Cheshire devolution: Lib Dems criticise mayoral election delay

Opposition councillors in Cheshire have criticised the lack of transparency over a decision to delay the county's first mayoral election by a government agreed to a request from the Labour leaders of the three Cheshire councils of Cheshire East, Cheshire West and Chester, and Warrington Council, to push back the contest from 2026 to Democrat councillor Graham Gowland on Warrington Council said it was "unacceptable" the decision had been made "behind closed doors", and feared it could lead to the loss of a year's worth of devolution funding.A government spokesperson said the decision would not affect the creation of a new combined authority. The ministry of housing, communities and local government spokesperson said leaders of the councils had requested the delay to "simplify the elections process for voters and save taxpayers' money".The Conservative opposition on both Cheshire East and Cheshire West and Chester councils had first called for the delay and welcomed the said there had been "no consultation with elected councillors, no engagement with opposition groups, and no public transparency" on the county will choose its first mayor to head a new combined authority consisting of the three councils, which is set to come into being at the beginning of said the delay to 2027 aligned with local elections in two areas of Cheshire, but Warrington's next local elections were not until said: "More concerning is the possibility that we now lose a full year of access to devolution funding—money that could be invested in vital transport, infrastructure and skills projects starting from June 2026. Lukasz Procek with all the latest club and fishing news in his 14th Warrington Anglers' Association column for Warrington Guardian… It certainly was a bit wet and windy this week, but not as bad as the weather forecast had predicted at least. We definitely needed a bit of rain to top up some of the lakes and reservoirs, and avoid the dreaded hosepipe ban, so there's a silver lining at least! Before we go fishing, I have some important updates. As some of you might have already heard, there was a KHV outbreak at one of the north west venues. WAA waters are not affected as of yet so let's continue doing our bit to help protect your fish stock. 'Check, clean, dry' is the best method in preventing disease spread. If you are visiting a venue that provides dip nets, please use them; along with 'check, clean, dry.' This applies to anything that came into contact with water, so don't forget your wellies and net bags too! If we all do our bit, and practise good hygiene, hopefully we can avoid an outbreak at one of our waters. Onto this Saturday now, Helen Dagnall is organising a fundraising open match and raffle on the River Mersey. Funds and fees raised on the day will help the England Ladies squad compete in the 2025 World Championships - taking place in Mantova, Italy. New member Anthony Sheldon went for an outing to Ackers Pit. It was Anthony's first visit since getting his license. He picked his spot with some marginal plants and started fishing. Using double sweetcorn on the hook Anthony didn't have to wait long for his reward, because on his second cast he caught a cracking carp - possibly one of the biggest residents of the pool. Well done Anthony. Anthony Sheldon with the carp he landed at Ackers Pit (Image: Contributed) Malcolm Turner picked the Bridgewater Canal at Moore for a short day adventure. Fishing float and double red maggot he was bagging up on quality perch. After about a dozen or so perch, he thought it might be a good time to switch bait and try for something bigger. Malcolm replaced maggot with worm and cast out. It definitely worked, he caught a chunky perch, comfortably over a pound. After a couple of hours he ended his haul with a total of 37 perch and a solitary roach. A lovely little session. Paul Brimelow accompanied young Elle Hauser at Appleton Reservoir on her first fishing trip since becoming a junior member. Elle only just got her membership, so Paul was offering some guidance with fishing gear and tactics. He is clearly a very good teacher, and Elle a good pupil, because she caught an amazing 6.5lb tench. What an amazing result. Looking at the ear-to-ear smile, she will definitely remember this day for a very long time. Well done to both of you. The other half of the 'Dynamic Duo' was on very important grandad duties which always take priority. Ken planned his adventure and decided he would visit some of the stretches on the Bridgewater Canal that he had fished as a young boy. With a new challenge, he first ventured to Lymm-Camsley Lane, just by the marina. In the first half an hour he caught three roach. Ken kept it simple fishing a six metre whip, float and double maggot. Another day and another adventure, with some maggots left over from the previous day, he went to Thomason's Bridge at Walton. Ken was rewarded with five quality perch and a record-breaking roach (or should I say micro-roach). Ken told me that it was by far the smallest fish he had caught this year. Still a record breaker in its own right though! Worthington Lake was Stephen Nicholson's choice of venue for his fishing adventure. As a groundbait he mixed up two pints of hemp, casters, mashed sweetcorn and mixed pellets. He prepared his swim by casting a cage feeder filled with his chosen blend about 20 yards out, and fished method feeder with 8mm wafter. Stephen was rewarded with three bream, each one progressively better. First was 7lbs 10ozs followed by 8lbs 6ozs and finally a belting 9lbs 10ozs. Fantastic weights, well done. Lewis Whiteman won the match with weight 16-15-0. He drew peg 64 and was mainly catching skimmers on the pole. THIS is the shocking moment a thief stole a hairdresser's £1,300 phone after pretending to need her help. Emma Horne, 42, was working at her salon in Warrington, Cheshire, last month when a man carrying a newspaper came in to ask for a haircut. 