To Tackle Chronic Absenteeism, This DC High School Lets Students Lead
It was the last Friday before winter break at H.D. Woodson High School in the eastern corner of Washington, D.C. — historically one of the toughest days of the year for attendance. School team leads Rachel Curry-Neal and Ashlee Judon were eager to see how the day would play out.
Their colleagues and they had an ambitious goal: improve overall in-seat attendance rates by at least two percentage points. Like schools across the country, Woodson has struggled with high rates of chronic absenteeism. According to the D.C.'s Office of the State Superintendent of Education, nearly half of high schoolers missed school regularly during the 2023-2024 school year. Rates have improved since the worst days of the pandemic, but they remain stubbornly high, hovering around 40 percent across the nation's capital.
Nationwide, the picture looks much the same, as disruptions from the pandemic, student mental health, socio-economic status, and chronic disengagement compound on one another to create a perfect storm of worsening attendance. These absences aren't just about missing class. They're predictors of whether students will graduate, pursue higher education, or find stable employment.

To address the problem, Curry-Neal, Woodson's redesign director, and Judon, the school's student experience coach, looked beyond conventional solutions — disciplinary threats and mandatory parent calls — and took a novel approach: letting students lead.
Woodson is part of DC+XQ, a partnership between XQ Institute and DC Public Schools (DCPS) to improve the high school experience through the implementation of XQ's six, science-backed Design Principles that together lay the foundation for effective high school learning. One of these principles is youth voice and choice: creating authentic, regular opportunities for students to build agency and develop their identities. DCPS Chancellor Lewis D. Ferebee has been out front in linking attendance to students' feelings of engagement and sense of belonging.
We know chronic absenteeism is anything but simple,' said Dr. Ferebee. 'As part of DC+XQ, Woodson is enlisting the entire school community to help tackle this and other important challenges—and they're leading with student voice. Our partnership with XQ is showing what's possible when our young people have a seat at the table.'

In addressing chronic absenteeism, leaders at Woodson seized on the opportunity to bring students into the fold. Curry-Neal and Judon met with about 70 students eager to improve their high school experience and presented them with attendance metrics and Panorama data, which provides valuable insight for schools to monitor their students' learning experiences. From those students, the school selected 10 mentors and charged them with leading a pilot program to boost attendance numbers.
Known as the Attendance Pep Squad, these 10 students gather every Tuesday at lunch to strategize. Their goal is twofold: first, identify students who might benefit from peer mentorship. And second, come up with creative ways to change the culture around attendance. During the fall semester, they developed an innovative outreach event — a playful, low-stakes peer networking gathering during which students exchanged stories and identified common experiences. Potential mentees also shared their schedules, academic interests, and any obstacles they were encountering, enabling mentors (along with Curry-Neal and Judon) to determine how best to pair students. About 22 students opted in to receive a peer mentor, and the program began in December of last year.
The Pep Squad also took steps to strengthen their fellow students' sense of belonging. They organized a 'Winter Spirit Week,' strategically timed for the week before winter break when attendance rates typically dip. They set up scavenger hunts, social activities and games, and a school-wide assembly to celebrate and close out the week.
The results exceeded expectations. In the 2023–24 school year, the Thursday before winter break had an attendance rate of just 42.6 percent. After the Pep Squad's initiative, that number soared to 76 percent. Even the Friday before the break — one of the toughest days for any school to manage — recorded just under 60 percent.
'Students understand the barriers to attendance better than anyone,' said William Massey, Woodson's principal. 'We knew we'd be able to go further and faster with them in the driver's seat.'
Not surprisingly, the students' efforts also appear to be having a positive impact on achievement. After just one term, nearly half of mentees have improved their GPA, recovered credits required for graduation, or both. Several mentees also saw a decrease in the number of failed courses.
While Woodson isn't declaring victory by any stretch, its early success suggests an alternative to conventional approaches, which often focus on imposing stiffer penalties on students who miss too much school. But these approaches don't address root problems — and they can backfire if they erode positive relationships, alienate students, and put counterproductive burdens on school staff. In contrast, when students are afforded leadership opportunities that give them agency and voice, they feel like they belong and are eager to step up.
'It all coalesces into this magic alchemy,' Curry-Neal said.
That alchemy is backed by a growing body of data. Research shows that students who feel a strong sense of belonging not only have better attendance but also higher grades and fewer disciplinary problems than their disconnected peers. They also graduate at higher rates and are more likely to enroll in college. In their recent book The Disengaged Teen, authors Jenny Anderson and Rebecca Winthrop note that when students see school as boring, stressful, or pointless, their desire to show up evaporates.
Attendance alone doesn't guarantee learning, but consistent presence is a crucial first step. 'There's a limit to how much we can learn if we're not in the building,' Judon says.
Woodson has been intentional about building a community that students want to be part of. Panorama data show that the student experience has improved every year since Woodson began their redesign journey in the 2022-2023 school year. Today, Woodson ranks in the 90th percentile among urban districts for student sense of belonging. Curry-Neal traces this back to XQ's Design Principles and its network of schools across the country, which enabled them to learn from earlier redesign efforts at Iowa BIG, Crosstown, and PSI High.
Woodson isn't the only school whose redesign efforts are paying off. At PSI High in Florida, just 1 percent of students were chronically absent in 2023-24, compared to 25 percent for the broader district. At Design Works High School in New York, 10 percent of students were chronically absent in 2023-24, compared to 47 percent for NYC high schools on average.
There are no silver bullets when it comes to the very complex problem of chronic absenteeism, but it's increasingly clear that making students feel like they are part of the solution is a step in the right direction.
'It's complicated,' Curry-Neal admits. 'A pep squad, text messages, walking kids to school—that only works if the rest of the school environment supports it. But right now, we're seeing that when students feel they belong here, they want to come back. And that's half the battle.'

