DA to expand scope of P20-per-kilo rice, eyes reaching 14M Pinoys by September

The Department of Agriculture (DA) on Wednesday said it is set to broaden the scope of the pilot test for the P20-per-kilo rice initiative as it eyes to reach up to 14 million Filipinos by September. In a news release, Agriculture Secretary Francisco Tiu Laurel Jr. said that the second phase of the pilot program will target Mindanao provinces with high poverty incidence. 'On top of the list for the second phase, which begins in July, is Zamboanga del Norte, with a poverty incidence of 37.7%. Also included are Basilan, Cotabato City, Tawi-Tawi, Maguindanao del Sur, Maguindanao, Davao Oriental, Sorsogon, and Maguindanao del Norte,' Tiu Laurel said. For the third phase, which will begin in September, the program will be expanded to Sultan Kudarat, Lanao del Norte, Catanduanes, Agusan del Sur, Sarangani, and Dinagat Islands. The expanded pilot test for the P20-per-kilo rice initiative is seen to cover more than 3.3 million households or 14 million Filipinos. The program, initially launched on May 1 as a pilot program in select Visayan areas, has been expanded to include regions in Luzon and Mindanao. The pilot was intended to collect critical data for efficiently operationalizing the program. It is scheduled to run until December. The subsidized rice to be sold is sourced from the National Food Authority (NFA) —which currently has an inventory equivalent to around eight million 50-kilo bags of milled rice. Tiu Laurel said he has directed the NFA to ensure the quality of rice to be distributed, especially to remote and island provinces. Under the Kadiwa ng Pangulo program, only members of vulnerable sectors—including indigents, senior citizens, persons with disabilities, and solo parents—are eligible to buy NFA rice at P20 per kilo. The rice sold in KADIWA centers is subsidized by the government through the Food Terminal Inc. For programs where local government units (LGUs) share the subsidy, it will be up to the LGUs to determine eligibility. The limit is 30 kilos per household. The DA chief said the agency is aiming to sustain the program until the end of President Ferdinand Marcos Jr.'s term in June 2028, potentially covering up to 15 million households—or approximately 60 million Filipinos. This expansion underscores the government's commitment to making rice more affordable and accessible to all, he said. —NB, GMA Integrated News

As Sara Duterte backs Imee Marcos, will it sway Philippine Senate elections?

Philippine Senator Imee Marcos has broken publicly with her brother, President Ferdinand Marcos Jnr , in a striking political ad released ahead of next month's Senate election. The move, analysts say, is aimed at reviving her flagging re-election campaign by tapping the enduring popularity of former president Rodrigo Duterte and his family. Advertisement The 31-second ad, aired on Monday, features Vice-President Sara Duterte-Carpio – daughter of the former president and one of the president's chief political rivals – endorsing Imee's re-election bid for the first time. In the ad titled ITIM – the Filipino word for black and an acronym for 'Inday Trusts Imee Marcos' – both women are dressed in black, which Duterte-Carpio says is now 'the colour of the nation while mourning over hunger and criminality'. Duterte-Carpio is popularly known as 'Inday', a Visayan term of endearment often used in central and southern Philippines , where her family has deep roots. 'Starving for food and for justice. Oppressing non-allies,' Imee adds, in a clear rebuke of her brother's administration – particularly its treatment of Duterte, who was extradited to The Hague last month to face charges of crimes against humanity at the International Criminal Court. Altered news report falsely claims victim of Duterte's drug crackdown 'still alive'

The TikTok video shared on March 18 shows a screenshot of a broadcast news report with a woman holding the portrait of an alleged drug war victim. The clip also appears to show the same man -- who claimed to be her ex-boyfriend -- saying she lied that he was killed during Duterte's drug crackdown. "You even told people that I was dead when I am just here working," he said in Visayan. The Tagalog-language news chyron says: "Family members of drug war victims believe justice will be served". The clip also shows text that reads, "Another victim that they claim to be dead but is still alive." Duterte's supporters published dozens of online posts targeting the families of drug war victims, seeking to discredit their accounts of extrajudicial killings after the former president's arrest (archived link). Sheerah Escudero, the woman in the video, said people on social media had accused her of being a liar and a drug addict, with some even sending personal messages telling her she deserved to be killed and beheaded. Her brother Ephraim was found dead in 2017 at the height of the crackdown. Escudero and other kin of drug war victims filed complaints with Philippine authorities on April 4, demanding an investigation into the threats. The false video spread elsewhere on TikTok and Facebook. Comments suggest some users believed the man in the false post was related to Escudero and was still alive. "File charges on that person who misused your not an addict but they made you appear one," one user said. "They say 30,000 were victims of EJK (extrajudicial killings). And then they show a picture of someone who's still alive," another wrote. Google keyword searches of the news chyron in the false video found it originated from a report aired by Philippine broadcaster News5 on March 15, 2025 (archived link). It shows Escudero holding a different picture. News5 said on its official Facebook page that the false video was edited from "a report aired on #FrontlineWeekend on March 15 about the loved ones of the victims of the drug war" (archived link). It asked the public to be more critical of social media posts. Subsequent keyword searches led to the same video in a Facebook post uploaded on the account of a digital creator named Jay Borge Mercado Ugay on March 17 (archived link). A photo similar to the one in the altered video can be seen on his account (archived link). Escudero took to social media on March 18 to dismiss the false video (archived link). "When did you become my ex, Jay Borge Mercado Ugay?" she said. "Also, look at that face -- it looks nothing like Ephraim." Duterte's arrest sparked a firestorm of online misinformation, many of which AFP has debunked.
