Fence or no fence? Officials, residents discuss
SIOUX FALLS, S.D. (KELO) — At Monday's public information meeting, city leaders and Sioux Falls residents discussed the proposed lease for a parking lot in central Sioux Falls.
If the city council approves the five-year lease, the City of Sioux Falls would build a fence around the lot. According to Sioux Falls Police, the area, just north of the Bishop Dudley Hospitality House, received more than 1,800 police calls in 2024.

'We hope that having it in place will create a barrier, if you will, where people are not going to go ten feet out of the Bishop Dudley House and just lay on the ground, in this parking lot,' Officer Adam Petersen said.
The proposed fence would cost $70,000 to install — a concern that many brought up at Monday evening's meeting.
'Everyone up here who has given an answer has deflected to, oh, we have programs. We know that. Give them the money. Don't put up a fence.'
'I don't want to drive by fences and barbed wire. That doesn't speak like a welcoming, friendly environment.'
But some Sioux Falls residents side with the city and believe the fence could improve safety.
'My children are afraid to play in their yard. My youngest daughter doesn't want to be left home alone with the doors locked because of what's going on in this neighborhood.'
Bishop Dudley Hospitality House Executive Director Madeline Shields said the lot has become dangerous for Bishop Dudley staff and guests.
'Those folks drag the pallets from Nikki's and bring them over to that lot. And in an hour, there is a makeshift house that 6 or 7 people have now crawled inside with weapons,' Shields said.
Another Sioux Falls resident argued a fence is not the right approach.
'A fence is only going to make people feel more unwell.'
For now, the lot remains vacant until the council comes to a decision.

SF police searching for parolee wanted for a shooting
SIOUX FALLS, S.D. (KELO) – Sioux Falls police are looking for a 28-year-old parolee wanted in connection with a shooting. According to court documents, Dustin Gallegos Jr. shot another man during a drug-related incident, not far from the police station, on Wednesday morning. It left the victim with a fractured left femur. It was around 9:30 Wednesday morning when Sioux Falls Police officers were dispatched to this area on West 2nd Street. When they arrived, court documents say they found a 39-year-old man in a parking lot with several injuries, a bloody face and a gunshot to his left thigh. 1 arrested for selling fentanyl after overdose The victim told police a man came up to him asking for money, but when he said he didn't have any, the man shot him. A witness living nearby told police she heard yelling that morning, followed by a 'pop, pop.'When she looked out her window, she saw a man lying by a tree and a gray sedan leaving the area, which she got video of. Court documents say that the video led detectives to a 24-year-old woman who told police that 'Dusty' did the shooting. The woman came here to the police station, where she told detectives she had 'Dusty' on Facebook. When she pulled up his profile, police were able to identify the man as Dustin Gallegos Jr. According to court documents, the woman told police she met Gallegos Jr. to buy narcotics atan apartment on West 2nd Street where multiple people were, including a man who she had given money to the night before for drugs. That man was the victim in this case. 'There was a discussion between them, they went outside, the woman went to a car,' Sam Clemens with the Sioux Falls Police Department said. 'The two men went a little distance away and then there were gunshots that happened. The victim was shot in the leg. The suspect and the woman left.' Clemens says the two men and the woman knew each other, so since this wasn't a random crime, there's a little less worry when it comes to public safety. 'Because they know each other, it's a little bit different. If it was a stranger crime, where there was no connection between the two of them, we'd probably be a little bit more concerned about the public,' Clemens said. 'In this case, it doesn't seem that there's an overt threat to the public but we still want people to be aware of that and certainly if they know where he's at, to call police.' Gallegos is listed as an active parolee after serving time in prison on meth charges. His arrest warrant is for two counts of aggravated assault. It includes a $100,000 cash bond. County Treasurers frustrated with 605 Drive & vehicle title delays
SIOUX FALLS, S.D. (KELO) — In February, the South Dakota Department of Revenue's Motor Vehicles Division launched a new title and registration system. County Treasurers all over the state are responsible for issuing titles and registering vehicles using the new system. But it hasn't gone as planned. For workers at county treasures offices all over the state, including here in Minnehaha County, it has been a tough and frustrating 4 months. We spoke with several treasurers' offices by phone,One worker called the rollout of the new 605 Drive System 'a nightmare.' 35-year-old arrested in early morning crime spree including stolen bus Hanis Ibbit came to get his registration renewed in Minnehaha County, he says it went well. 'I was actually here to get my renewal, my little stickers that go on my plates. I usually stayed about 10 to 15 minutes before, but today was very, very fast,' said Ibbit. Minnehaha County Treasurer Kris Swanson says regular registrations like Ibbit's are going fairly smoothly, but when it comes to working with titles and anything out of the ordinary, these workers are experiencing glitches. I asked Swanson what has been the biggest frustration from her point of view. 'I think just being able to contact the state for help, they're obviously very busy because they've got to cover 66 counties, and so when you call in you don't get an immediate answer which can be kind of frustrating because you've got people at the window that we need to help as soon as we can,' said Swanson. Swanson says parts of the system work one day, not the next. She says the system is improving, but not fast enough for her liking. 'My staff is exhausted, I can tell you that. I think they need some mental health days, but I find this one to be a little rough.' According to the state, the old system, SDCARS, was 'brittle and quite old' and needed to be replaced. The new system does offer advantages, but Swanson feels it could take up to another year to work out all the glitches. 'I'm one that, I want it to happen yesterday, so I wish it would go a little faster, but we are just going to keep moving forward with it and just take it as it comes,' said Swanson. Swanson has talked with county treasurers in South Dakota about the new system. 'We're basically on the same page, I think everybody is exhausted, a little frustrated, they do say it's gotten better slowly, but it still has got a ways to go,' said Swanson. Swanson says she appreciates customers' patience. She also says state workers in Pierre are working hard, and they are understaffed as well. The state Department of Revenue says the 605 Drive system is more modern and is continually being updated and upgraded. The new system will also offer better security and auditing.
