South Korea: President Lee Orders Swift Declaration Of Special Disaster Zones

Ahn Young-joon/Pool via REUTERS SEOUL, July 20 (Bernama-Yonhap) -- South Korea's President Lee Jae Myung instructed the government Sunday to find ways to swiftly designate areas hit hard by recent heavy rains as special disaster zones, Yonhap News Agency reported, citing his spokesperson. Lee also called for a swift survey of the scale of damage from the rain and landslides that began across the nation last Wednesday, Kang Yu-jung said in a message to the press. Special disaster zones are entitled to government support for damage recovery and relief to victims. bootstrap slideshow As of 11 am, 14 people were killed and 12 others were missing due to the heavy rains, according to the government and the National Fire Agency. The government launched an interagency recovery support team earlier in the day. "The interior ministry, other relevant ministries and the affected local governments will fully mobilise all available resources and carry out swift emergency restoration work," Interior Minister Yun Ho-jung said during a meeting of the Central Disaster and Safety Countermeasures Headquarters in the central city of Sejong, saying the government will shift its focus from responding to the rains to recovering from the damage. Separately, Prime Minister Kim Min-seok gave instructions to Agriculture Minister Song Mi-ryung to visit the southern county of Sancheong and draw up support measures, his office said. Sancheong has accounted for a large portion of the casualties. The prime minister further instructed the interior minister to visit the affected regions on Monday and console the residents while coming up with detailed support plans.

Four dead and more than 1,000 evacuated after heavy rain in South Korea
Four people died and more than 1,000 have been evacuated in South Korea after the country was lashed by torrential rain on Thursday, the safety ministry said. A driver was killed after a 10-metre-high roadside wall collapsed on top of a moving vehicle on Wednesday in Osan, some 44 km south of Seoul, fire agency officials said. Another person was found with no heartbeat in a flooded car in Seosan, South Chungcheong province, and could not be revived. As of 5 p.m. (0800 GMT), some parts of the South Chungcheong region further south of the capital had seen more than 15.7 inches of rain since Wednesday, the Ministry of the Interior and Safety said. The downpour resulted in record rainfall in the area and more wet weather was forecast for Thursday night, the Korea Meteorological Administration said. Landslide alerts were raised to the highest level for several regions including Chungcheong as the heavy rain continued, according to the Korea Forest Service. In the city of Gwangju, some 267 km south of Seoul, 87 roads and 38 buildings were submerged within about two hours after torrential rain warnings were issued, according to the Yonhap News Agency. Some 403 schools were closed and 166 properties were reported to have been damaged due to heavy rain on Thursday, the Ministry of Education said.

Japan protests South Korean military drills near disputed islets
TOKYO - Japan's government said Thursday it lodged a strong protest with South Korea over military drills conducted in waters near remote islets in the Sea of Japan that are controlled by Seoul but claimed by Tokyo. Masaaki Kanai, head of the Japanese Foreign Ministry's Asian and Oceanian Affairs Bureau, told the South Korean Embassy in Tokyo that the exercises were "totally unacceptable and extremely regrettable," the government said. The islets, called Takeshima in Japan and Dokdo in South Korea, are "clearly an integral part of Japanese territory in light of historical facts and international law," the Foreign Ministry said. Earlier in the day, the South Korean navy said it had carried out the drills, the first since President Lee Jae Myung took office last month, succeeding Yoon Suk Yeol. South Korea's Yonhap News Agency reported that troops did not land on the islets and that the biannual regular training, similar in scale to previous years, was closed to the public, as was the case under the Yoon administration.
