Gadwal: The District Rural Development Officer, Mr. Narsinga Rao, has announced that special medical camps are being organized throughout the month of June at the District Government Hospital to issue new disability certificates and renewals for eligible persons with disabilities. These camps will be held every Tuesday, Wednesday, Thursday, and Friday during the month of June. Eligible individuals must pre-book their slots through MeeSeva centers before attending the camp. Those with confirmed bookings are instructed to appear on the scheduled date with all relevant medical reports, newly taken X-rays, and their UDID (Unique Disability ID). Failure to produce the required documents will lead to disqualification. Mr. Narsinga Rao further informed that the disability certificates will be issued on the same day to those who attend with complete documentation. The schedule for the camps is as follows: Tuesdays (June 3, 10, 17, 24): For individuals with visual impairments Wednesdays (June 4, 11, 18, 25): For those with physical disabilities Thursdays (June 5, 12, 19, 26): For individuals with both physical and mental disabilities Fridays (June 6, 13, 20, 27): For individuals with hearing and speech impairments The initiative aims to streamline the certification process and ensure timely support for differently-abled individuals in the district.

Since your son is diagnosed with autism, you are entitled to claim a fixed deduction of ₹ 75,000 per year under Section 80DD of the Income Tax Act. This deduction covers expenses related to medical treatment (including nursing), training, and rehabilitation of a dependent with a disability. Importantly, in the case of autism, the 40% disability threshold does not apply to claim this deduction. You will, however, need a valid medical certificate issued by a neurologist or a civil surgeon/chief medical officer at a government hospital, which must be filed using Form 10IA before filing your income tax return. If your son's condition is classified as a severe disability (more than 80%), the deduction increases to ₹ 125,000 per year. As for your second query, yes, you are correct—the clubbing provisions under the Income Tax Act do not apply in the case of a minor child with a disability as defined under Section 80U. Since autism is included in this definition, any income your son earns will not be clubbed with your income. This provides a significant financial planning advantage. Regarding estate planning, you can consider creating a special needs trust for your son's future. This can be done either: During your lifetime (an inter vivos trust), or Through your will (a testamentary trust, which takes effect after your passing). The trust deed should clearly outline the purpose of the trust, the appointed trustee(s), and how the funds are to be managed and utilised for your son's care. Govt reserves 4% central housing quota for employees with disabilities

The Centre has introduced a 4% reservation in the allotment of General Pool Residential Accommodation (GPRA) for its employees with benchmark disabilities. The new policy, announced by the ministry of housing and urban affairs, aims to ensure greater accessibility and equal opportunity in government housing. The directive, issued under the provisions of the Rights of Persons with Disabilities (RPWD) Act, 2016, states that all central government employees with benchmark disabilities—defined in Section 34 of the Act—will be eligible for priority allotment of GPRA, according to a statement. These include individuals with conditions such as blindness, low vision, hearing impairments, locomotor disabilities, cerebral palsy, leprosy cured, dwarfism, acid attack injuries, and muscular dystrophy. The central government provides about 109,474 residential units under the GPRA scheme across 347 colonies in 61 cities throughout India, shows government data. So, under the new policy, about 4,379 government residential units across the country will be reserved for eligible government employees with benchmark disabilities. Under the revised policy, eligible employees will receive priority in both initial allotments and requests for change of accommodation over the general unified waiting list, the statement said. The benchmark disability is determined as per Section 2(r) of the RPWD Act, which defines a person with at least 40% of a specified disability, either measurable or otherwise, certified by the competent authority. Describing the initiative as a landmark step towards inclusive governance, Minister of housing and urban affairs Manohar Lala Khattar said the measure reflects the government's commitment to equal opportunity for all, aligning with the broader vision of sabka saath, sabka vikas. The decision is also part of the Sugamya Bharat Abhiyan, which seeks to build a more accessible and barrier-free environment for persons with disabilities. 'The allotments will be processed through the government's automated system of allotment (ASA), and eligible applicants must place their bids every month on the eSampada website under the newly introduced Persons with Disabilities (PwD) category,' said Ravi Arora, joint secretary, housing ministry. 'A Unique Disability ID (UDID) card, issued by the government, will serve as valid proof of eligibility. Applicants are required to upload the UDID card to their profile on the eSampada portal, which will be verified by their respective ministries or departments before the application is forwarded to the Directorate of Estates,' said Arora.

