New Delhi: The Central Bureau of Investigation (CBI) has arrested a man from Hisar in Haryana for allegedly raping children and creating, uploading, browsing, collecting, and exchanging child sexual abuse material online, the agency said on Wednesday. The activities of the accused, identified as Somnath, were detected through an Interpol database. 'In furtherance to its strong commitment in combating the menace of child sexual exploitation and bring the perpetrators to justice, CBI has arrested the accused from district Hisar, Haryana, on allegations of committing rape, penetrative sexual assault etc on multiple minor victims,' the federal agency said in a statement. CBI arrested Somnath from his residence in Hisar and recovered incriminating gadgets on Tuesday. It found he allegedly raped, sexually assaulted, threatened and used multiple children for pornography. The agency said it registered a case on May 29 after detecting Somnath's activities while examining videos and images on the Interpol's International Child Sexual Exploitation (ICSE) database. The ICSE is an intelligence and investigative mechanism that allows investigators to share data on child sexual abuse cases across 70 countries, including India. The database has helped identify 42,300 victims and 18,300 offenders. CBI said it detected the child sexual abuse on its own, as the victims or their families did not report the incidents to police or any law enforcement agency. 'Demonstrating qualitative investigative skills, due diligence, and procedural efficiency, CBI detected CSAM [child sexual abuse material] images and videos from the Interpol's ICSE database…,' CBI said. The agency added that the material was also linked with the Google-generated cyber tipline reporting on child sexual exploitation and submitted to the Indian Cyber Crime Coordination Centre (I4C). 'The analysis of the images and videos using cyber forensic tools revealed the location of the incident to district Hisar in Haryana, depicting multiple victims of sexual assault and abuse by the accused,' CBI said. Somnath was arrested three months after CBI in March launched operation 'Hawk' to dismantle the cybercrime networks involved in online child sexual exploitation with international linkages based on inputs from the US. Hisar police said they did not have any information about the crime. 'We heard about accused Somnath on TV channels and we have no inputs about him,' Hisar police spokesperson Vikas Kumar said. Child sexual abuse is punishable in India under the Prevention of Children from Sexual Offences (Pocso) Act, the Bharatiya Nyaya Sanhita (BNS), while the Information Technology Act provides for punishment for publishing, browsing, or transmitting child pornography. In 2018, the Supreme Court asked the government to frame guidelines to eliminate child pornography, rape and gang-rape imageries, videos and sites from content hosting platforms and applications. An ad-hoc Rajya Sabha committee in February 2020 recommended the identification of the originators of such content. The panel studied the issue of pornography on social media and its effect on children and society. As part of the Centre's steps, the internet service providers are mandated to protect children from sexual abuse. The government blocks the websites containing child sexual abuse material based on Interpol's 'worst-of-list' which CBI periodically shares. The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules mandate intermediaries to remove or disable access within 24 hours of receipt of complaints of contents that exposes the private areas of individuals, show them in full or partial nudity or in sexual act or is in the nature of impersonation, including morphed imagery. A Class 10 student was shot dead by his classmate near Satrod on the outskirts of Hisar on Thursday, police said. The deceased boy has been identified as 15-year-old resident of Mastnath colony in Hisar and he was studying in a private school in Hansi. Hisar government railway police station house officer Vinod Kumar said that the incident took place around 7.30 am on Thursday when the victim left the house to bring milk. 'His classmate aged 15, called him to a secluded area in the bushes near the railway line where both quarreled over a seat in the class. Then, the accused boy fired two shots at him with his grandfather's licensed revolver. His grandfather is a retired army personnel and working as a security guard in a bank. The injured boy was rushed by a passerby to Jindal hospital in Hisar, where doctors declared him brought dead,' he added. Hisar police spokesperson Vikas Kumar said that the accused boy has been apprehended by a team of crime investigation agency (CIA) of the district police. He said that the crime scene team has visited the spot and collected evidence from the spot. 'The accused boy was apprehended as he was the last person who called the victim on his phone and his mobile phone's location was also found near railway lines in Satrod, where the 15-year-old boy was shot at. During questioning, he tried to mislead the police but eventually confessed to committing the crime of killing his classmate,' the spokesperson added. The deceased boy's father, a retired army personnel member, said that his son was a brilliant student in academics and he had no rivalry with anyone. 'We are shocked by the incident and our life has become hell,' he added. The government railway police have booked the accused boy on murder charges and relevant sections of the Arms Act. The police officials said that they will recover the licensed revolver from the accused.

Prayagraj: Kaushambi police arrested two brothers, Vikas Kumar and Vishesh Kumar, who claimed to be surgeons but had only completed their intermediate education. They were running a hospital in the district, licensed in the name of their third brother, who is a farmer and has no connection to medical science. The arrest of the two brothers was made on Sunday evening in connection with an FIR lodged by the father of a minor boy who died of an infection after treatment at their hospital in March this year. The two brothers, posing as surgeons, removed the intramedullary rod that was placed to stabilise a fractured bone in the child's leg. The procedure led to excessive bleeding and infection, eventually resulting in the minor's death. Deputy SP (Chail) Satyendra Prasad Tiwari told TOI, "After the death of the six-year-old boy, his father, Ram Asre of Siriyawa Kala village, lodged an FIR with Charwa police against two persons on March 16, accusing them of treating his son in the absence of an experienced medical practitioner, resulting in his death due to excessive bleeding and infection." In a major crackdown, the Excise Department, in coordination with the Kharar police, claimed to have unearthed a large cache of illegal liquor from a chicken shop. The raid resulted in the seizure of 67 bottles of Chandigarh-marked IMFL (Indian Made Foreign Liquor), 112 beer bottles, 40 beer cans, and other related items from Mickey Rasoi located on Landran Road in Kharar. According to the preliminary information, the operation was led by Excise Inspector Vikas Kumar and his team, who conducted the late-night raid along with local police officials. During the search, they recovered 67 bottles of IMFL/ILL, 112 bottles, 40 cans, and 35 nips of various types of beer and ready-to-drink (RTD) beverages. The investigation, police claimed, revealed that the owner of the chicken shop, Rakesh Kumar, alias Mickey, was illegally selling and supplying liquor, particularly after midnight, to customers from nearby residential areas and students living in paying guest accommodations (PGs). He reportedly sourced the liquor from Chandigarh using his personal four-wheeler. Police disclosed that the accused is a habitual offender, frequently involved in the illicit trade of alcohol during nighttime hours. A case has been registered against Rakesh and another accused, Krishan. Further investigation is underway.
