Pubs and cafes in North Yorkshire will have to pay three times as much for outdoor seating in front of their premises under new council plans. At present, businesses are charged between £0 and £100 for the cost of a pavement licence, with the fee set to rise to £397.41 for new licences and £301.28 for renewals. A report by North Yorkshire Council officers said the increase was needed to ensure the council covered the cost of issuing the licences. If approved, the new fees would be introduced from 1 August with the council able to issue licences for up to two years. The report detailed how prior to the local government reorganisation in North Yorkshire, the seven district licensing authorities operated different pavement licensing regimes. It said the cost of the licences were based on the district authority calculations, with some not charging a fee at all. The report said: "Now, North Yorkshire has one licensing team, it is important to harmonise the pavement licence fee throughout the council area." Officers said the increased fees had been calculated based on the costs incurred by the licensing service, which were determined by several factors including staffing, accommodation and legal costs. The report said the authority could consider retaining the existing fees but said that would mean "the service would be running at a loss, and recovered unfairly elsewhere." "Any failure to recover costs permitted by statute would require an unnecessary subsidisation of the licensing regime at the expense of the council's taxpayers," the report stated. A town pub has reopened with a new outdoor area and pool table after closing for six weeks for a revamp. The Half Moon pub in Kingsway, Mildenhall, has reopened after joining the Hive Pub franchise, which is operated by Greene King. Francis Bloom, franchisee at the Half Moon, said: "The Half Moon pub has undergone significant refurbishment over the last few weeks, giving the much-loved pub a brand-new look and feel ahead of its reopening as a Hive Pub franchise on June 26. "We look forward to welcoming customers back following our official relaunch to experience all the pub has to offer." There is new outdoor seating at the pub. (Image: Half Moon) There is new outdoor seating that has both covered and uncovered areas for people to enjoy the sun. The Half Moon will also have an updated sports area, with a pool table, darts and TV screens showing the latest live sports fixtures. The inside of the pub has also had significant work done. (Image: Half Moon) It reopened last week after plans were approved for the work at the end of last year. There has also been significant changes to the bar and indoor seating area, with a new tiled floor, panelling and lighting to create an inviting environment.

Bosses at a Greenwich riverside pub could have to call time on most of its outdoor seating area after the council demanded its Council says the tables that snake around the Thames Path at the Trafalgar Tavern are "visual clutter". The council, which said this "prevents people from enjoying the view of the river, and it doesn't provide access", has issued an enforcement notice to remove the Frank Dowling told BBC London: "I don't think there's a problem, because there's a 5ft walkway. So maybe there is the minor inconvenience of walking around someone." The council's notice is a move that has angered many, including the Jones family, who are regular visitors. "I think there's still space for them to bring prams and things like that through and there's still bikes and things like that that come through," one family member said."I think it would be a shame if they got rid of it because it's a lovely area." Another family member said: "It is a bit busy when there's bikes and things coming past but it's part of the experience."I think this is a lovely classic pub so I think it should stay."It's lovely being by the river, seeing all the sights, it's just an amazing place. It's got a really nice energy about it."The Tavern has appealed against the council's enforcement notice, saying it could lead to more than 70 job losses. A Royal Borough of Greenwich spokesperson said: "We have been notified that the Trafalgar Tavern has appealed [against] the enforcement notice to the Planning Inspectorate and a hearing is scheduled for later this summer."In the circumstances it would not be appropriate for the council to make any further comment at this stage."The Tavern dates back to 1837, having been a notable hub for merchants, sailors and politicians.