Pondicherry University to launch UPSC coaching programme for PwDs

PUDUCHERRY: Pondicherry University will launch a free 12-month UPSC coaching programme exclusively for Persons with Disabilities (PwDs), organised by the Higher Education for Persons with Special Needs (HEPSN) and the Centre for Study of Social Inclusion (CSSI). The initiative is funded by the Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment. The coaching programme will be inaugurated on May 29, 2025 at the university campus and will be conducted entirely in physical mode. PwDs aged between 20 and 41 years, with an annual family income below `8 lakh, who have completed their degree or are in the final semester, and hold a valid Unique Disability Identification (UDID) card, are eligible to apply. Accommodation will be provided for outstation candidates. Selected participants will receive coaching from subject experts, 24×7 access to the university's accessible library, and a monthly stipend of `6,000, disbursed on a quarterly basis. Attendance will be monitored through an Aadhaar-based biometric system; only those with regular attendance will be eligible for the stipend. Applications must be submitted by May 25, 2025 via the official form at along with the required documents. A high-level committee will shortlist applicants, who will be informed individually. Classes are expected to begin by the end of May or the first week of June. Sickle cell disease patients get disability certificates

MYSURU A total of 35 patients with sickle cell disease were given disability certificates at a health camp jointly organised by the Centre for Training, Research, and Innovation in Tribal Health (CTRITH) and the Department of Health and Family Welfare at Kollegal taluk hospital on Friday. Sickle cell disease has been identified as a genetic disorder in which red blood cells contort into a sickle shape, causing them to block blood flow and reduce oxygen delivery. Predominantly affecting tribal communities in India, sickle cell disease may cause chronic anaemia, pain, fatigue, acute chest syndrome, stroke, and a host of other health complications. According to a statement issued by the CTRITH, a total of 45 patients, along with 55 caregivers, participated in the free health camp, where they underwent a routine health check and medical consultation. The persons with sickle cell disease were successfully registered and certified under the Unique Disability ID (UDID) system, enabling them to access the government's disability benefits. 'This was not just another health camp. It marked a significant milestone by bringing together all diagnosed sickle cell disease patients from across the district under one roof and facilitating their disability certification,' the statement noted. The health camp was inaugurated by the Chamarajanagar district health officer, M. Chidambara, who said sickle cell disease was a genetic disease that not only required medical attention, but also strong community and family support for its prevention, early detection, and effective management. 'Today, our district has become the first in the State to issue disability certificates for people with sickle cell disease through a camp-based approach. This is a proud moment for us. This reflects our commitment to the National Sickle Cell Anaemia Elimination Mission and highlights the value of collaboration with organisations working in the field,' he said. Dr. Chidambara also emphasised the importance of genetic counselling and awareness among carriers to help prevent the birth of children with the disease. Genetic counsellor from JSS Medical College, Mysuru, Deepa Bhat, who is also the head of the sickle cell disease programme at CTRITH, acknowledged the leadership shown by Dr. Chidambara and nodal officer for the National Sickle Cell Anaemia Programme in Chamarajanagar district, Ravikumar. Dr. Bhat said Chamarajanagar was possibly the only district where regular and systematic sickle cell disease camps were being conducted. The health camp not only provided the patients with routine care, but also facilitated their disability certification, which is an essential step towards accessing government support, she added. Chamarajanagar district tuberculosis eradication officer Ravikumar, Kollegal taluk administrative medical officer Rajashekar, and the medical staff of Vivekananda Girijana Kalyana Kendra Hospital, B.R. Hills, also participated in the programme.
