AIFF seeks extension after project delay gets showcause notice from Bengal govt
Kolkata: The West Bengal government has asked All India Football Federation (AIFF) why the allotment of a 15-acre plot to build a national centre of excellence near Kolkata should not be cancelled. After seven years, the centre that was supposed to be fully commissioned in three years is far from completion, a state government agency has told AIFF. (AIFF) '… Non-utilisation of government allotted land within the prescribed period constitutes a violation of the terms and conditions of allotment as mentioned in the Deed of Lease and attracts action including cancellation of allotment…,' a show cause notice on May 13 from West Bengal Housing Infrastructure Development Corporation Limited (HIDCO) said. A government of West Bengal undertaking, HIDCO gave AIFF seven days to reply in its letter signed by Subhas Sinha, general manager (commercial). AIFF wrote back acknowledging the delay but has sought 'a reasonable extension' after stating that several key components were operational and that over ₹33 crore has been spent on the project. This includes ₹16.66 crore from FIFA, ₹6.56 crore from Asian Football Confederation and over ₹10 crore by AIFF, the reply dated May 21 said. The AIFF letter also pointed out that two pitches, one grass and the other artificial, have been used for training sessions by different India and Bengal teams, clubs in I-League and Indian Super League and the East Bengal team that won the Indian Women's League. AIFF attributed the delay due to the disruption caused by Covid-19 and other events before September 2022 when Kalyan Chaubey took charge as federation president. FIFA suspending India from August 16 to August 27, 2022, the Supreme Court appointing a committee of administrators (CoA) in May to run the federation and mismanagement of the previous administration have been listed as causes for delay in AIFF's reply signed by deputy secretary-general M Satyanarayan. HT has seen both letters. CoA's appointment in May 2022 to run AIFF 'disrupted normal governance and delayed project-related decision-making processes,' the federation has said. Since AIFF's previous administration under president Praful Patel was removed by the Supreme Court on 'grounds of mismanagement and failure to implement governance measures,' the current administration 'inherited the same' and had to conduct a 'comprehensive internal review' and implement corrective measures, AIFF's letter said. The only reason cited for which none of the above was responsible was heavy rain between June to September every year. That left the plot 'unfit for bearing installations that are crucial for foundation work,' according to the letter. Football's popularity in Kolkata and attendance figures in under-17 men's World Cup led to the decision by the West Bengal government to allot the land parcel to AIFF. With over 12 lakh people at matches, the edition in 2017 became the most watched under-17 World Cup. Over 56,000 watched the final and Kolkata, which hosted 10 matches, had an average attendance of 54,212. FIFA president Gianni Infantino had come for the final and West Bengal Chief Minister Mamata Banerjee had said he would be treated as a state guest. Two days after the final on October 28, the state cabinet approved the decision to allot 15 acres. HIDCO's letter to AIFF said that possession was handed over on June 21, 2018. The land parcel was given on 'leasehold basis for 99 years at a token lease premium of Re 1 and a token annual lease rent of Re 1 for setting up a National Centre of Excellence in Football with a Football Stadium and Football Academy.' As per the lease agreement, AIFF had six months to start construction and three years from the date to finish the project, according to HIDCO's letter. '… It has been found in a recent inspection that no Football stadium has been constructed and it appears that the project is far from completion even after nearly seven years of delivery of possession,' the letter from HIDCO stated. Most of the major issues have been resolved, AIFF has replied adding that it has awarded a contract to build another grass pitch specifically for youth and women's teams. AIFF's letter also mentions a 36-bed accommodation block which will help the federation plan 'year-round residential training camps.' Around $700,000 has been sanctioned for the accommodation block by AFC and work will start soon, Satyanarayan said over the phone from New Delhi on Tuesday. The block and the pitch are expected to be completed by December, 2025, said Satyanarayan who is also in charge of the centre. 'We take our obligations seriously and reiterate our full commitment to honour the conditions of the lease deed and the Allotment Letter by way of which the Allotted Plot was assigned to us,' AIFF has said. Its letter requests that no 'coercive action' is taken that may hinder AIFF's continued use of the land for football activities. Sinha acknowledged receiving AIFF's reply and said it has been sent to higher-ups in the government. 'We have not been told of any action from the government as yet,' he said on Tuesday.

