Spain Blocks Key Measures on Electricity System After Blackout
By and Jorge Zuloaga Save Spain's Parliament blocked a set of key rules approved by the government following the nationwide blackout in April. The rules gave the country's competition authority, CNMC, more powers to supervise private operators' management of electricity voltage. They also included resilience measures, with a budget of €750 million ($881 million) and an estimated annual savings of €200 million once implemented.

British Open 2025: Xander Schauffele says only a 'blackout' performance is going to catch Scottie Scheffler
PORTRUSH, Northern Ireland – Xander Schauffele figured he needed a 'blackout' performance Sunday at The Open to have any chance of catching Scottie Scheffler, who continued to pull away from the field at Royal Portrush. Despite a third-round 66 that moved him into the top 10 at the year's final major, Schauffele has learned, repeatedly, how difficult it is when you spot the world No. 1 a commanding lead. In fact, when pressed to explain exactly what a 'blackout' performance was, he deferred to Scheffler. 'Blackout would just be you're so in your own world. For me, when I use the word 'blackout' in golf, it's like when I watch Scottie play a lot, he just looks blacked out to me, just doing his thing,' said Schauffele, who is at 7 under. 'He's just in his own world and nothing's going to bother him. He gets to that place often, which is a good thing for him.' Schauffele added there are multiple definitions for 'blackout.' 'It's used in different terms. If you drink a few too many, if you go to Harbour Bar, there might be a few blackedout guys there,' Schauffele smiled. If Scheffler continues his blackout performance Sunday at Royal Portrush, the rest of the field may opt for that second definition and head to the Harbour Bar for a few Guinness.

Spain's energy lobby calls for higher proposed return on grid investment
MADRID, July 18 (Reuters) - A proposal by Spain's competition watchdog CNMC to raise the guaranteed return on investments in power grids to 6.46% is not enough to stop Spain losing much-needed capital to other countries, power utilities lobby Aelec warned on Friday. A massive blackout that hit Spain and Portugal on April 28 reignited a debate about investment needs in the country's power networks and the return on such investments. Power companies invest in grids in exchange for a stable return, which in Spain is currently set at 5.58%, with consumers ultimately paying that guaranteed rate through their electricity bills. Aelec said the guaranteed return on investments for electricity distribution should be around 7.5%, a level in line with the rates being applied in other countries. "We run the risk of capital flight and investment being attracted away from Spain to other European Union countries, thereby jeopardising the implementation of investments for the energy transition," Marta Castro, Aelec's head of regulation, told reporters. The new remuneration will cover the 2026-2031 period. The CNMC proposal is open to feedback until August 4. Spain's grid operator REE, owned by Redeia ( opens new tab, manages the trunk grid, and carries out investments envisaged in government plans. Power companies including Iberdrola ( opens new tab and Endesa ( opens new tab control and invest in local distribution grids, which take electricity to the final customers. Energy giants like Iberdrola and Enel have increased their focus in recent years on expanding and upgrading power grids while taking a more selective approach to renewable energy projects.

Spain Blackout Investigation Shows EU Grids Need More Resilience
By Will Mathis and Preliminary findings of an investigation into a wide-ranging blackout in Spain earlier this year show that European power grids need to improve resilience, according to a report from the European Network of Transmission System Operators for Electricity. The group, known as ENTSO-E, has assembled a panel of experts to pore over data from Spanish grid operators and power producers to find out what exactly happened in April that suddenly caused millions across the country to lose electricity. Preliminary results show that a cascading series of disconnections of electricity generation and unusual voltage increases were the most likely reason for the blackout, according to an update published Wednesday.
