather bureau PAGASA said on Thursday evening. The storm is moving northwestward at 15 kph and will continue to move in the same direction over the next 24 hours, said PAGASA. The state weather bureau said that Crising may make landfall over mainland Cagayan or the Babuyan Islands on Friday afternoon or evening, July 18. Crising is forecast to reach a tropical storm category on Friday morning and will continue to intensify until it reaches a severe tropical storm category on Saturday morning or afternoon, PAGASA added. 'Once Crising intensifies into a tropical storm, there is a likelihood that the hoisted wind signals will be upgraded to Wind Signal No. 2 over Cagayan, including Babuyan Islands, Apayao, Ilocos Norte, and the northern portions of Ilocos Sur, Abra, Kalinga, and Isabela. And, if forecast track shifts further north, including the southern portion of Batanes,' PAGASA said. - Image from: DOST / Pagasa MANILA: Tropical Depression Crising may make landfall in mainland Cagayan by Friday (July 18) night, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said. Crising was last spotted 335 kilometers northeast of Virac, Catanduanes, according to Pagasa's 5pm tropical cyclone bulletin on Thursday (July 17). The tropical depression was moving west-northwestward at 30 kilometers per hour, packing maximum sustained winds of up to 55 kph near the center and gusts of up to 70 kph. 'Crising will move generally northwestward over the next 24 hours. A landfall scenario over mainland Cagayan by tomorrow evening is possible,' Pagasa explained. 'Afterwards, it will move westward, traversing the northern portion of Northern Luzon, and turn west-northwestward until it exits the Philippine Area of Responsibility by Saturday afternoon,' it added. Pagasa further forecast that Crising will become a tropical storm by either Thursday night or early Friday morning. Meanwhile, several local government units (LGUs) have suspended classes for Friday in anticipation of inclement weather due to Tropical Depression Crising and the southwest monsoon, locally known as habagat. - Philippine Daily Inquirer/ANN
