Night traffic patrolling plan rolled out for Eid
In a bid to ensure public safety and manage rising traffic during Eidul Azha, Lahore's Chief Traffic Officer (CTO) Dr Athar Waheed has announced round-the-clock patrolling across all 44 sectors of the city. Special focus will be placed on areas near major cattle markets, where dedicated traffic police camps have been established. These camps are equipped with public address systems and water facilities to assist commuters and buyers. "E-Challan defaulters will face immediate action. All violators will be dealt with strictly," said Dr Waheed. "We aim to ensure a smooth and secure experience for citizens during Eid." The announcement comes as part of a broader province-wide security and traffic plan rolled out by the Punjab Home Department. Amid increased public movement and security concerns during the festive season, authorities are implementing strict protocols at Eidgahs, mosques, markets, and other public venues. Only organisations registered with the Punjab Charity Commission will be permitted to collect sacrificial animal hides. The Home Department reiterated that banned outfits will face a zero-tolerance policy. "All districts have been directed to formulate special security plans, including surveillance and screening measures," said a spokesperson for the Home Department. The deputy commissioners have been empowered to impose Section 144 wherever necessary to maintain peace and order. Entry and exit points across the province will be closely monitored, with divisional and district intelligence committees instructed to finalize security arrangements immediately. Cattle markets are to be established strictly at designated locations outside city limits, with a ban on animal sales elsewhere. Security around sensitive locations will be reinforced through coordinated, intelligence-based search operations. Major Eid congregations will feature walk-through gates, CCTV cameras, and on-ground screening teams. The Punjab Sound Systems (Regulations) Act 2015 will be strictly enforced to prevent sectarian or inflammatory speech, with violators facing swift legal action. Hospitals have been placed on high alert and instructed to ensure adequate medical supplies and full staff availability.

Pakistan set to launch $100m mango-export drive on 25th
KARACHI: Pakistan is gearing up to kick off its mango export season on May 25, 2025, with an ambitious target of shipping 125,000 tons of the fruit overseas. According to the Pakistan Fruit and Vegetable Exporters Association (PFVA), if the target achieved, the move could generate an estimated $100 million in foreign exchange, offering a significant boost to the country's agricultural exports. The export target for the current season is some 25 percent or 25,000 tons higher than last year. However, climate challenges may impact the overall supply of mangoes. Waheed Ahmed, Patron-in-Chief of PFVA informed that mango production in Pakistan is consistently declining due to climate change and water scarcity and there is a risk of up to 20 percent reduction in total mango production during this year as well. He said Pakistan typically produces around 1.8 million tons of mangoes annually, with 70 percent of the crop grown in Punjab, 29 percent in Sindh, and 1 percent in Khyber Pakhtunkhwa. 'After the projected 20 percent decline, this season's total production may come down to around 1.4 million tons,' he added. Waheed said that efforts are underway to boost mango exports to non-traditional markets. 'In addition to our regular buyers, we are targeting Japan, the United States, South Korea, and Australia, while placing special focus on expanding in Turkey and China,' he informed. He revealed that South Africa is expected to open its market for Pakistani mangoes this season. 'Quarantine experts from South Africa will visit Pakistan during the season, and we hope this will pave the way for mango exports to begin there,' he stated. Copyright Business Recorder, 2025

FBR's binding instructions: Member Legal approached regarding alleged blatant violations
ISLAMABAD: The Federal Board of Revenue (FBR) Member Legal has been approached regarding alleged blatant violations of FBR's binding instructions meant to prevent futile litigation in cases involving the recovery of withholding tax (WHT) defaults in terms of Section 161 of the Income Tax Ordinance, 2001. Concerns have been raised over certain field formations initiating recovery proceedings in apparent disregard of the landmark order passed by the Division Bench-I of the ATIR, as well as the explicit and binding directives earlier issued by the FBR itself. These actions are being viewed by stakeholders as attempts to undermine the authority of both the appellate forum and the FBR's own legal framework. Tax lawyer Waheed Shahzad Butt, speaking to this correspondent, 'emphasized the gravity of the situation. It is imperative that necessary steps be taken to ensure strict compliance with the FBR's binding instructions and the judicial pronouncements of ATIR. Any deviation from these standards amounts to administrative overreach and poses a serious risk to justice,' he stated. According to sources, a formal request has been made to the Member Legal to issue urgent and unequivocal instructions to all concerned field formations, directing them to halt actions that are inconsistent with established legal precedent and the FBR's internal guidance. Observers noted that the matter now warrants immediate and serious attention to prevent further miscarriage of justice and to preserve the integrity of administrative and judicial processes within the tax system It is deeply concerning that the binding instructions issued by the FBR have been openly violated, without any justification or explanation. Such a defiant act reflects either willful disobedience or gross incompetence, both of which are unacceptable and damaging to the credibility of the tax administration. The 161 notices generated under the command of flagship entity of the FBR exhibit a glaring lack of professional diligence and legal awareness.
