MU issues physical marks cards to graduates

Mangaluru: Mangalore University has fulfilled the long-pending demand for physical marks cards for candidates who graduated under the National Education Policy-2020, where marks cards were issued digitally. PL Dharma, vice-chancellor, and H Devendrappa, registrar (evaluation), said that after obtaining special permission from the higher education department and with the support of UT Khader, speaker of assembly, the university has met the demand for issuing physical marks cards. This announcement was made during the first general academic council meeting held on Friday. Dharma stated that marks cards were already sent to the respective colleges. A total of 13,517 marks cards for undergraduate students out of over 18,000 candidates were printed and issued. In the postgraduate section, a total of 1,637 marks cards were printed and issued. "Close to 5,000 undergraduate marks cards have not been issued due to errors in the data. We are trying to rectify this and issue them at the earliest. The data received from UUCMS contains errors," said Dharma, adding that the university is not charging for the issuance of mark cards. The issuance of physical marks cards will bring much-needed relief to graduates who faced inconvenience due to the digitally issued ones. Dharma mentioned that many graduates complained as they were unable to secure jobs or pursue higher education abroad. During the meeting, the revised syllabus of various courses, autonomous status for Mahatma Gandhi College, Udupi, revised sitting fees, travel allowances, and other allowances for syndicate members and officials were discussed. The cash-strapped university has increased the syndicate member sitting fee from Rs 5,000 to Rs 8,000. Internal probe under progress for Belapu Mangalore University allegedly diverted about Rs 8.5 crore funds sanctioned for the development of the PG centre in Belapu in Udupi district. Instead of utilising the funds for the project, the university used them for an international hostel and other activities, violating the govt order. Dharma said that an internal inquiry in this regard is in progress. One report has already been submitted. "We still need at least Rs 12 crore to complete the Belapu project and have already spent about Rs 38.3 crore. We have planned to start unique courses, including one related to marine and coastal security," he said.

According to a TOI report, the hackers gained access using the login ID and password of the registrar (evaluation) and changed scores of first-semester Bachelor of Computer Applications (BCA) tampering was discovered in the marks of students from two private colleges in Bengaluru and the Jnanabharati campus. Interestingly, many of the students whose marks were changed had already passed their exams. For most, just one or two marks were added, making no real difference. However, five students did end up passing due to the subjects affected included environmental sciences and computer architecture. Registrar (evaluation) Srinivas Chowdappa told TOI, 'Usually, an OTP is sent when someone tries to change the password. But in this case, the hackers bypassed that and logged in without an OTP. The changes were made during the night. By morning, when I noticed the password had been changed, we informed UUCMS. They then gave us a list of students whose marks were altered.'The university has formed an internal committee to investigate the issue and plans to file a police complaint. This isn't the first time the UUCMS has faced such issues. In 2024, Bengaluru North University (BNU) also saw similar tampering. In that case, the Kolar district cybercrime police arrested three people.'We don't yet understand why the marks of students who had already passed were tampered with. It may have been done just to confuse us. But after an inquiry, we'll know more. We've ensured that the original marks will remain and the changed ones won't reflect anywhere,' Chowdappa is a centralised digital platform launched as part of the National Education Policy 2021. It handles everything from admissions to exam results across higher education institutions in repeated breaches have raised serious concerns about its credibility. 'With hacking of UUCMS becoming a repeat affair, the higher education department must strengthen its security. Otherwise, what's the point of such a system if the sanctity of exams is at risk?' a college assistant professor told officials have not responded to queries yet.

"We don't know why the marks of students who passed were tampered with. Only one or two marks were added for those students, making no real impact. It could be to confuse us. We'd know only after an inquiry, though. We've made sure the new marks won't be reflected anywhere, the old marks will be retained," he said. UUCMS officials didn't respond to calls. The portal, set up after the implementation of National Education Policy 2021 in the state, manages all functions in a higher educational institution, ranging from admission, fee payment, and declaration of exam results. "With hacking of UUCMS becoming a repeat affair, it's important for the higher education department to take note of it and heighten security measures. Else, where's the credibility of the portal and sanctity of exam?" asked a college assistant professor.

Mangaluru: After several deliberations, Mangalore University (MU), which was assured to issue consolidated physical mark cards for its NEP batch students, has acquired data from the UUCMS to facilitate the process. According to officials, the printing of mark cards for PG students under the NEP syllabus is underway, and UG and other courses will take some time. MU needs to print over 45,000 mark cards for UG courses and is in the process of procuring materials, especially printing paper, for the same. There is a pressing demand from two batches of NEP-UG students to issue physical mark cards at the earliest, as it is hindering their prospects, whether for a job or higher studies, since currently, mark cards are issued digitally and available on DigiLocker. "We were requesting to give all the data of our students to UUCMS. After long discussions and pressure, they finally handed over the data to us. It took nearly two months to procure the data," said H Devendrappa, registrar (evaluation) of MU. The syndicate body of MU has already approved providing a consolidated marks card to candidates, and procuring the data has delayed the entire process. It will be an issue for both candidates and MU when an issued marks card comes for verification of marks card/verification of genuineness. Once all this cross-checking is over, MU will start printing the same," said Devendrappa. Meanwhile, the printing of marks card of NEP-PG courses is in progress. "Their number comes around 4,500 to 5,000 marks cards. It will be issued soon. The UG and related course marks card number is 45,000 plus. There are two NEP batches, 2022-23 and 2023-24, whose marks card need to be issued at the moment," he said. With the delay in issuing physical marks card, the passed candidates continue to suffer. They are unable to secure jobs and get into higher education institutions abroad since digitally issued marks card are not accepted, considering them not to be genuine. The students' union under Mangalore University has been fighting for one year to issue physical marks card for all under the NEP syllabus.