What's the best way to measure a school's quality? It depends on whom you ask. Parents, educators, employers and policymakers hold many different opinions about the goals of education and, therefore, about how to judge school performance. Yet virtually every educational aim rests on the same foundation: giving students a strong academic grounding and developing the knowledge and habits of mind that allow them to think critically, communicate effectively and acquire knowledge and skills over time. Sign up for The 74 Newsletter At this challenging moment in American education, with student achievement in decline, FutureEd and the Keystone Policy Center decided to approach the question of how best to measure schools from scratch. We combed the research about the features of schools that make the greatest contribution to academic achievement and identified five research-based characteristics that together provide a more complete and precise picture of school quality than is typically available. All the measures can support school improvement and provide parents and the public with a fuller understanding of school performance. But not all are suitable for high-stakes accountability decisions. Some metrics lack the reliability, validity and comparability necessary for ranking schools, replacing their staff or closing them. For decades, accountability systems judged schools based primarily on state test scores. But these correlate strongly with demographics and family income, making it difficult to gauge the real contributions of schools to improved student outcomes. A fairer, and increasingly popular, way to judge schools also considers how much they contribute to growth in students' test scores over the year. To achieve at high levels, students need access to challenging coursework. Policymakers can address this in accountability systems by measuring whether schools offer access to a broad range of course offerings, including the arts, sciences and technology, so schools don't narrow their focus to just reading and math. To help teachers deliver strong instruction, research increasingly points to the importance of using high-quality, standards-aligned instructional materials, which many states and districts are starting to emphasize. Research also has found that completion of one or more advanced math and science classes in high school predicts both college readiness and later health, job satisfaction and well-being. This can be measured by the availability of and enrollment in Advanced Placement, International Baccalaureate and dual-enrollment programs, for example, but only if they are made accessible to students who may have been shut out in the past. Related Student surveys also provide insight into whether schools provide a learning environment that promotes high achievement. But any use of surveys should include safeguards against adults influencing responses, and states must ensure they are valid and reliable. That's why many states and districts use surveys for school improvement rather than accountability. Accountability systems also could include reviews of student work, with a focus on instructional rigor, though doing so requires systematically collecting and evaluating work samples across schools. Research consistently shows that teacher and principal quality contribute more to student achievement than any other school-based factors. Traditionally, teacher quality has been measured by years of experience and subject-specific expertise, such as degrees earned or passing of teacher-licensure exams. But these measures often don't correlate with student achievement. A sounder strategy would be to identify the percentages of effective or highly effective teachers in a school through teacher evaluation systems that use multiple measures of quality and classroom observation, though few states have such systems at scale. States and districts can measure a principal's impact on student success using multiple measures and several years' worth of achievement data. Educator surveys of principal-teacher and teacher-to-teacher trust; principals' instructional leadership; and teachers' commitment to their school also provide an important window into a school's overall professional capacity. To prevent pressure from influencing survey results, states and districts should limit such measures to school improvement. Many states include chronic student absenteeism in their accountability systems as a proxy for student engagement and whether a school's climate is safe and conducive to learning. It is a reasonable strategy. But well-designed and well-implemented student, teacher and educator surveys — again, with sufficient validity and reliability safeguards — can provide more direct measures of school culture. Such surveys also can provide key insights into where improvement is needed. Related Test scores are proxies for long-term measures that parents value. But metrics such as whether students attend and graduate from college or career-training programs, enroll in the military, find gainful employment, and lead healthy and fulfilling lives are better gauges of readiness for adulthood. Though few states measure outcomes such as college enrollment when evaluating schools, better connecting pre-K-12 data systems to postsecondary and labor market data could help monitor a range of important post-high-school outcomes. Many high-performing countries use inspection systems that combine test scores and other quantitative measures with classroom observations and interviews conducted by teams of trained experts who visit schools to gather information on important features of success. These reviews typically include a school self-assessment followed by team site visits. They result in a comprehensive report describing a school's strengths and weaknesses and recommended steps for improvement. While such inspection systems have spread rapidly around the world, the cost and logistics of conducting valid and reliable school site reviews at scale has slowed their adoption in the U.S., particularly for high-stakes accountability decisions. Test scores matter. But by themselves, they provide an incomplete measure of school success. They also offer little guidance or support on how schools can improve. A more comprehensive set of research-based metrics would provide parents, educators and policymakers with a richer understanding of what makes schools successful and a clearer sense of how to strengthen them. Measurement systems that combine standardized test scores, access to rigorous and advanced coursework, prevalence of effective teachers and school leaders, evaluations of respectful and supportive school cultures and data on student success after high school are most likely to promote higher student achievement. Responsibility for weighting each strand and the specific metrics within them should rest with state and local education officials. But each component should play a role in evaluating school success.

