Border talks: Assam officials agree on expedited response to Mizoram govt's claims
1 2 3 4 5 6 Aizawl: In the official-level dialogue on the border dispute between Mizoram and Assam govts held in Guwahati on Friday, it was agreed that Assam govt officials should respond expeditiously to the claims made by Mizoram govt in a letter to the Assam govt on Nov 28, 2023. The next meeting between officials of the two neighbouring states is expected to take place again soon and this time it will be held in Mizoram to continue discussions on the claims made by Mizoram officials, according to a statement issued after the negotiations, Mizoram officials said. The officials said the talks deliberated in detail about the state's stance regarding the 1875 notification based on the Bengal Eastern Frontier Regulation 1873, as well as the state's claims sent to the Assam govt on Feb 13 and Nov 28, 2023. Mizoram's claims, based on 1875 notification about the conditions of different villages within the territory of the state as well as some areas and villages which have already been surrendered to Assam, were also thoroughly discussed. Mizoram has claimed that 62 villages in the disputed area are within its territory. Both the sides decided to continue holding further talks in a cordial atmosphere with a determination to find long-lasting solution to the vexed and longstanding boundary dispute . A seven-member Mizoram official delegation was led by state home secretary Vanlalmawia, while a six-member Assam delegation was led by border protection & development department secretary Prabhati Thaosen, comprising officials of Assam's border protection & development and home departments. Deputy commissioners of Cachar, Hailakandi and Sribhumi districts of Assam also joined the negotiations through video conference. It was also agreed in the talks that the status quo should be maintained along the dispute areas and Assam district DCs in bordering Mizoram should pursue the matter by stopping all activities in the areas, as such exercises can escalate tensions along the border. Though sporadic incidents of violence related to the border dispute occurred along the 123km on sevaral occasions in the past, attempts to resolve the long-standing border issue had progessed at a snail's pace until July 26, 2021 when firing between the two state police personnel resulted in the deaths of five Assam policemen. Assam govt began to keep the ball rolling when Atul Bora-led Assam team visited Mizoram on Aug 5 that year as a goodwill and peace mission delegation. Since then, three rounds of negotiations have been held in Aizawl and one round in Guwahati. Former CM Zoramthanga and his Assam counterpart Himanta Biswa Sarma also had held talks in New Delhi twice in the presence of Union home minister Amit Shah.

Mizoram officials in Guwahati for border talks with Assam
Aizawl: A seven-member Mizoram delegation team headed by home secretary Vanlalmawia left Aizawl and has reached Guwahati to participate in official-level talks on Friday as part of efforts to find a lasting solution to the border dispute between Mizoram and Assam, a senior official said. Other members of the delegation include home department officials — additional secretary Andrew H Vanlaldika, joint secretary PC Lalduhthlanga and officer on special duty (OSD) home C Lalfakmawia — as well as three members of the study group on Assam border dispute — Joseph K Lalfakzuala (convener), assistant professor of T Romana college; Lalthiamsanga Sailo, DIG (armed) and member secretary of the study group and C Vanlalengkima, a scientist at the Mizoram Remote Sensing Application Centre and a member of the study group. The official-level parleys, aimed at finding an amicable and permanent solution to the long-standing vexed interstate border imbroglio, have been pushed forward by the Mizoram home department officials. Mizoram-Assam border talks on Friday
Aizawl, A seven-member Mizoram delegation led by state Home secretary Vanlalmawia left for Guwahati on Thursday to engage in official-level discussion with Assam to resolve the long-standing boundary dispute between the two Northeastern states, an official said. The official-level talks will be held at 11 am on Friday, the official said. Friday's talk is expected to focus on issues in which both states are yet to reach a consensus, technicalities and the nitty-gritty of the border issue, which are not possible to be discussed at length at the ministerial-level talks, he said. The official-level discussion may also focus on preparing and finalising the groundwork and modalities for the next round of ministerial-level talks, he said. The official said that the next round of ministerial-level talks might be held depending on the outcome of Friday's official-level discussion. He, however, said that further official-level discussion may be required to be convened before the next ministerial-level talks. Earlier on April 16, Mizoram Home minister K Sapdanga chaired a meeting of state boundary committee to review the state's stance and necessary documents to be presented at the official-level talks. He told the meeting that the Mizoram government's top priority is to ensure that the state's border is secure so that people can live in peace. Sapdanga had also said that massive efforts are being made to ensure that Mizoram does not lose its territory. Three Mizoram districts - Aizawl, Kolasib and Mamit - share a 164.6 km long border with Assam's Cachar, Sribhumi and Hailakandi districts. The decades-old border dispute mainly stemmed from two conflicting colonial-era demarcations - one from 1875 under the Bengal Eastern Frontier Regulation and another from 1933. Mizoram claims that 509 square miles of areas of the Inner Line Reserved Forest delineated in 1875 under the BEFR as its legitimate area or boundary. Assam asserts the border defined by a 1933 map prepared by the Survey of India in 1933 as its constitutional boundary. As a result, both states lay claim to overlapping areas, with no ground demarcation conducted till date. The dispute escalated into violence on several occasions and a clash between police forces of both states near Mizoram's Vairengte village on July 26, 2021 resulted in seven fatalities and numerous injuries. Between August 2021 and August 2024, the two Northeastern states have held four rounds of ministerial-level talks, besides negotiations and virtual meetings at the official level to resolve the decades-old border dispute. Chief ministers of both states had also met and discussed border issue on at least three occasions during the same period.
