After a series of storms that hit the country, PAGASA said on Tuesday that there are no low pressure areas (LPAs) being monitored so far within the Philippine Area of Responsibility (PAR). 'As of 8:00 AM today, 29 July 2025. No low pressure areas are being monitored for tropical cyclone formation,' the state weather bureau said in an advisory. But PAGASA said that rainfall due to the Southwest Monsoon or Habagat will prevail in some areas, particularly in the main island of Luzon. Based on the heavy rainfall outlook, 50 to 100 millimeters of rain are expected over Ilocos Norte, Ilocos Sur, Abra, La Union, Benguet, Pangasinan, Zambales, and Bataan from Tuesday to Wednesday noon. Likewise, such amount of rainfall will be experienced until Thursday noon in Ilocos Norte, Ilocos Sur, Abra, La Union, and Benguet. According to the National Disaster Risk Reduction and Management Council (NDRRMC), a total of 1,857,171 families or 6,670,506 persons in 17 regions were affected due to the combined impacts of the Habagat and typhoons 'Crising,' 'Dante,' and 'Emong.' The severe weather conditions also led to 34 fatalities per the NDRRMC. Of this figure, two have already been validated while 32 others are still undergoing validation. DBM releases P1.625B for DSWD, DPWH quick response fund

The Department of Budget and Management has released a total of P1.625 billion to replenish the quick response funds (QRF) of the Department of Social Welfare and Development (DSWD) and the Department of Public Works and Highways (DPWH) amid the impact of the Southwest Monsoon, or Habagat, and the series of storms that hit the country. Of the said amount, the DBM said that P625 billion has been released to DSWD for the procurement of family food packs and non-food items. The Budget Department said that 510,745 could benefit from DSWD's response. Meanwhile, P1 billion has been released to the DPWH to replenish its built-in QRF. 'Sinusunod po natin 'yung utos ng Pangulo na gawing prayoridad ang kaligtasan at kapakanan ng mga kababayan nating nasalanta ng sunud-sunod na bagyo at mga pagbaha,' said DBM Secretary Mina Pangandaman in a statement. 'The safety of Consular staff, U.S. citizens, and visa applicants is our top priority. For those with scheduled appointments tomorrow, please check your registered email address for detailed scheduling instructions,' the embassy said in a statement. 'Visa applicants who have scheduling concerns may call our customer service center at (02) 8548-8223 or (02) 7792-8988 for immediate assistance.' Further, US citizens in the Philippines who wish to reschedule their passport or notarial appointments may do so via the online appointment system. For emergency purposes, US citizens may call (02) 5301-2000, the embassy added. However, the embassy's offsite Visa Application Center in Parañaque City will remain open on July 23 for all scheduled biometrics appointments. The state weather bureau PAGASA earlier said that the Habagat or the Southwest Monsoon will continue to bring rains in the next 24 hours. The National Disaster Risk Reduction and Management Council (NDRMMC) on Monday warned the public of possible debris falling from the sky due to China's upcoming launching of its Long March 7 rocket on July 15 to 17. In an advisory, the NDRRMC said that the possible drop zones are within the vicinity of Cabra Island, Occidental Mindoro; Recto Bank; Busuanga, Palawan; and Bajo de Masinloc. 'The Chinese rocket will be launched from Wenchang Space Launch Site in Wenchang, Hainan between 0200H-0600H PhSt. Parts of the rocket are expected to drop within the identified drop zones,' the advisory read. The public is also advised to avoid getting near or in contact with the debris. The NDRRMC also advises the public to immediately inform local authorities of any sighted suspected debris at sea and land. 'Philippine Space Agency cautions everyone against retrieving or coming near these materials to minimize risk from remnants of toxic substances such as rocket fuel,' the NDRRMC said. 'Personal Protective Equipment (PPE) is recommended when contact with the debris is necessary.' PAGASA: 'High' chance for LPA outside PAR to become tropical depression

The low pressure area (LPA) being monitored outside the Philippine Area of Responsibility (PAR) has a high potential to develop into a tropical depression within the next 24 hours, state weather bureau PAGASA said. As of 8 p.m. Thursday, the LPA (07d) was located 2,070 kilometers east northeast of extreme northern Luzon. Meanwhile, another LPA (07c) that is also outside of PAR only has a medium chance of becoming a tropical depression, said PAGASA. The said LPA was last monitored at 820 kilometers northeast of extreme northern Luzon as of 8 p.m. Further, an LPA that is a remnant of Tropical Depression 'Danas', or locally known as Typhoon Bising, remains outside of PAR and is unlikely to redevelop into a tropical depression again. The National Disaster Risk Reduction and Management Council said that one death was reported in Metro Manila due to Bising and the Southwest Monsoon, or Habagat. The said fatality is still being validated.
