SACRAMENTO, California — A wind power farm in the mountains of far-Northern California was the first through the door of a new permit streamlining program that came with a lofty promise to renewable energy developers: Once a permit application was complete, the California Energy Commission would make a final ruling on the project within 270 days. It's been more than 650 days since Fountain Wind completed its application. But the agency still hasn't made a final ruling, after fierce local opposition successfully derailed the permit review. In renewable energy circles, the project has become a poster child of the sluggish progress California has made toward expediting the infrastructure state leaders say they so desperately want. Meanwhile, local officials and their advocates see the initiative as a prime example of why decision-making is better done within the communities where workers are breaking dirt. That argument will continue playing out in Sacramento in the coming month as language that would further empower the CEC's permitting authority is in one of the most-watched end-of-session bills. Attempt to stop St Ives hotel development fails
A late attempt by campaigners to stop a Premier Inn being built overlooking St Ives has of the residents who have opposed the plan to build the 90-room hotel took their battle to Parliament last have now heard the news that the build of the hotel will go will mean the demolition of St Ives' last remaining care home to make way for the hotel, which has been criticised locally. According to the Local Democracy Reporting Service, campaigners presented letters to officials asking Deputy Prime Minister Angela Rayner to reverse a decision made by a government planning inspector to allow the to the decision on a Facebook page dedicated to fighting the Premier Inn plans, Shelley Thornton said: "Sadly, Goliath has won this battle! "We've just heard that Angela Rayner won't intervene. "Today is a very sad day for local democracy, local communities and vulnerable people."

Wynn Resorts Ltd. won't apply for a casino license in New York, citing a rezoning process and local opposition that makes the opportunity less attractive. The company has better uses of its capital, including share buybacks, rather than 'investing in an area in which we, or any casino operator, will face years of persistent opposition despite our willingness to employ 5,000 New Yorkers,' the company said in a statement Monday.

Labour council acted unlawfully over low traffic neighbourhood
A Labour council acted unlawfully when implementing its latest low traffic neighbourhood (LTN) by ignoring residents' legitimate concerns, a court has ruled. In what could prove to be a significant case, the High Court has concluded that Lambeth council's dismissive approach to locals amounted to a 'serious failing'.
