RCMP searching for man who escaped police custody

The Manitoba RCMP is helping in the search of a man who escaped custody of the Manitoba First Nations Police Service (MFNPS) on Thursday night. Byron Roulette, who was arrested by the MFNPS earlier on Thursday, was last seen around 7:30 p.m. in the 500 block of 5th Street SE in Portage la Prairie, Man. Police said Roulette, 26 is handcuffed, has blood stains on his shoes and is wearing grey-brown shorts. He is also believed to be shirtless. If you see Roulette, call 911 immediately and do not approach him. RCMP noted there is a large police presence around 5th Street SE and Queens Avenue in Portage la Prairie as police search for the missing suspect. Portage la Prairie residents are asked to be on the lookout and report any suspicious activity. Anyone with information on Roulette's location is asked to call 911, the RCMP at 204-857-4445 or the MFNPS at 204-843-7700.

Khalida Moar was last seen at 10:30 p.m. on June 8 in Winnipeg's Silver Heights neighbourhood. She is described as five-foot-seven with a medium build, black hair and brown eyes. She was last seen wearing a black hooded sweater, black sweatpants and white Nike shoes. Police said Moar is known to frequent Brandon and Dauphin. Anyone with information on her location is asked to call police at 204-986-6250.

THE CANADIAN PRESS/Jason Franson A judge has found that a man had his rights breached after he was arrested in connection with a million-dollar drug bust in Edmonton four years ago. The decision on a voir dire was made Monday by Justice Kent Teskey, who concluded that officers breached the accused's charter rights under sections eight and nine. The accused cannot be named due to a publication ban. According to the decision, investigators were surveilling a believed stash house in a downtown apartment building in Edmonton on Nov. 2, 2021. A person who was the target of the investigation was seen leaving the building with a box and approached a Jeep driven by the accused. While the surveillance team observed the rear tailgate of the Jeep open, they did not see anything being put into the Jeep and couldn't confirm whether the target was carrying the box as they passed the vehicle. Hours later, the accused was stopped outside of Edmonton, arrested and immediately released after the vehicle was searched, said the decision. 'The police never intended to pursue the arrest of the accused and at all points were planning to release him,' said the decision. 'The only purpose of the arrest was to perform a warrantless search.' A box containing meth was found during the search. 'This case engages questions of the limits on police power to conduct a search incident to arrest and whether police had sufficient grounds for the arrest,' said the decision. 'I find that police did not have reasonable and probable grounds to arrest the accused. 'In any event, the search was not authorized by law.' The decision said that officers violated the accused's charter rights under section 9, which protects against arbitrary detention and arrest. Teskey said officers did not have enough evidence to arrest the accused, adding that 'the highest inference to be drawn was one of adjacency to criminal conduct, rather than involvement in it.' The day before the arrest, probes in the target's vehicle recorded a conversation with the accused. While the conversation indicated that the accused was familiar with drug slang, Teskey's analysis determined it was ambiguous about the accused's actual involvement in an illicit business relationship with the target. 'While it was reasonable for the police to have suspicions about the accused based on the discussion … it was a long way from reasonable and probable grounds,' said Teskey in the decision. The judge also said there was concern about the lack of evidence supporting the accused dropping a box of meth in the Jeep. 'While I am aware that the standard for arrest is far less than a certainty, this was a brief interaction with significant gaps in continuity from which it would be impossible to conclude that the drugs had been placed in the vehicle,' wrote Teskey. The accused's section 8 charter rights were also violated, ruled Teskey. 'Police never intended to continue the arrest of the accused,' wrote Teskey. 'At all points, the intention was to arrest the accused for the sole purpose of searching the vehicle and then to release him immediately.' Because the accused was confronted by police hours after the believed drop of the box occurred, Teskey said any objective basis to believe the box would still be in the vehicle later was significantly imperiled. 'The evidence is clear that the police always intended to release the accused and that the arrest was simply a means to effect a warrantless search,' said Teskey. 'There was no evidence of officer or public safety concerns, exigent circumstances, or a need to procure evidence to be tendered at the trial of the accused.' The accused is to appear in court for a preliminary hearing on July 24.

Social Sharing Police are searching different areas of east Hamilton as they look for two missing boys. Roman and Stephen Mackhan-Lively, 12 and 13 years old, respectively, were last seen on July 14, police said. The boys are believed to be in the areas around Oriole Crescent in McQuesten East, East 38th Street on the Hamilton Mountain or Jutland Crescent near Albion Falls, police said. Police said they believe the two are together and there are no "immediate safety concerns" but want to confirm their well-being. Patrol units and investigators from police's missing persons unit are searching those neighbourhoods, they said. Police told CBC Hamilton after requesting further information about their safety that "investigators do not believe that there are immediate safety concerns for either boy. If that changes, then we will amend our messaging." Roman and Stephen are both described as Black, of light complexion, five feet two inches tall and around 105 and 114 pounds, respectively.

THE heartbroken family of Rachel Booth have broken their silence after her body was found. Police to find Rachel, 38, who was last spotted in a convenience store at 3.50am on Monday. 7 7 7 Rachel was last seen at Sandiway Garage in Northwich, Cheshire, where she bought wine and milk after a 45-minute run. She had entered the Shell garage on the A556 shortly before vanishing. Search teams looking for Rachel recovered a body from a lake in Oakmere, Cheshire, on Monday. On Tuesday morning, a spokeswoman for Cheshire Police confirmed that the body had been formally identified as Rachel. Now, her heartbroken family have released a statement after the tragic discovery. The moving tribute read: "As a family we would also like to offer our sincere thanks and appreciation to all the services and business that supported Cheshire Police and their officers during the search for Rachel. "Rachel, who was known to us as Helena, was a cherished member of our family. "She was a guiding light whose strengths love, and devotion touched us all. "Her kindness was constant and her presence a strength to everyone she knew, a loving mother, wife, daughter and sister who can never be replaced but always present in our hearts. The family are being supported by specialist officers, said cops. Police said there are not believed to be any suspicious circumstances and a file will be prepared for the coroner in due course. Missing Rachel, from Barnton, Northwich, had been described as being 5ft 9in tall, of a slim build and with blonde hair. At the time of her disappearance, police believed she was wearing black leggings and a black top. Underwater search teams were recruited to help scour the waters for Rachel. July 21 A body is found by Cheshire Police. Cops said that formal identification is yet to take place but the body is believed to be that of Rachel. July 22 Cheshire Police confirm that the body found is Rachel Booth following formal identification. Cops said Rachel's family continue to be supported by specialist officers from Cheshire Police. Cheshire Police added: "We are liaising with the family to see if they wish to issue a tribute and any update will be supplied in due course." Police had also deployed sniffer dogs in a bid to find the missing 38-year-old. Divers and specialist underwater search teams were also seen at the holiday park. A spokesperson for the Wild Shore Delamare water sports park said previously: "Due to ongoing police investigations in the surrounding area, Wildshore Delamere will remain closed tomorrow, Sunday, July 20th. "We sincerely apologise for any inconvenience this may cause. "This incident is unrelated to Wild Shore - however, we wish to help as much as possible - so we will be closing the site until further notice. "if your booking is affected by this closure, please contact our customer service team. We'll be happy to arrange a refund or reschedule your session for a later date.
