Vermilion Co. Board approves pair of solar project updates

VERMILION COUNTY, Ill. (WCIA) — The Vermilion County Board approved two advancements for solar projects in the Ridge Farm area at Tuesday night's meeting. The first ordinance is a decommissioning agreement in relation to Ridge Farm Renewables, LLC for a solar project just west of the Village of Ridge Farm. This agreement is the requirement that the developer posts financial assurance to the county in the event that they walk off the project, or for some reason don't complete it when they start construction. Vermilion County War Museum gets surprise donation Under the state's statutory scheme, they are required to post 10% of the decommissioning cost when the project begins operation. The county negotiated with the developer and got them to post 100% of the cost up front from the time they come in and request their building permit from the county. In this ordinance, the LLC is entering the plan with Vermilion County so that they can construct and operate a solar project to be located on privately owned agricultural land and consisting of assets including: Ground mounted solar arrays Supporting facilities Perimeter security fencing Vegetation buffer The construction also must comply with the county's zoning ordinance. Juneteenth to be celebrated across Central Illinois The other project is called the CVE US Illinois Ridge Farm and is about a mile down the road from the previously mentioned solar project, also just west of Ridge Farm. This ordinance is a road use agreement and decommissioning agreement. The road use agreement is made and entered into by Vermilion County, Elwood Township and CVE US IL Ridge Farm 324 LLC. CVE intends to construct the project in the county in accordance with the rules and permitting requirements of an ordinance previously passed on May 14, 2024. The parties involved in this project want to address issues relating to the roads owned and operated by 'road authority.' During the project, the developer will have to: Transport heavy equipment and materials over certain roads, which may in specific cases be in excess of the design limits of the roads Transport certain locally sourced materials, including concrete and gravel, on these roads Make certain modifications and improvements to the roads to allow this equipment and materials to pass Place certain electrical and communications cables or interconnection infrastructure for the project adjacent to, under or across specific roads In summary, the board ended up approving a decommissioning agreement and building permit for the first mentioned project, and a road use and decommissioning agreement for the other.