6 6 6 While the hairdresser begin to explain she didn't cut men's hair, the thief claims he is asking on behalf of his wife. Footage then shows Emma moving behind her desk in order to grab a price list flyer. However, this is when the thief strikes - tactically moving his newspaper to cover the hairdresser's phone, which is lying on top of the desk. After shadily placing the paper over the £1,300 Samsung Galaxy S24 Ultra, he appears to slowly shift the device under the covering. Orienting it closer to the edge, he locks a firm grip on Emma's precious device. The other hairdresser and clients in the background remained oblivious as the thief executed his fiendish plan. Finally, as Emma locates the flyer and hands it to him, the man quickly grabs his newspaper, with the phone underneath it and firmly in his grip, and walks briskly out of the establishment. Emma said it only took her a few minutes to realise her phone was missing, but by this point she and a client were unable to find the man when they looked down a nearby street. After returning to the salon and checking the CCTV cameras, they realised they had filmed the man's cunning theft. The incident has been reported to Cheshire Police and the force has confirmed enquiries are ongoing. Moment model chases thief after her phone is ripped from her hand in London Emma said: "It happened so fast he was literally in the salon for minutes. "I went behind the counter to get a price list for him, then he put the newspaper over my phone and swiped it. It was gone within seconds. "I felt angry and I was dead upset because it's the fact that someone came and took my property right in front of my face. He was standing right next to me. "He actually looks at the cameras and everything so he knew the cameras were there because he looks right at it. "Panic set in because I've got my whole work schedule and everything on my phone. Everything's just gone." 6 6 6 After realising the device was gone, and her sensitive information at risk, Emma went straight to the bank to freeze her cards. Although her quick thinking prevented any money leaving her accounts, it also meant she was unable to access any of her funds. The hairdresser added: "It happened so fast. The anger is setting in now. I'm quite frustrated with it because I've got to go out and get myself a new phone and everything now. "These people think they can go around and do this and get away with it." 'HE DID IT SO FAST' Emma says she bought the expensive phone just eight months ago and had only recently finished paying for it. She insists she usually welcomes everybody into her salon but believes she'll be more wary of potential customers in future. Emma said: "I feel a bit wary about things now. "He did it so fast, we just didn't see him. It makes you feel a bit uneasy. "We've got cameras for our own security and they're still coming in and doing it. "We're quite friendly in our salon and we welcome everybody but I suppose you've still got to be on your guard because these people are out there going around nicking phones. "Someone said they saw him lurking outside so he was obviously watching me put my phone down." A spokesperson for Cheshire Police said: "At 11.38am on Tuesday 24 June, police were called to a report of theft at a hair salon in Time Square, Warrington. "The caller reported that approximately 30 minutes earlier, an unknown man had entered the salon posing as a client, and stole a mobile phone.

This is the shocking moment a brazen thief tricks a woman and steals her £1,300 phone from under her nose. Emma Horne was working at her salon in Warrington, Cheshire, in June when a man carrying a newspaper came in asking for a haircut. After the 42-year-old explained she didn't cut men's hair he claimed to be asking for his wife, so she walked behind her desk to fetch a price list. Footage shows the cap-wearing thief take the chance to unfold his newspaper and place it over her Samsung phone that was sitting on top of the desk. He can then be seen swiping his newspaper and the hairdresser's costly mobile off the counter and making a swift getaway before anyone had noticed the device was gone. Ms Horne said she realised quickly after he left but she and a client couldn't find him when they looked down a nearby street. When they returned to the salon and checked their cameras they found the man's cunning theft was captured on CCTV. The incident has been reported to Cheshire Police and the force have confirmed enquiries are ongoing. The salon owner said: 'It happened so fast he was literally in the salon for minutes. 'I went behind the counter to get a price list for him, then he put the newspaper over my phone and swiped it. It was gone within seconds. 'I felt angry and I was dead upset because it's the fact that someone came and took my property right in front of my face. He was standing right next to me. 'He actually looks at the cameras and everything so he knew the cameras were there because he looks right at it. 'About three minutes after he left, I was like, "where's my phone?". 'Panic set in because I've got my whole work schedule and everything on my phone. Everything's just gone. 'I went straight into the bank and put a freeze on my cards because I've got savings accounts and everything on there. I can't access my money now. 'It happened so fast. The anger is setting in now. I'm quite frustrated with it because I've got to go out and get myself a new phone and everything now. 'These people think they can go around and do this and get away with it.' Ms Horne says she bought the phone eight months ago and had only recently finished paying for it. She insists she usually welcomes everybody into her salon but believes she'll be more wary of potential customers in future. She said: 'I feel a bit wary about things now. He did it so fast, we just didn't see him. It makes you feel a bit uneasy. 'We've got cameras for our own security and they're still coming in and doing it. A friend shared screenshots of the footage to Facebook in case a user recognised him and it has been shared more than 150 times. Her post said: 'This just happened 1hr ago at the Warrington Market. 'The newspaper was a decoy. My friend just had her brand new Samsung swiped after he pretended to be interested in services at her salon. 'He placed a newspaper on top of the phone and swiped it. Please share if you can.' A spokesperson for Cheshire Police said: 'At 11.38am on Tuesday 24 June, police were called to a report of theft at a hair salon in Time Square, Warrington. 'The caller reported that approximately 30 minutes earlier, an unknown man had entered the salon posing as a client, and stole a mobile phone.
