Ludhiana MC commissioner served contempt notice by NGT over green belt encroachment
The National Green Tribunal (NGT) has issued a contempt notice to the municipal commissioner of Ludhiana and directed him to appear in person before the tribunal during the next hearing. The notice was issued in response to a contempt petition filed by members of the Public Action Committee (PAC), accusing the commissioner of failing to comply with the tribunal's earlier orders regarding restoration of green belt land in Sarabha Nagar and Model Town Extension. In July, the tribunal had directed the commissioner to restore the green belt areas and submit a compliance report. (HT Photo) The tribunal warned that if the commissioner fails to justify the non-compliance, he may face prosecution under Section 26 of the NGT Act, 2010. The bench also said that arrest and detention in civil prison and imposition of environmental compensation on the MC could be considered for the damage caused due to encroachments and delay in remediation. PAC members Kapil Arora and Vikas Arora said they had initially filed a case highlighting illegal construction by the MC on the green belt of Leisure Valley in Sarabha Nagar, including a Zone-D extension office and a scrap yard. They also raised the issue of encroachments in Model Town Extension. In July, the Tribunal had directed the commissioner to restore the green belt areas and submit a compliance report. However, the residents' body alleged that only partial demolition took place and the report submitted was incomplete, leading the bench to reopen the case. On January 13 this year, the tribunal had already warned that failure to implement its orders was punishable under the law and could lead to coercive action. PAC also informed that another contempt petition is pending before the tribunal against the construction of a library on park land at Dholewal Chowk, and orders in that case are awaited.

