HYDRAA plans to engage former military personnel as marshals to tackle monsoon emergencies in Hyderabad

Hyderabad: To tackle monsoon-related challenges across the city, the Hyderabad Disaster Response Asset Protection Agency (HYDRAA) has decided to engage former military personnel to manage waterlogging issues and handle incidents of fallen trees across the city.
Following the state govt's decision to transfer emergency monsoon operations to HYDRAA, the agency opted to employ ex-servicemen as 'marshals' for a five-month duration. During this period, 90 ex-army personnel will be stationed across the city and will head the 150 monsoon emergency teams. These marshals will additionally be tasked with safeguarding the city's lakes from encroachments.
Further, 51 DRF teams from HYDRAA will support these emergency teams.
All the units handle all monsoon-related tasks, including the clearing of catchpits during rainfall, dewatering, management of traffic diversions, and safety inspections of nalas to prevent accidents. Currently, the GHMC will be responsible for only pre-monsoon tasks such as desilting of nalas and stormwater drains.
According to officials, the marshals will supervise the contractors' activities and confirm if their teams addressed the water stagnation issues and cleared fallen trees prior to bill payment.
'Ex-servicemen, having served in the army, are known for their uncompromising approach towards work quality and safeguarding public assets, including protection against lake encroachments. This sets them apart from other authorities, making them ideal candidates for deployment as marshals,' said AV Ranganath, Commissioner, HYDRAA.
The govt cancelled previously approved contracts by the Greater Hyderabad Municipal Corporation (GHMC), valued at Rs 50 crore.
'We will reduce monsoon-related spending by 40 percent, bringing it down from Rs 50 crore to Rs 30 crore across all operations. Rest assured, relief activities and emergency operations will remain unaffected. Previously, GHMC would hire dewatering pumps, but the two-month rental costs could instead fund the purchase of multiple pumps.
Through such measures, we are implementing various cost-cutting strategies,' Ranganath added.
HYDRAA invites tenders for monsoon works
HYDRAA has taken charge of monsoon emergency operations, including urban flooding and disaster management, following the state govt's transfer order. The agency issued monsoon tenders with plans to deploy contractors in the next five days.
These teams will be positioned across all 150 GHMC wards. Each team will comprise nine members tasked with addressing road stagnation, water logging, and fallen trees during heavy rainfall. The scope of HYDRAA's responsibilities includes clearing fallen trees and poles while coordinating with HMWSSB, TGSPDCL, and other agencies for monsoon-related response and relief activities.

Indian benchmark indices ended in the green on Monday, supported by gains in IT and financial stocks, after two sessions of declines triggered by tensions between Israel and Iran. Investor sentiment improved as global markets showed signs of resilience and oil prices cooled from last week's spike. The BSE Sensex added 677.55 points, or 0.84%, to close at 81,796.15, while the NSE Nifty advanced 227.90 points, or 0.92%, to settle at 24,946.50. The market capitalisation of all listed companies on the BSE rose by Rs 2.30 lakh crore to Rs 450.39 lakh crore. The recovery was broad-based, with the IT index rising 1.6% and heavyweight financials gaining 0.8%, snapping a four-day losing streak. Index majors HDFC Bank and Reliance Industries climbed about 0.9% and 0.7%, respectively. Oil explorers ONGC and Oil India also edged higher by 2% and 0.5%, respectively, on the back of elevated crude prices. Despite fresh missile strikes between Israel and Iran over the weekend, global equities held steady, and Indian shares mirrored the optimism. Here are the factors supporting Monday's market gains: 1. Declining dollar supports emerging markets The U.S. dollar slipped further on Monday, with the dollar index down 0.1% at 98.1. The greenback has lost over 9% so far this year against a basket of six major currencies, weighed by concerns over delayed trade agreements and geopolitical risk. The weakening dollar has been a tailwind for emerging market equities, including India. Exporter-driven dollar sales also helped stabilise the rupee, which was little changed on the day. 'The uncertainty stemming from the Israel-Iran conflict has created a risk-off in global markets. The safe haven buying is keeping gold firm but dollar continues to be weak,' said Dr. VK Vijayakumar, Chief Investment Strategist at Geojit Financial Services . 'Interestingly there is no panic in equity markets.' 2. Crude prices muted after initial surge Oil prices, which surged more than 7% on Friday following Israel's preemptive strike on Iranian military assets, moderated slightly on Monday. Brent crude slipped 73 cents to $73.50 per barrel, while U.S. benchmark crude settled at $72.25. The initial spike in oil came on fears that a wider conflict could choke the Strait of Hormuz, a critical oil shipping route. However, easing market concerns helped cool prices, offering some relief to India, which imports nearly 85% of its crude needs. Even so, upstream oil companies gained, with ONGC and Oil India rising on expectations of better realisations. 'Markets will be severely impacted only if Iran closes the Strait of Hormuz triggering a huge spike in crude. This appears to be a low probability event now,' Vijayakumar noted. 3. Global equity rally lifts sentiment Indian markets also drew strength from a positive global setup. European markets were mostly higher, with Germany's DAX up 0.2% and the FTSE 100 rising 0.3%. U.S. stock futures rebounded after an early dip, while Asian indices posted solid gains. Japan's Nikkei 225 rose 1.3%, South Korea's Kospi added 1.8%, and Hong Kong's Hang Seng climbed 0.7%. Economic data from China showing stronger-than-expected retail sales in May further lifted regional risk appetite. Analysts said the absence of panic in global equity markets, despite Middle East tensions and looming central bank meetings, reflected a broader resilience among investors.

IPO-bound Cordelia Cruises operator Waterways Leisure Tourism has reported a sharp reversal in its financial performance for the financial year ended March 31, 2024 (FY24) as the company posted a net loss of Rs 119.9 crore, compared to a profit of Rs 55.3 crore in previous fiscal (FY23). The significant decline comes ahead of its planned Initial Public Offering (IPO) worth Rs 727 crore. According to its Draft Red Herring Prospectus (DRHP) filed with the Securities and Exchange Board of India (SEBI), revenue from operations dropped to Rs 442.1 crore in FY24 from Rs 481.9 crore in FY23 -- a decline of around 8.26 per cent. Total income also fell by approximately 7.41 per cent to Rs 450.2 crore during the same period. Expenses also surged by nearly 29 per cent, reaching Rs 555.6 crore in FY24 as compared to Rs 430.9 crore the year before. However, the Mumbai-based luxury cruise company delivered a strong performance for the nine months ended December 31, 2024. During this period, it reported a profit after tax of Rs 139.25 crore on revenue of Rs 409.45 crore. Total expenses for the nine-month period stood at Rs 351.9 crore. The company is now aiming to raise Rs 727 crore through a fresh issue of shares. There is no offer-for-sale (OFS) component in the IPO. The proceeds will be used primarily for lease payments to its subsidiary, Baycruise Shipping and Leasing (IFSC) Private Limited and for general corporate purposes. The IPO will be conducted through a book-building process, with 75 per cent of the shares reserved for qualified institutional buyers, 15 per cent for non-institutional investors and 10 per cent for retail investors. Centrum Capital Limited, Intensive Fiscal Services Private Limited and Motilal Oswal Investment Advisors Limited are acting as the book-running lead managers, while MUFG Intime India Private Limited is the registrar. The shares are proposed to be listed on both the National Stock Exchange (NSE) and the Bombay Stock Exchange (BSE), as per its DRHP.
