
Mongolia backs PH efforts on peaceful settlement of disputes, rule of law

Mongolia on Monday expressed support for the Philippines' efforts towards a peaceful resolution of disputes as both nations stressed that rule of law must prevail in the face of evolving security challenges in the Indo-Pacific.
In a joint press conference after meeting his Mongolian counterpart Battsetseg Batmunkh in Manila, Foreign Affairs Secretary Enrique Manalo said they both 'emphasized the importance of adherence to the United Nations Charter' and reaffirmed commitment to the Manila Declaration on the Peaceful Settlement of Disputes.'
'Beyond our economic ties, the Philippines and Mongolia are Asian democracies bound by shared values of freedom, human rights, and the rule of law. In this context, we reaffirmed our shared interest in the evolving Indo-Pacific landscape and in defending the rules-based international order,' Manalo said.
The 1982 accord calls on all nations to resolve disputes without threat, harassment or use of force.
It also states that 'every state shall settle its international disputes exclusively by peaceful means in such a manner that international peace and security, and justice, are not endangered.'
China insists ownership of almost 90% of the South China Sea, including areas that overlap with the Philippines' and other Asian nations' territorial waters.
The disputes have led to a series of confrontations between Philippine and Chinese coast guards and navy forces in the resource-rich waters – a major trade route teeming with rich marine life and said to be harboring vast oil and mineral deposits.
Manalo said he and Battsetseg renewed their commitment to the 1982 UN Convention on the Law of the Sea, or UNCLOS, which is regarded as the global constitution for the seas signed by162 nations, including the Philippines and Mongolia.
The two officials also reiterated their countries' call for nuclear weapons-free zones and signed bilateral agreements, including a pilot program for Mongolians to study English in the Philippines.
Manalo thanked the Mongolian government for helping ensure that the rights and welfare of around 500 Filipinos living in Mongolia are protected.
The two top diplomats likewise agreed to bolster economic ties, noting that as middle-income countries, the Philippines and Mongolia 'share an interest in pursuing cooperation to sustain our promising development trajectories.' —KG, GMA Integrated News

Marcos highlights shared history between PH and China in Binondo event
President Ferdinand Marcos Jr. on Saturday led the Jones Bridge lighting ceremony in Binondo, Manila, where he spoke about the shared history between the Philippines and China. Half a century of friendship and shared history, all reflected here in the world's oldest Chinatown,' he said. He said the Chinatown Revitalization Project aims to ''transform Binondo into a place that we can always return to.'' 'Because how can we know our history and culture if we do not know and experience them ourselves? So, I encourage everyone, especially the younger people, to visit Binondo. Come back to Ongpin, Escolta, Carvajal, and the streets that have yet to be discovered and celebrated,' he said. 'In times like these, when everything can feel loud and fast and confusing, I believe what we need is right here. A place as simple as a bridge or a street that tells us to pause and to reflect on who we are and what we share as a nation,' he added. Teodoro bares plans for Balabac, Palawan air and naval base
An airbase and naval station are being eyed to be built in Balabac, Palawan, Defense Secretary Gilbert "Gibo" Teodoro said Saturday. In an interview with the media, Teodoro said the construction includes a joint-use runway for the use of the Philippine Air Force (PAF) and the Civil Aviation Authority of the Philippines (CAAP). "Mag-iinspeksiyon tayo, dahil ang runway ay ang CAAP. Titingin tayo ng lugar kung saan talaga puwede na maglagay ng airbase at ng naval base," Teodoro said. (We will conduct an inspection, the runway will be for CAAP. We will look for an area where we can actually put an airbase and a naval base.) "Ang report sa akin ay 'yung Air Force side at 'yung naval side ay magkatabi. 'Yun nga lang, may lupain na kailangan kunin para buo 'yung lugar, isahan na lang," he added. (The report I received is that the Air Force side and the naval side will be next to each other. However, there is a piece of land that needs to be acquired first to construct an all-in-one area.) Strategic location According to Teodoro, Balabac serves as a strategic location for the country in an area where foreign vessels, including those of China, often take their route. It is one of the largest islands in the southwest Philippines, where the South China Sea and Sulu Sea merge. "Minsan dumadaan talaga rito ang Chinese vessels. At ito kapag hindi nadama or hindi nagkaroon ng presence, napakadali na abusuhin ng foreign influence and other inappropriate and illegal activities," said Teodoro. (Chinese vessels actually pass through here. When it is not felt or there is no presence, the place is very easy to be abused by foreign influence and other inappropriate and illegal activities.) He said the construction of the naval station is eyed "as soon as possible, depending on the funding." Further, the Western Command (WESCOM) and PAF are also eyeing the construction of a health center in the municipality to address the medical needs of its residents. 'All-in-One Bayanihan' Teodoro also led the 'All-in-One Bayanihan' community outreach activity held in Balabac on Friday. Combined forces of Go Share Philippines, the Balabac local government unit, Balabac District Hospital, and the Armed Forces of the Philippines (AFP) sought to deliver free services and aid to communities in need in the municipality. Ombudsman asks CA to quash TRO on Gwen Garcia suspension
Ombudsman Samuel Martires has asked the Court of Appeals (CA) to quash the temporary restraining order (TRO) on the preventive suspension his office has meted against outgoing Cebu Governor Gwen Garcia. In a motion filed May 30 but furnished to GMA Integrated News on Saturday, Martires told the CA that the preventive suspension has already been implemented on April 29. The CA issued the TRO on May 15. 'But this Honorable Court closed its eyes to this very basic doctrine that 'when the acts sought to be prevented by the injunction or prohibition have already been performed or completed prior to the filing of the injunction suit, nothing more can be enjoined or restrained… the court by mere issuance of the writ, can no longer stop or undo the act,' Martires said in the motion. On April 29, the Ombudsman suspended Garcia for six months without pay over alleged grave abuse of authority for illegally granting a special permit to a construction company. But Garcia continued to defy the order and obtained a TRO from the CA. The Ombudsman refuted the basis for the TRO saying 'the implementation of this preventive suspension order will impede public service strains credulity. To be sure, petitioner Garcia's suspension will not disrupt the delivery of public services to the people of Cebu.' Martires also said that the prohibition on imposing suspension on government officials during the election period does not apply to the Ombudsman. 'It is a power directly conferred by the Constitution upon the .. Ombudsman, and the exercise of such power is unqualified and not subject to the vagaries of Congress or opinion of government officials… the Local Government Code and the Omnibus Election Code cannot supersede the constitutionally entrenched powers of the Ombudsman' he said. Martires further added that allowing the TRO to remain in effect sets a dangerous precedent. '… it (allows) petitioner Garcia to sidestep the preventive suspension sends a troubling message: that legitimate grievances and complaints of graft and corruption, properly brought before the Ombudsman, can be nullified by a provisional remedy issued in contravention of established rules and jurisprudence… it (erodes) the Ombudsman's prosecutorial and investigative powers,' he said.