Gurugram traffic police issues 1,216 challans under drink and drive crackdown

The campaign led by IPS, Vikas Arora and DCP Traffic, Rajesh Mohan, is an effort to make the roads safer by maintaining law and order on the public roads. Drinking and driving leads to fatal road accidents and is punishable by law under Section 185 of the Motor Vehicle Act, 1988. According to further details published by the Traffic Police department, about seven of these challans were issued to female drivers and one vehicle was impounded. A user also commented on the social media post made by the authority, raising concerns about people being allowed to drive after the challans. He wrote: 'The whole intent of this drive is no one should drink and drive. Even after challan, the person continues to drive his vehicle. Have you impounded all 1216 vehicles? This move was first proposed in April, wherein the vehicle owners are required to settle traffic e-challans within three months or face suspension of their driving license. Gurugram steps up multi-agency efforts for safe Kanwar Yatra
With the annual Kanwar Yatra underway, the Gurugram administration and police have intensified efforts to ensure the safe and smooth passage of thousands of devotees—Kanwariyas—walking from Haridwar to their hometowns in South Haryana and Rajasthan. The yatra, which began on July 11 and concludes on July 23, is expected to see heavy footfall across the district. Camp organisers, summoned on July 11, were instructed to seek prior permissions and comply strictly with regulations. (HT Archive) To coordinate preparations, Gurugram police commissioner Vikas Arora (IPS) chaired a high-level meeting with all deputy commissioners of Police, assistant commissioners, SHOs, and outpost in-charges. Directives were issued to maintain law and order, safeguard devotees, and ensure uninterrupted movement across Kanwar routes, officials said. 'Gurugram Police has made all necessary arrangements to facilitate the journey of Kanwariyas,' the Commissioner said. Special police deployment has been made at key intersections, Kanwar camps, and sensitive points, while dedicated pedestrian lanes—marked with ropes and cones—have been set up along key routes such as Sarhaul Border to Kherki Toll, Rajiv Chowk to Sohna Road, and Pataudi Road. Reflective tape is being installed for night-time safety. For the first time, drone surveillance will be used to monitor camps and pilgrim movement in real time. Photographers have also been deployed for documentation and supervision. Plainclothes officers will be stationed at strategic locations to maintain peace. Ambulances and cranes have been placed at critical points to handle emergencies. Camp organisers, summoned on July 11, were instructed to seek prior permissions and comply strictly with regulations. Camps must be set up at a safe distance from roads, maintain hygiene to prevent infections, and install CCTV cameras at both the camp and food distribution areas. Loudspeakers require administrative approval, and inappropriate conduct toward devotees will invite legal action. 'Devotees from neighbouring states pass through Gurugram on foot. It is crucial to make robust arrangements and ensure traffic diversions wherever required,' said Deputy Commissioner Ajay Kumar, who chaired a separate inter-departmental meeting to review logistics, sanitation, and health support. Ambulances have been stationed along the Kanwar routes, while the municipal corporation has been tasked with maintaining cleanliness at more than 100 camp locations across the district. Camp footage must be preserved for at least 15 days, officials said. To address traffic challenges during the monsoon and the yatra, 40 new personnel have joined Gurugram traffic police. DCP (Traffic) Rajesh Mohan briefed them on handling congestion and assisting pilgrims with Gangajal at crossings. 'Extra vigilance is crucial during the rains, which often cause vehicle breakdowns,' he said. Awareness first line of defence against cybercrime, says Gurgaon top cop
Gurgaon: The city saw an uptick in cybercrime cases, with more than a 17-fold increase in 2024 compared to 2021. Cybercrime recorded a skyrocketing trend from 79 to 1,300 cases by last year. Meanwhile, police action in terms of arrests also reflected a corresponding rise, though there was a substantial gap between the cases reported and arrests made. According to data obtained by TOI through a Right to Information (RTI) query, the number of cyber fraud cases registered by the city police showed a steep and alarming rise over the past few years, highlighting the growing threat of digital crimes in the region. Cyber fraud cases rose significantly to 216 in 2022, from 79 a year ago. The upward trend continued in 2023, with 589 cases recorded, and surged further in 2024, reaching a staggering 1,358 cases. However, there were zero arrests in 2021 despite the 79 cases registered that year. In 2022, 157 people were arrested in connection with cyber fraud cases, followed by 403 arrests in 2023. The number jumped to 1,064 in 2024. This makes it a time-taking process." City police commissioner Vikas Arora said, "Cybercrime doesn't target one group anymore. It affects anyone with a phone or internet access. We aim to make people understand the mechanics behind these frauds and the importance of swift reporting. It's not about being naive — it's about being misled under pressure. Awareness is the first line of defence." Arora said this while interacting with IT professionals at a cybersecurity awareness workshop organised by Gurgaon Police, Nagarro, NASSCOM and GACS (Global Association for Corporate Services) on Monday. The commissioner said among the key types of cyber frauds are investment scams, parcel and customs frauds, vishing (voice phishing), task-based online scams and fraudulent listings in search engines.

Hotels told to upload guest details on common portal
Gurgaon: To scale up surveillance and prevent crimes, police on Tuesday directed all hotels to register on an online portal and enter details of every guest after check-in is completed. This information, police said in a statement, will be available for local cops to monitor real time. "The move is aimed at enhancing public safety and curbing criminal activities. Under the guidance of police commissioner Vikas Arora (IPS), all hotels in Gurgaon are now mandated to register on the Haryana Police website and upload visitor details through the Citizen Services portal," the statement read. Failure to register or to regularly update guest information will invite strict action, it warned. According to police officers, guest data recorded by hoteliers will be immediately available to the local police station through the Crime and Criminal Tracking Network & Systems (CCTNS). "This initiative is expected to assist in early detection of criminal elements, enhance surveillance and make the city's law enforcement efforts more efficient and proactive," a police officer said. Hoteliers can use the Citizen Login option and verify their mobile numbers for registration. After that, they will need to submit details such as name, address, contact number and ID proof of the hotel owner. Once registration is complete, guest information such as name, address, phone number, identity card and travel details must be updated. "All data filled in by the hotel management will be shared real time with respective police stations. This is expected to improve the law enforcement's ability to track suspicious activities and prevent crimes that may be committed from within hotel premises," a third police officer said. But residents and hotel owners criticised the move. "It will be an attack on the privacy of an individual, also keeping in mind the climate of the country," said a Sushant Lok resident. A hotel owner said keeping such a record would raise concerns about privacy for guests. "However, we will comply with the direction of the authorities," he said.
