The Gordie Howe Bridge may become a global cycling destination
Later this year, cyclists should be able to wake up in Detroit and pedal to a picturesque Canadian winery without hopping in a car. Why it matters: Leaders expect the 1.5-mile Gordie Howe International Bridge between Michigan and Ontario that's been decades in the making to bolster trade and alleviate border congestion — but its impact on green tourism is being underestimated, per local cycling and trail advocate Todd Scott. The international span's walking and cycling path is expected to become a bucket-list item for cyclists across the world. What they're saying: "More and more folks want to go someplace, experience this place and not do it from inside a vehicle," says Scott, executive director of the Detroit Greenways Coalition. "So I think this bridge opens things up to a much wider audience — not just Metro Detroit and Windsor, but people around the state of Michigan, Ontario and around the world," he says. "This bridge is going to be so stunning." Catch up quick: Construction started in 2018 on the Detroit-Windsor bridge, which is scheduled to open this fall and will include a toll-free path for pedestrians and cyclists. Concrete barriers separate the path from traffic, with separate processing facilities at each side of the border. Pedestrians aren't allowed on the older Ambassador Bridge or in the tunnel. The Detroit Greenways Coalition and Bike Windsor Essex are creating a map and guide on how to use the Gordie Howe path. They're currently taking input in an online survey. Plus: The guide will also address tourism around the bridge, and the path will connect to trails like the Iron Belle Trail and Joe Louis Greenway. It is also the first international crossing to join the massive Trans Canada Trail. "The areas just outside Windsor are the closest countryside to people living in Detroit," Scott adds. "It's beautiful country, relatively flat. You can go long distances." Cyclists can access nearby Canadian destinations like the historic town of Amherstburg or Point Pelee National Park. Between the lines: There are lots of questions when it comes to regulating an on-foot international crossing, Scott says. For example: Can you bring your dog? Can you go halfway and come back, or do you need to fully cross? What happens if you get across and can't get back due to stormy weather? The bridge project team consulted with the public and other crossings to come up with its terms of use, which it'll share closer to the opening, Windsor-Detroit Bridge Authority chief relations officer Heather Grondin told Axios in an email.

The Windsor-Detroit Bridge Authority estimates that the structure will be fully operational around October or November as the first year of Trump's second administration draws to a close. The bridge was funded entirely by the Canadian government, with authorities planning for the $6.4 billion price tag to be funded by the crossing toll, which is expected to raise more than $70 million a year. However, people crossing from Michigan will not pay a toll; only those crossing from Canada will. Since the escalation of tariffs on Canada, the country's leadership and public have taken a more critical stance on U.S. relations, with newly elected Prime Minister Mark Carney, who campaigned hard on standing up to Trump, declaring that the old relationship with the U.S. was "over." If the political and economic climate between the neighbouring countries bumps up against the bridge opening, Shooshan Danagoulian expects traffic and trade to worsen. "I think that we should expect to see reduced projections," said the economics professor at Wayne State University in Detroit, Mich. "At the same time, we should not lose track of the fact that the bridge was built with a [lengthy] timeline … and not just one presidency." Danagoulian said no matter how severely strained the relationship between Canada and the United States may get, it should not affect the overall future profitability of the bridge. "Whatever loss in trade, and traffic and transactions that the bridge will see upon opening, it will more than make up for in the long run. It's intended to benefit people living in the country. Therefore, a return on investment in the short run may not be the best predictor of the usefulness of a bridge." According to Danagoulian, U.S. manufacturers and consumers would simply accept a higher cost of doing trade with Canada and go on purchasing those products. "I don't believe that there's sufficient room for Americans to … change their consumption patterns in that way. I expect in the new normal, we're all just going to be paying a whole lot more for nothing." 'Continue to be an optimist' Ryan Donally, CEO of the Windsor-Essex Chamber of Commerce, said he's holding hope as it relates to the Gordie Howe crossing despite the trade war. "I'm going to continue to be an optimist," Donally said. "I have to think that calmer heads will prevail … that this is going to be a blip on the radar." Sandy Baruah said the Trump administration's tariff policies are "very much a work in progress" and he's been vocal against their strategy. "Right now, obviously it's not pretty," he said. "It's very much the wrong move, particularly for Michigan as our economy is so integrated with Canada's." Baruah said it'll take time to get traffic moving over the bridge if the current economic and political environment continues. "Is there going to be a differential post and pre what the tariff policies may be? Absolutely. But we're hoping that these tariff issues can be resolved certainly by the fall." Baruah said the Gordie Howe bridge was a natural outgrowth of the demand for trade between the countries. "When I look at the bridge, that's what I see. I see it responding to a very real trade and business need. That's obviously why the Canadian government spent its treasures to get the bridge built." According to Baruah, the people excited about the bridge are the same people who aren't excited about the president's tariff policies. Trucking associations monitoring closely If tariffs are prolonged until when the Gordie Howe bridge is set to open, he expects the new and existing crossings will "unquestionably" be affected, said Marco Beghetto, a spokesperson for both the Ontario Trucking Association and Canadian Trucking Alliance. "We're hearing back is there is some confusion across the supply chain on both sides of the border. Shippers, carriers, customs brokers … trying to understand the changes to their custom processes on the fly," Beghetto said. Beghetto said that confusion is a "steep learning curve" for everyone about how to comply and where tariffs and duties will be applied. "It may be exacerbated [at the Gordie Howe bridge later this year] … it's a new bridge with new processes, and then you add sort of the tariffs on top of that. It creates a complex situation … we're bracing for impact."

What impact tariffs could have on the Gordie Howe International Bridge
It's been a roller coaster ride day after President Trump initially announced plans to increase tariffs on steel and aluminum products from Canada to 50%. Mr. Trump made that announcement on his social media site Truth Social Tuesday morning. It was in response to Ontario placing a 25% surcharge on electricity coming into the U.S. Hours later, U.S. Secretary of Commerce Howard Lutnik spoke with Ontario Premier Doug Ford. After that conversation, Ford agreed to suspend the 25% surcharge for now. Will the threat of a new tariff impact projects like the Gordie Howe International Bridge? Officials say it's unlikely. Completion of the Gordie Howe International Bridge is getting closer and closer. "It's kind of difficult to say percentage wise, because each of the components kind of moves at its own pace. So I'd say probably close to the 90-94% complete on each of the four components," said Heather Grondin, Windsor-Detroit Bridge Authority (WDBA) Chief Relations Officer. While progress on the link between Canada and the U.S. continues, experts agree that the ongoing trade will only hurt businesses and consumers here at home. "I think that American consumers are going to be caught between the rock and the hard place. In order for them to be able to continue living the quality of life that they're accustomed to, they are going to have to absorb a larger share of these tariffs, and it is going to be in the $1000s," said Shooshan Danagoulian, associate professor of economics at Wayne State University. Economists say that if Americans buy fewer cars or build houses, they might feel the pinch less. "However, if American consumers respond by buying fewer houses, buying fewer cars, we know that at the end of the day, it's the American economy that's going to suffer anytime consumers slow down their spending, it's bad for the economy," Danagoulian said. The WDBA is overseeing the Gordie Howe International Bridge project. The group says nothing can stop progress now of the project, including an increased tariff on steel and aluminum products. "There is still some steel work that needs to be done. It's smaller than what you might envision. So those kind of major pieces of steel that were required for the bridge deck, that's all done now. It's more things like handrails, guard rails, fencing that needs to be installed, and that's much smaller from a procurement perspective," Grondin said. Despite the threat of higher tariffs, construction on the Gordie Howe International Bridge is still on track to wrap up in September of this year.