Image: Supplied A movie about a dad taking his family to Durban - Disaster Holiday - took centre stage when film and television industry players gathered at the Inkosi Albert Luthuli International Convention Centre on Saturday, July 19, for the Simon 'Mabhunu' Sabela KZN Film & TV Awards hosted by the KwaZulu-Natal Tourism and Film Authority (KZNTAFA). The movie scooped the prestigious Best Feature Film award, in addition to winning in all three other categories it was nominated - Best Pan African Film, Best Production Design (Kagiso Malefane) and Best Use of KwaZulu-Natal as a Film Location (Burnt Onion Productions). This year's theme - 'Africa's Giants of Storytelling: From Piers to Pages' - captured the spirit of a night rooted in heritage, creativity and excellence, with awards being presented in 25 categories. The red carpet, hosted by Khaya Dladla, was awash with traditional attire, bold reds and sensational gowns, with guests playing up to the theme of 'dress as a giant of African storytelling'. There were some wise words shared by those who came to heap glory on their colleagues in the creative sector. Poet Gcinamasiko Mhlophe told reporters that African storytelling had come a long way, and was finally being recognised. Jackie Motsepe, KZNTAFA COO, said that the calibre of entrants in this year's awards - in its 12th year - stood out. She attributed this to technological changes and the dedication of mentors who helped hone the skills of newcomers enlisted in the authority's internship programme, which takes in 30 trainees each year. Beacon of possibility The Simon 'Mabhunu' Sabela Awards is the province's premier film event and forms part of Film Month's three pillars that also include the Durban International Film Festival (DIFF) and the Durban FilmMart. Dr Sibusiso Ndebele, KZNTAFA board chairperson, said Film Month 'gives structure to our aspirations and momentum to our progress, and is a beacon of what's possible when a province commits fully to economic growth through the creative arts and film'. The night belonged to Rethabile Ramaphakela, who accepted the Best Feature Film award for Disaster Holiday, which she wrote and directed. She told Daily News that the family romp movie had been trending on the Netflix top 5 in December and in the top 10 in the world. "To win Best Feature Film is insane. When you make a movie, you wonder, will people watch it - and then this happens, where a movie about KZN wins Best Feature Film in KZN. It is absolutely incredible! 'It's not just a win for us — it's a win for the entire team, for the storytellers behind the scenes, and for the province of KwaZulu-Natal, which gave us such a beautiful canvas to work on," she said. The movie was funded by KZNTAFA, which also funded five other projects that were nominated for awards. KZN shines In the television category, Kwenzokuhle Ngcobo took home Best Actor for his role in 'Scandal", while Nqobile Magwaza bagged Best Actress for her performance in "Smoke and Mirrors". In film, Ntando Mncube (Themba) and Sibongiseni Shezi (Umjolo: The Gone Girl) scooped the top acting awards. Legendary filmmaker, Angus Gibson, was presented with the Lifetime Achievement Award for his contribution to the growth and depth of African storytelling; with groundbreaking work on productions such as "Yizo Yizo", "Shaka iLembe" and countless documentary features. Accepting the award, Gibson said: "For the last 12 years, with both 'Isibaya' and 'Shaka Ilembe', we have been immersed in a Zulu world; so it is from the KZN audience that we most want approval. This award is an affirmation that makes me very happy.' Perhaps one of the most memorable moments of the evening was when Mbuso Khoza, who won Best Supporting Actor in Film for his part in Msinga The Calling took to the stage to sing a soulful and moving tribute as actors who had passed away in the past year were remembered. The audience was treated to energetic performances by amapiano outfit, Babalwa M, as well as DJ Merlon. Andile Zamokuhle Mtambo, winner of the Best Newcomer Actor award for his role in "Uzalo", said that just being nominated was enough. "It is the first time for me on this platform and it shows that the people of South Africa appreciate the work we do," he said. In a televised message, KZN MEC for Economic Development, Tourism and Environmental Affairs, Musa Zondi said: 'KwaZulu-Natal is a province rich in heritage and culture; from the rolling valleys to the shores of our beautiful coastline, our land is full of stories that reflect who we are. Our languages, our traditions, our history and our pride. The creative work we celebrate tonight keeps that spirit alive and thriving. KLE Society hospital of Belagavi first to go paperless in State
In a record of sorts, KLE Society's Dr. Prabhakar Kore Hospital and Medical Research Centre, Belagavi, has earned the credit of being the first fully paperless hospital in the State. Addressing presspersons in Belagavi on Tuesday, Medical Director of the hospital M. Dayananda termed it a significant step towards digital transformation in healthcare. The hospital has achieved the milestone under the leadership of Chairman of KLE Society Prabhakar Kore and director Amit Kore and others. Dr. Dayananda said: 'This digital transformation is a reflection of our continuous pursuit of excellence in patient care. By going paperless in a 1,200-bed healthcare set-up, we have significantly reduced hospital turnaround time, enabling faster decision-making and a smoother patient care journey.' Elaborating on the initiative, he said that all clinical, administrative and operational processes in the hospital have been fully digitized with the help of Presco, a unique health-tech innovation award-winning technology. Dr. Dayananda said that the new digital platform is fully compliant with the Ayushman Bharat Digital Mission (ABDM) guidelines, ensuring seamless integration with India's national digital health ecosystem and offering the highest standards of data privacy and cyber security. And, the digital shift has been made possible through dedicated collaboration between hospital leadership, IT team and the Presco team, he said. He said that the KLE Society has plans to extend the paperless transformation to all its hospitals in the country. KLE Hospital in Belagavi handles over 50,000 patient records annually and the digital transformation is estimated to save over 10 million to 12.5 million pages each year.