NASA spots sputtering for first time, cracks Mars' lost atmosphere mystery
Mars just gave up one of its oldest secrets — and it took a decade, a spacecraft, and a cosmic cannonball to catch it in the act. For the first time, NASA's MAVEN mission has directly observed a process called sputtering, an elusive atmospheric escape mechanism where energetic charged particles from the solar wind slam into the Martian atmosphere, knocking atoms into space. This violent interaction may be a key reason why Mars lost its thick atmosphere and, with it, the ability to sustain liquid water on its surface. The breakthrough marks a major milestone for MAVEN, a mission under NASA's Mars Exploration Program dedicated to uncovering how the Red Planet lost its atmosphere. While scientists had long suspected the process played a role in the Red Planet's atmospheric erosion, they lacked concrete evidence. 'It's like doing a cannonball in a pool,' said Shannon Curry, principal investigator of MAVEN at the Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder and lead author of the study in a release. 'The cannonball, in this case, is the heavy ions crashing into the atmosphere really fast and splashing neutral atoms and molecules out.' Previous findings—like the imbalance between lighter and heavier argon isotopes in Mars' atmosphere—offered only indirect clues, pointing to sputtering's fingerprints without capturing the act itself. Since lighter isotopes naturally reside higher in the atmosphere, their scarcity compared to heavier ones strongly suggested they had been knocked away into space. And the only known process capable of selectively removing these lighter isotopes is sputtering. 'It is like we found the ashes from a campfire,' said Curry. 'But we wanted to see the actual fire, in this case sputtering, directly.' Now, using data from three instruments aboard MAVEN—the Solar Wind Ion Analyzer, the Magnetometer, and the Neutral Gas and Ion Mass Spectrometer—researchers have, for the first time, captured sputtering in action. Additionally, the team needed measurements across the dayside and the nightside of the planet at low altitudes, which takes years to observe. By combining data from three of MAVEN's instruments, scientists created the first detailed map linking sputtered argon to incoming solar wind. The map showed argon atoms high in the Martian atmosphere, precisely where energetic particles had slammed into it—clear, real-time evidence of sputtering in action. Even more striking, the process was occurring at a rate four times higher than expected, with activity intensifying during solar storms. This direct observation confirms that sputtering was a major driver of atmospheric loss during Mars' early years, when the young Sun was far more active. 'These results establish sputtering's role in the loss of Mars' atmosphere and in determining the history of water on Mars,' said Curry. The discovery helps fill a major gap in our understanding of Mars' transformation from a once-habitable planet to the cold, dry world we see today. It also provides critical insight into how planets evolve and what it might take for them to remain habitable. The findings have been published this week in Science Advances.

Wichita police boost security as Riverfest kicks off downtown
WICHITA, Kan. (KSNW) — As Riverfest prepares to welcome thousands downtown starting Friday, Wichita police are ramping up security to keep festivalgoers safe during the nine-day event. The Wichita Police Department says it will deploy a full range of resources, including its SWAT team, bomb squad, K-9 units, drones, mounted officers, and traffic patrols. Spotters will also monitor crowds from elevated positions, while drones will help track activity from above. 19-year-old charged with murder of pregnant Wichita woman 'We're going to have SWAT down there, we're going to have the bomb squad down there, K-9's, the drones, the mounted unit, traffic officers—so everything we can do to provide as much security as we can and to make everyone feel as safe and as comfortable as they can down there,' said WPD Lieutenant Stephanie Neal. Neal said officers are prepared for a variety of scenarios, including those that have become increasingly common at large gatherings worldwide. 'Given the climate and everything that's happening not only in the United States but across the world—where people are driving through crowds at events, there are active shooters at events—we try to plan as much as we can and as best as we can in the event any of those events would occur here,' she said. Police emphasize that public awareness remains key. 'If they do see something that makes them uncomfortable, that they think is suspicious… we encourage them to go report that to a police officer so we can address that,' Neal said. Riverfest attendees should expect to pass through metal detectors at the gates to both the main festival area and the carnival. No weapons or pocketknives will be allowed inside the event footprint, and backpacks and wagons will be subject to search. 'Keep your weapons at home… Don't leave any valuables in your car, especially not in plain sight,' Neal warned. Many of the officers working at Riverfest are doing so on an off-duty, overtime basis, paid for by the festival. Neal noted this helps maintain regular police coverage for the rest of the city during the event. 'So officers sign up and they get assigned to those positions… We try not to pull from any on-duty officers because we don't want to use resources that should go to the rest of the community,' she said.
